Illinois 60056 ~ Phone: 708 / 392-6000 Fax: 708 / 392-6022 TOO: 708 / 392-6064 MINUTES CLOSED SESSION MARCH 28, 1995 The Closed Session was called to order at 9:30 p.m., in the conference room of the Senior Citizens' Center, 50 South Emerson Street, for the purpose of discussing Property Acquisition/Disposition and Personnel. Present at the Closed Session were: Mayor Gerald Farley; Trustees George Clowes, Timothy Corcoran, Richard Hendricks, Paul Hoefert, Michaele Skowron and Irvana Wilks. Also present were: Village Manager Michael Janonis, Assistant to the Village Manager David Strahl and Community Development Director William Cooney. At the beginning of the Closed Session, the Mayor announced that there would be no ____discussions under the heading of Personnel. ( Property AcqulsiUonlDispositlon : Village Manager Michael Janonis briefly apprised the Board that a tentative appraisal for the Olde Town Inn property had been secured. Staff was waiting for some additional information before a final report would be issued. Staff would bring back the final appraisal report when it was available. i ~ Village Board members then took up the topic of whether the Village should consider selling and/or swapping certain Village-owned property for certain properties owned by Northwest Electric. Based upon previous discussions and a public presentation by Northwest Electric regarding their Site Plan, Trustees Wilks, Clowes and Hendricks along with Mayor Farley were in favor of negotiating with Northwest Electric. Trustees Hoefert, Corcoran and Skowron felt that it would not be in the long-term best interest of the Village to sell and/or swap these properties because of the adverse impact on future downtown redevelopment. v ,.. .... "f .J ~ Staff was directed to undertake negotiations with Northwest Electric for the sale and/or swap of Village parcels for Northwest-owned parcels under a number of conditions: (1) The Village would receive full market value for its property; (2) the Village would contribute no TIF Funds for on or off site improvements related to the project; (3) the building facade would be compatible with existing downtown architecture; (4) a definite phasing plan would be established to ensure that the project is completed within a reasonable time frame. It was the Village Board's desire to draft the equivalent of a "Developer Agreement" with Northwest Electric which would then govern the redevelopment of the property.
