Lowe Village of Mount Prospect 100 South Emerson Street Mount Prospect, Illinois 60056 1?(1[J[111 wrn[1~@~ [ID~1J~ "b-B.-bW/D MINUTES CLOSED SESSION SEPTEMBER 3, 2002 The Closed Session was called to order at 8:58 p.m. by Mayor Farley, in the conference room of the Central Community Center, 1000 West Central Road. The purpose of the Closed Session was to discuss Land Annexation, Personnel and Land Acquisition. Present were: Trustees Paul Hoefert, Michaele Skowron, Irvana Wilks and Michael Zadel. Absent from the Closed Session were Trustees Timothy Corcoran and Richard Lohrstorfer. Staff present included: Assistant Village Manager David Strahl and Community Development Director William Cooney. Minutes Motion made by Trustee Zadel and Seconded by Trustee Skowron to approve the Minutes of August 20, 2002. Minutes were approved. Land Annexation Community Development Director William Cooney described a recent proposal from Days Inn Hotel at the corner of Busse and Touhy approaching the Village for consideration to extend water lines to the hotel. The hotel is currently in unincorporated Elk Grove Township. They indicated they would be wiling to pay for all costs associated with extending the water line provided a recapture agreement was put in place for anyone who wanted to tie in to the line in the future. However, there is a question regarding the actual charge for water. Currently, the Village Ordinances require all non-annexed property that receives Village water must pay two times the residential rate. Days Inn has approached the Village in an effort to offer to pay water at the typical residential rate instead. Bill Cooney stated the opportunity to have a foothold in this area would be helpful in consideration of future annexation opportunities. Consensus of the Village Board was to charge the hotel the typical residential water rate once the line was installed. Bill Cooney left the meeting at 9: 10 p.m. Personnel Assistant Village Manager David Strahl provided an update regarding Public Works negotiations. He stated one more session is scheduled with the Mediator later this month and the insurance contribution continues to be a significant sticking point in negotiations. He stated he would update the Board if there are any further developments regarding negotiations. ,* ~ ~\\I ~. land Acauisition Assistant Village Manager Strahl provided a summary regarding the status of the Land Use Agreement with the Library. He provided a summary of the transformer relocation options for informational purposes. He stated that there would be another meeting in the next couple of weeks to discuss the Agreement in an effort to complete all items as possible prior to convening the two Boards to work out any final details if necessary.
