Illinois 60056 MINUTES EXECUTIVE SESSION NOVEMBER 4, 1992 Phone: 708 / 392-6000 Fax: 708 / 392 6022 The Executive Session was called to order at 9:20 p.m., in the second floor Conference Room of the Senior Citizens Center, 50 South Emerson Street, for the purpose of discussing Personnel and Litigation. Present at the Executive Session were: Mayor Gerald Farley; Trustees Mark Busse, George Clowes, Leo Floros, Paul Hoefert and Irvana Wilks. Absent from the Executive Session was Trustee Timothy Corcoran. Also present was Village Manager Michael J anonis. Personnel The Village Manager provided an update to elected officials regarding the ongoing negotiations with the Police Union. Specifically, the Village Manager reported that the October 29 bargaining session did not include the presence of a mediator. Apparently, the mediator was not available on that evening. At that meeting, the Police Union presented a revised proposal which included some language changes but did not move off of their original position with regard to economic items. The Village Manager indicated that another bargaining session has been set for Monday, November 16. It is anticipated that a mediator will be present at this meeting. The Village Manager also indicated that since the Police Union had not modified its economic proposal, the Village would not change its position with regard to said items. Further information will be forthcoming. Litigation The Village Manager briefly reviewed with Board members the potential for litigation relative to the pending extension of the Tax Increment Financing District. Mr. Janonis reported that the statutorily required Joint Review Board had begun its non-binding advisory deliberations. While any recommendation from the Joint Review Board is not binding on the Village, any duly constituted taxing body could bring individual challenge to the proposed Amendment. Mr. Janonis indicated that he would keep the Board advised of this situation. The Executive Session was adjourned at 10:25 p.m. after a Motion by Trustee Clowes and Seconded by Trustee Floros. MEJ/rcc
