MINUTES
EXECUTIVE SESSION
JANUARY 26, 1993
The Executive Session was called to order at 9:25 p.m., in the second floor Conference
Room of the Senior Citizens Center, 50 South Emerson Street, for the purpose of
discussing Land Acquisition. Present at the Executive Session were: Mayor Gerald
Farley; Trustees Mark Busse, Timothy Corcoran, Leo Floros, Paul Hoefert and Irvana
Wilks. Absent from the meeting was Trustee George Clowes. Also present was Village
Manager Michael Janonis.
Land Acquisition
Board members reviewed a legal memorandum from attorney Buzz Hill regarding
prescriptive easements and condemnation as it relates to potential right-of-way acquisition
along Linneman Road. The Board expressed a strong desire to minimize the need to
acquire additional right-of-way and to work cooperatively with property owners should
acquisition become necessary. The Board directed the Village Manager to make contact
with individual property owners to begin a dialogue regarding this matter.
The Board also considered a letter from the current owners of One South Emerson in
which they express an interest in selling their property to the Village. The Village made
an attempt to purchase this parcel in 1987 but the offer was rejected. After some
discussion, the Board expressed a mild interest in property acquisition in order to
complement the Village's ownership of Three and Five South Emerson. Staff was
directed to make preliminary inquiries.
The Executive Session was adjourned after a Motion by Trustee Floros and Seconded
by Trustee Busse at 9:44 p.m.
