Central Road, Mount Prospect, Illinois 60056-2229 MINUTES OF THE MOUNT PROSPECT SAFETY DRAFT CALL TO ORDER The regular meeting of the Mount Prospect Safety Commission was called to order at 7:05 p.m. on Monday, February 8, 2010. ROLL CALL Present upon roll call: John Keane Angel Campos Robert Fisher Fred Pampel Carol Tortorello Mike Etemo JeffWulbecker Matt Lawrie Absent: Chuck Bencic Buz Livingston Others in Attendance: None. APPROVAL OF MINUTES Chairman Commissioner Commissioner Commissioner Commissioner Police Department Representative Public Works Representative Traffic Engineer - Staff Liaison Commissioner Fire Department Representative Commissioner Fisher, seconded by Commissioner Tortorello, moved to approve the minutes of the regular meeting of the Safety Commission held on December 14,2009. The minutes were approved by a vote of 6-0 with Commissioner Pampel abstaining. CITIZENS TO BE HEARD There was no one in attendance that spoke on an issue not on the agenda. Safety Commission Meeting Page 1 of 3 February 8,2010 OLD BUSINESS There was no old business to discuss. NEW BUSINESS A. NEIGHBORHOOD TRAFFIC CALMING PROGRAM 1) Background Information The draft document titled Neighborhood Traffic Calming Program represents a new resource to address some of the ongoing traffic issues in our neighborhoods. The final post-studies of the Neighborhood Traffic Study, involving the review of all intersection control and speed limits, will be wrapping up later this year. As a next step, the Village Board of Trustees has requested development of a traffic calming program. The following elements are included in the document: Introduction Goals Policy Statements Residential Focus Education and Enforcement Minimum Criteria Project Areas Resident and Village Initiated Processes Project Prioritization Traffic Calming Measures Emergency Response Maintenance Funding Removal Traffic Calming Process Over the next couple of months, the Engineering Division will present the details of the program as well as the process that would be undertaken with a request for traffic calming measures to both the Village Safety Commission and Village Board of Trustees. Ultimately, the goal will be to receive approval from both bodies in order to have a traffic calming program as a resource to address neighborhood traffic issues. 2) Discussion Traffic Engineer Lawrie presented the different elements of the traffic calming program excluding those related to the process. The presentation focused on the 'framework' of the program: goals of the program, the program's approach, minimum criteria for a street to qualify, Safetv Commission Meetinn P<>n<> ? nf ':t E:_h...............O 'In-tn different types of measures, funding, and consideration of the program's effect on Police, Fire and Public Works operations. Throughout the discussion various Commission members asked clarifying questions about the program. Commissioner Fisher listed various streets in the Village to get a better understanding as to what would be considered an arterial, collector, and local street. Chairman Keane suggested that Staff expand the Minimum Criteria section to explain the different terms. He also asked that Staff review the peak hour volume criteria to make sure it is not too high. Commission members also spent time discussing the various types of traffic calming measures. They learned what measures were appropriate for different types of streets and traffic conditions. Sergeant Eterno talked about the resources the Police Department currently uses to address neighborhood speeding concerns. In many cases, concerns can be addressed via a combination of education and enforcement. At the end of the discussion, Chairman Keane asked if there was a list of Village streets that are eligible for traffic calming measures based on the established criteria and the data collected from the Neighborhood Traffic Study. Traffic Engineer Lawrie said he would provide a map of each neighborhood showing the eligible streets at the next meeting. It was agreed the next meeting would focus on the process that would be undertaken with a request for traffic calming measures. COMMISSION ISSUES Traffic Engineer Lawrie asked the Commission members if there was interest in reviewing the purpose statement for the Safety Commission. It has not been reviewed in many years and parts may not be applicable to the current tasks of the Commission. There was general interest in reviewing the purpose statement later in the year. ADJOURNMENT With no further business to discuss, the Safety Commission voted 7-0 to adjourn at 8:25 p.m. upon the motion of Commissioner Pam pel.
