FIELOS 0 &0 ~{Y Village of Mount Prospect 100 South Emerson Street Mount Prospect, Illinois 60056 Phone: 708 / 392-6000 Fax: 708 / 392-6022 TOO: 708 / 392-6064 MINUTES CLOSED SESSION AUGUST 1, 1995 The Closed Session was called to order at 10:07 p.m., in the conference room of the Senior Citizens' Center, 50 South Emerson Street, for the purpose of discussing Personnel and Litigation. Present at the Closed Session were: Mayor Gerald Farley; Trustees George Clowes, Timothy Corcoran, Richard Hendricks, Paul Hoefert, Michaele Skowron and Irvana Wilks. Also present were: Village Manager Michael Janonis and Assistant Village Manager David Strahl. Personnel Mr. Janonis indicated that Police Union negotiations were continuing. On Thursday, July 27, the arbitrator met with both sides for extended negotiations. At the end of the day, there was still no resolution to several outstanding items. At that point, the two parties agreed to allow the arbitrator to enter a Stipulated Award in which the arbitrator would render decisions regarding the final outstanding items. Mr. Janonis indicated that he felt there was a good chance that an additional Step would be added to the current pay matrix. However, he also felt that the final wage award might be a little higher than the 6-7% range the Board had sought for a two year period. Mr. Janonis indicated he would keep the Board apprised of any decision by the arbitrator. Property Acquisition Mr. Janonis used this opportunity to update members of the Village Board who were not present at the previous Closed Session regarding discussions with Ye Olde Town Inn. Previously, the Board had directed staff to enter into negotiations with Mr. Curtis for the purchase of the building. There was brief discussion by the Board in which some members expressed reluctance to commit to purchasing the property. Staff noted that the negotiations were preliminary and would require final approval by the Board to enter into a contract for purchase. The consensus of the Board was to proceed with preliminary negotiations. David Strahl left the meeting at 10:51 p.m. ,. . The Village Board continued its review of the Village Manager's performance. Mayor . Farley shared with members of the Village Board the results of the performance evaluation that each Board member completed as well as Mr. Janonis' self-evaluation. There was general feedback given to Mr. Janonis regarding his performance from each of the Board members. This included discussion about strengths and weaknesses as well as goals for next year. At 11 :45 p.m., Mr. Janonis was excused from the room while the Villag~ Board deliberated an appropriate adjustment to salary. The Village Board ended its deliberations on Wednesday, August 2, 12:38 a.m. No action was taken and the Closed Session adjourned at 12:40 a.m. M EJ/rcc R
