Janonis !o Village of Mount Prospect 100 South Emerson Street Mount Prospect, Illinois 60056 MINUTES CLOSED SESSION APRIL 2, 1997 The Closed Session was called to order at 10:14 p.m., in the conference room of the Senior Citizens' Center, 50 South Emerson Street, for the purpose of discussing Property Acquisition, Litigation and review of Closed Session Minutes. Present at the Closed Session were: Mayor Gerald L. Farley; Trustees George Clowes, Timothy Corcoran, Paul Hoefert, Arlene Juracek and Irvana Wilks. Absent from the Closed Session was Trustee Richard Hendricks. Also present were: Village Manager Michael Janonis, Assistant Village Manager David Strahl and Community Development Director William Cooney. Those Board members present considered the Closed Session Minutes of March 18, 1997 and concurred that the Minutes should be approved in Open Session. Property ACQuisition riJ Village Manager Michael Janonis reviewed with Board members appraisals which had previously been secured at the direction of the Village Board. Appraisals have been obtained for 12 East Busse Avenue (medical facility), Two-Ten East Northwest Highway (Francek properties) and Stein property Uunk yard). The owners' appraisal for 12 East Busse quoted a value of $650,000 while the Village's appraisal quoted a value of $300,000. The apparent difference between the two appraisals focused on whether recent renovations to the building should be recoverable. Also, there was an apparent discrepancy between the two appraisals as to the size of the building. The owners' appraisal for the properties at Two-Ten East Northwest Highway was $574,000, while the Village's appraisal showed a value of $363,000. The apparent difference in appraisals focused on the value assigned to the Two-Four East Northwest property. Per previous agreement with the owner of the junk yard lot, the Village secured an appraisal for same which showed a value of approximately $185,000. Staff was still waiting for the results of a Phase I Environmental review of the nature and extent of soil contamination at the site. .' There was considerable discussion regarding the Francek properties. Mr. Cooney indicated that there was an April 24 Court date to consider a Demolition Petition for the Two-Four East Northwest Highway parcel. Mr. Cooney further reported that the Judge had requested a plan for either the demolition or renovation of the building. Trustee Hoefert who sits as a Board member on the Historical Society indicated that the Society had considered an offer by Ms. Francek to donate the building with the understanding that it would be moved and renovated. Trustee Hoefert indicated that the Historical Society did not have the funds to undertake the project. However, he indicated that the Historical Society would favor its preservation. Mayor Farley indicated that he felt the property should be acquired by the Village. Trustee Wilks asked whether there was any type of redevelopment plan under consideration for the properties. Staff indicated that there was not. There was further discussion regarding the temporary status of the buildings should the Village be successful in acquiring same. Questions were raised as to whether the properties could be leased at least for the short-term. There was some difference of opinion as to whether short-term leases could be obtained. Also noted was the fact that the Two-Four parcel would need to be renovated if any attempt was made to release the property. General opinion was that it would_pe more economical to demolisht the property. After considerable discussion, the consensus of the Village Board was to authorize Village staff to make an offer for all of the parcels at about $300,000. Trustee Hoefert felt that the Village should also consider acquiring the old newspaper building directly adjacent to the Sakura property in order to make the Francek parcels more developable. With regard to the 12 East Busse Avenue property, Trustee Wilks indicated that she had had a conversation with the owners' appraiser and that there was concern by the owner that they be compensated for the improvements they had put into the building over the last several years. There was some discussion between Board members regarding appropriate strategy in pursuing properties. Most Board members felt that it was fair to offer the appraised value for the property and not be willing to inflate the price to cover the cost of renovation. Fair market value should be the benchmark for negotiating purposes. After further discussion, the Board was not in favor of actively pursuing this property. Given that it was not on the market and there were no immediate plans for redevelopment on the block, the Village's limited resources should be directed elsewhere. The Village Board concurred with staffs recommendation that consideration of purchasing the junk yard property be deferred until the results of the Environmental Study had been completed. 6 ~ ~ Litiaation Village Manager Michael Janonis informed the Village Board that the Village had I . re~ived .notice from one of its Hispanic Police ~.fficers tha~ h~ was filing ~ Discrimination ~Clalm wIth the Equal Employment OpportunitIes Commission. The Village Manager indicated he would keep Board members informed of any developments in this Claim. Also, Mr. Janonis informed that Board that he had received a letter from an attorney representing a person who was threatening suit based on the fact that he claims he had been held too long by the Mount Prospect Police Department. In reviewing this particular case, the Police Command staff indicated that due to a case of mistaken identity, the individual may have been held for up to seven hours beyond what would have been routine. Again, the Village Manager indicated he would keep the Board informed of any developments with regard to this incident. Release of Closed Session Minutes The Village Board reviewed a memorandum from the Village Manager recommending the release of certain Closed Session Minutes. It was the consensus of the Board to concur with the Village Manager's recommendation regarding the release of certain Closed Session Minutes. There were no other topics discussed in Closed Session, the Closed Session adjourned, upon unanimous vote, at 11 :07 p.m. based on a Motion by Trustee Corcoran and Seconded by Trustee Hoefert. In open session, on a Motion by Trustee Hoefert and Seconded by Trustee Wilks, the Closed Session Minutes of March 18, 1997 were approved. Additionally, on a Motion by Trustee Corcoran and Seconded by Trustee Hoefert, the Village Board approved the release of certain Closed Session Minutes as recommended by the Village Manager.
