Illinois 60056 MINUTES EXECUTIVE SESSION AUGUST 17, 1993 Phone: 708 / 392-6000 Fax: 708 / 392-6022 TOO: 708 / 392-6064 The Executive Session was called to order at 9:43 p.m., in the Conference Room of the Senior Citizens Center, 50 South Emerson Street, for the purpose of discussing Property Disposition. Present at the Executive Session were: Mayor Gerald Farley; Trustees George Clowes, Richard Hendricks, Paul Hoefert, Michaele Skowron and Irvana Wilks. Absent from the Executive Session was: Trustee Timothy Corcoran. Also present were: Village Manager Michael Janonis and Assistant to the Village Dave Strahl., Property Disposition School District 57 has expressed interest in possible acquisition of Sunrise Park for the purpose of relocating the Lions Park School should the second Referendum effort be successful. Village staff had researched the feasibility of the sale and had found that the Village no longer needed the property for improvements to the water system. Based upon a review of the Village Code, the disposition of the property could be handled in a number of ways including sealed bid, lease or negotiated sale. Review of the original purchase documents indicated that the School District did, in fact, have a right of first refusal if the Village ever sold the property. Further, the original sales contract provided a formula by which a price for the property would be determined. Based on the formula, the price per acre would be $56,227.29. District 57 would be interested in approximately five of the available ten acres. General discussion among Board members indicated a consensus that the Village should receive value for the property. There was some debate as to whether that value should be cash or a trade for other open land such as the abandoned Lions Park School site. Several Board members felt it was important to try and preserve open space within the community. Others felt there was a need to receive cash value for the land so that benefits would be derived to all Mount Prospect residents whether or not they resided in District 57. It was pointed out that in the case of a land swap, the property received by the Village could subsequently be sold for value if it was determined to be in the best interest of the Village. I!!!!JO r!iIJ' ~ 9 e:=!J~ ~~ @S~ d~ dp 2)r:E b@ After considerable discussion, it was the consensus of the Board to have the Village Manager communicate to the District 57 Superintendent the Village's willingness to consider an even land swap of Sunrise Park with the Lions Park School site. The Lions Park site would have to be cleared and rendered into a buildable site. The Village Board would also consider allowing the School District to place any necessary parking and detention facilities on the balance of the Sunrise Park property as long as those improvements were constructed at the sole expense of District 57. After further debate, Trustees Hendricks and Clowes indicated a desire for an outright sale of the Sunrise Park property but would not object to exploring a land swap if what the Village received was of equal or greater value than the Sunrise Park site. The Village Manager was authorized to communicate the Village's position to the District 57 Superintendent. There was no further business discussed. The Executive Session adjourned at 11 :10 p.m. on a Motion by Trustee Wilks and Seconded by Trustee Clowes. There was no official action taken.
