Fields 100 South Emerson Street n~ \LU ~ Mount Prospect, Illinois 60056 MINUTES CLOSED SESSION DECEMBER 9, 1997 The Closed Session was called to order at 9:17 p.m., in the conference room of the Senior Citizens' Center, 50 South Emerson Street, for the purpose of discussing Property Acquisition and Litigation. Present at the Closed Session were: Mayor Gerald L. Farley; Trustees Timothy Corcoran, Paul Hoefert, Richard Lohrstorfer, Daniel Nocchi and Irvana Wilks. Absent from the Closed Session was Trustee George Clowes. Also present were: Village Manager Michael Janonis and Assistant Village Manager David Strahl. Village Board members reviewed the draft Minutes of the November 25, 1997 Closed Session. The consensus of Board members was that it was an accurate reflection of what transpired at the meeting. Mayor Farley indicated that the Minutes would be formally adopted in Open Session. Property Acquisition Village Manager Michael Janonis suggested to Board members that given the apparent momentum for further downtown redevelopment, the Village Board might want to begin planning for other potential property acquisitions in the various target areas. Mr. Janonis noted that the property commonly known as Two West Busse, at the northwest corner of Busse Avenue and Main Street was currently on the market. This property had been identified in the draft Ad Hoc . Committee report as being a prime subject for redevelopment. Mr. Janonis inquired whether the Board might be interested in pursuing this property in order to avoid potential speculative buying and the potential to pay a higher price for this and other similarly situated properties in the future. There was some discussion regarding the Two West Busse Avenue property along with other properties that were currently either vacant or actively for sale. There was also a discussion among Board members regarding the Village's financial ability to acquire properties. Mr. Janonis indicated that preliminary financial projections based on the Ad Hoc Committee's development scenario showed the potential for $8 million in property acquisition costs. There was additional discussion among Board members regarding prioritizing various properties within Target Area #1 (Wille/Main/CentraI/Busse block). There was some reluctance on the part of the Village Board to proceed with an aggressive property acquisition strategy until there was a better feel for developer interest in the projects. With regard to Two West Busse Avenue, there was a consensus among Board members to secure an appraisal for the property and then to consider making an offer which was substantially below the current asking price. Litigation Village Manager Michael Janonls provided an update to Board members regarding the Martinez Emoloyment Discrimination lawsuit as well as recent disciplinary action which had been taken against a Police Officer for conduct unbecoming with regard to a resident. Mr. Janonis indicated that the Board of Fire and Police Commissioners had not only supported the Police Chiefs recommendation for discipline but under their own authority increased said discipline after the Officer appealed the Chiefs decision. Village Board members expressed concern over the actions of the Police Officer and Mr. Janonis indicated that the Police Chief and senior Command staff would be monitoring the situation very closely. Board members directed the Village Manager to keep them apprised of any developments in the Martinez Case. They also made inquiry regarding the status of the Fitzgibbons/Egeberg Case. Mr. Janonis said he would follow up with a status report. There were no other matters discussed in the Closed Session. On a Motion by Trustee Wilks, seconded by Trustee Lohrstorfer, the Village Board voted unanimously to adjourn the Closed Session at 9:50 p.m. MEJ/rcc
