The Closed Session was called to order at 8:35 p.m. by Mayor Farley, in the Central Community
Center Conference Room. The purpose of the Closed Session was to discuss Personnel and
Personnel-Collective Bargaining. Present were: Trustees Timothy Corcoran, Paul Hoefert, Richard
Lohrstorfer, Michaele Skowron, Irvana Wilks and Michael Zade!. Staff present included Village
Manager Michael Janonis, Assistant Village Manager David Strahl and Fire Chief Michael Figolah.
Personnel
Fire Chief Figolah stated that he has suspended ESDA operations and is in the process of
reconstituting their duties under a different organization. He stated that he has run into several
issues regarding outside activities which he felt were encouraged through the culture several ESDA
members and felt the best way to break the culture was to reconstitute the whole organization.
Village Board consensus was to support the Chief's decision for reconstituting the ESDA
operations under a different organizational structure.
Personnel-Collective BaraaininQ
Village Manager Janonis updated the Village Board regarding the Public Works negotiations and
stated there are substantial retroactivity wage dollars which have accumulated since the expiration
of the contract. He stated that he would prefer to utilize possible retroactive pay for opportunities to
complete the agreement which would likely not provide full retroactivity but a combination of
retroactive pay and contributions to other items for which Public Works is interested in. He also
stated that he would likely communicate the accumulated retroactivity pay to the employees in the
near future.
The Closed Session adjourned at 9:08 p.m., immediately moved into Open Session and adjourned.
