Illinois 60056 Phone: 708 / 392-6000 Fax: 108 / 392-6022 TOO: 708 / 392-6064 MINUTES CLOSED SESSION AUGUST 22, 1995 The Closed Session was called to order at 10:09 p.m., in the conference room of the Senior Citizens' Center, 50 South Emerson Street, for the purpose of discussing Personnel. Present at the Closed Session were: Mayor Gerald Farley; Trustees George Clowes, Timothy Corcoran, Richard Hendricks, Paul Hoefert, Michaele Skowron and Irvana Wilks. Also present were: Village Manager Michael Janonis and Assistant Village Manager David Strahl. Personnel Village Manager Michael Janonis updated Board members regarding the ongoing Police negotiations. Mr. Janonis reported that the Union was attempting to reopen the Arbitrator's award because they felt that a number of items had inadvertently been left off. The Village was resisting this attempt because the items in question had been specifically removed from the purview of the Arbitrator. The Village would aggressively press its position in this matter. Staff was directed to keep the Board updated on this matter. Mr. Janonis also asked the Village Board to consider a one-time cash payment to non- union rank and file employees as a modest incentive to remain non-union. This cash award would equal out the anticipated increase granted to Police Patrol Officers. The overall cost to the Village would be in the area of $20,000. The average payment would be equal to one-half percent of base salary. It would be a fixed dollar amount so that employees with lower wages would actually receive a higher percentage bonus. After brief discussion, there was unanimous support on the part of the Board to offer the incentive.
