Janonis [,S'(!JJ[b[b OOrn[1~@rn: lID& lf~ 9 ~a -too to The Closed Session was called to order at 9:39 p.m. by Mayor Farley, in the conference room of the Central Community Center, 1000 West Central Road. The purpose of the Closed Session was to discuss Land Acquisition. Present were: Trustees Timothy Corcoran, Paul Hoefert, Michaele Skowron, Irvana Wilks and Michael Zadel. Absent from the Closed Session was Trustee Richard Lohrstorfer. Staff present included: Assistant Village Manager David Strahl. Minutes Motion made by Trustee Hoefert and Seconded by Trustee Corcoran to approve the Minutes of July 2, 2002. Minutes were approved. Land ACQuisition The purpose of the meeting was to assemble comments from the Village Board regarding the proposed Land Use Agreement with the Mount Prospect Public Library. Comments included the following items: . There should be some consideration regarding the sharing of revenue once all Village costs are covered but it is anticipated that the operating costs will be such that the likelihood of additional revenue beyond those costs is unlikely. . There needs to be a mechanism to ensure that there is an annual payment for the Lease not the entire payment the first year. That way, there will be minimal confusion on whether the Lease Agreement remains in place. . The Notice provisions should include titles only and not specific names of individuals for Notice. . There was concern raised regarding guaranteed parking spaces and the preference was just specified area for parking use of Mount Prospect Public Library staff only. . There was a concern that any future costs for review of improvements of the Deck is not capped and should be. . There should be clarification that there will be no snow removal by the Village for the underground parking area of the Library since the Library is anticipating this area being reserved only for Library use. . The tank removal costs on Library property should be considered a cost sharing arrangement since the Library is going to benefit from the redevelopment of that property for their purposes and the entire price should not be borne by the Village. . There was a concern raised regarding financial penalties for delayed construction expenses and what the drop-dead date was for finalizing the Agreement before such impact occurred. Assistant Village Manager Strahl stated that these comments would be summarized and provided to the Village Manager for his use in discussions and negotiations with the Library representatives.
