DRAFT MINUTES 02/2/2010 CALL TO ORDER ROLL CALL PLEDGE INVOCATION MINUTES APPROVE BILLS MINUTES OF THE REGULAR MEETING OF THE MAYOR AND BOARD OF TRUSTEES OF THE VILLAGE OF MOUNT PROSPECT February 2, 2010 Mayor Wilks called the meeting to order at 7:09 p.m. Present: Mayor Irvana Wilks Trustee Paul Hoefert Trustee Arlene Juracek Trustee John Korn Trustee John Matuszak Trustee Steven Polit Trustee Michael ladel PLEDGE OF ALLEGIANCE Trustee ladelled the Pledge of Allegiance. INVOCATION Trustee Matuszak gave the Invocation. APPROVAL OF MINUTES Trustee Korn, seconded by Trustee Hoefert, moved to approve the minutes of the regular Village Board meeting held January 19, 2010. Upon roll call: Ayes: Nays: Hoefert, Juracek, Korn, Matuszak, Pol it, ladel None Motion carried. APPROVE BILLS Mayor Wilks stated the next item on the agenda, "APPROVE BILLS" was noted by an asterisk, and unless there was a request to remove an item(s), all items further listed in that manner would be considered with one (1) vote, as business item "IX. CONSENT AGENDA." Mayor Wilks stated Village Manager Janonis had requested deferral of item A. "A RESOLUTION REGARDING THE RELEASE OF CLOSED SESSION MINUTES," under New Business. As there were no objections for the removal of this item from the Consent Agenda, the resolution regarding the release of Closed Session Minutes will be held for separate discussion as presented under New Business. MAYOR'S REPORT MAYOR'S REPORT Mayor Wilks presented the "BLACK HISTORY MONTH 2010" proclamation. The BLACK HISTORY proclamation was accepted by Reverend Anthony Tolbert, Chair of the Village's Community MONTH Relations Commission. HEROES HELPING HEROES Reverend Tolbert thanked the Mayor and Village Board for their support of educational programs and services that enrich our diverse community. Mayor Wilks introduced Will and Mary Beth Beiersdorf, Co-Founders of Salute, Inc. Mr. Beiersdorf, provided an overview of the organization and the Heroes Helping Heroes event. Founded in 2003 the organization is dedicated to increasing awareness and support of issues facing active military personnel, veterans and their families and to provide financial support through advocacy and fundraising. Heroes Helping Heroes is an annual one day fundraising event to assist wounded soldiers and their families. Since 2003, Salute, Inc. has raised over $1 million and helped 300 families. Minutes of the Regular Meeting of the Mayor and Board of Trustees of the Village of Mount Prospect Page 1 of 3 February 2, 2010 OFFICER OF THE YEAR APPOINTMENTS CITIZENS TO BE HEARD CONSENT AGENDA APPROVE BILLS Mr. Beiersdorf stated personnel from the Mount Prospect Fire and Police Departments volunteered their time soliciting donations from street intersections and stores at the May 2009 Heroes Helping Heroes event; $2500 was collected. The following individuals were recognized for their participation and support of Heroes Helping Heroes: (Police) Mark Bechtold, Cisco Cornejo, Justin Foley, Tom Hoskinson, Jonathon Juhl, Robert Nava and (Fire) Paul Buckley, Bettina Heller, Eric Mertes, Jim Miller and Pat Moran. Officer Hoskinson was also recognized for taking the lead in organizing and recruiting volunteers for Mount Prospect. Mr. Beiersdorf stated the 2010 Heroes Helping Heroes event in Mount Prospect is scheduled for May ih. In addition, Mr. and Mrs. Beiersdorf, presented plaques to Fire Chief Mike Figolah and Police Chief John Dahlberg for their support and dedication to the mission of helping military personnel, veterans and their families. Police Chief John Dahlberg recognized the following employees for being selected from an outstanding group of police officers for the annual Officer of the Year Award: POLICE OFFICER OF THE YEAR: Tactical Officer Anthony Lietzow RUNNERS UP: Officer Michael Angarola Officer Richard LaBarbera Detective Mark Recker Officer Alison T eevan Police Chief Dahlberg highlighted the excellent service of each of these individuals and with the assistance of Mayor Wilks presented plaques to the officers. Village Manager Michael Janonis presented the traditional monetary award for the distinction of Police Officer of the Year to Tactical Officer Lietzow's wife, Kim. In addition to recognizing the officers and all members of the Police Department, Village Manager Janonis thanked their families and noted the significant role families and friends have in support of the officers and the department. Mayor Wilks noted four (4) members of the Board of Fire and Police Commissioners were in attendance for the recognition of the police officers; Commission Chair - George Busse, Commissioner Hank Friedrichs, Commissioner Jim Powers and Commissioner Michaele Skowron. [Commissioner Chuck Bennett was unable to attend.] APPOINTMENTS Mayor Wilks presented the following reappointment for Village Board approval: Audit Commission Reappointment David Erb Term expires February 2014 Trustee Hoefert, seconded by Trustee Zadel, moved to approve the reappointment as listed above. Upon roll call: Ayes: Nays: Hoefert, Juracek, Korn, Matuszak, Pol it, Zadel None Motion carried. COMMUNICATIONS AND PETITIONS - CITIZENS TO BE HEARD None. CONSENT AGENDA Trustee Zadel, seconded by Trustee Polit, moved to approve the following business items: 1. Bills dated January 14 - 27,2010 Minutes of the Regular Meeting of the Mayor and Board of Trustees of the Village of Mount Prospect Page 2 of 3 February 2, 2010 CONTROL SWITCH, TV SERVICES OLD BUSINESS NEW BUSINESS RELEASE OF CLOSED SESSION MINUTES MANAGER'S REPORT OTHER BUSINESS CLOSED SESSION ADJOURNMENT 2. Request Village Board approval to waive bid requirement and accept proposal for the purchase of a new control switch in an amount not to exceed $21,648. Upon roll call: Ayes: Nays: Hoefert, Juracek, Korn, Matuszak, Polit, Zadel None Motion carried. OLD BUSINESS None. NEW BUSINESS Mayor Wilks stated Item A. A RESOLUTION REGARDING THE RELEASE OF CLOSED SESSION MINUTES had been removed from the Consent Agenda. Village Manager Janonis requested this item be deferred until the February 16, 2010 Village Board meeting. Prior to approval of the Resolution, the Village Board must approve the minutes to be released in Closed Session. A Closed Session for review of Closed Session minutes to be released will be placed on the February 9, 2010 Committee of the Whole meeting agenda. Trustee Korn, seconded by Trustee Juracek, moved to approve request for deferral of a resolution regarding the release of Closed Session minutes. Upon roll call: Ayes: Nays: Hoefert, Juracek, Korn, Matuszak, Polit, Zadel None Motion carried. VILLAGE MANAGER'S REPORT Village Manager Janonis provided the following community information: · Celestial Celebration - Saturday, February 6th (Bristol Court) Recognition of Shining Stars OTHER BUSINESS Referencing the Village ordinance requiring removal of outdoor holiday decorations no later than sixty (60) days following the holiday, Trustee Korn reminded residents that 'Christmas and other related outdoor holiday decorations should be removed by February 25th. CLOSED SESSION Mayor Wilks asked for a motion to enter Closed Session to discuss LITIGATION 5 ILCS 120/2 (c) (11) - Litigation, when an action against, affecting or on behalf of the particular public body has been filed and is pending before a court or administrative tribunal, or when the public body finds that an action is probable or imminent, in which case the basis for the finding shall be recorded and entered into the minutes of the closed meeting. Trustee Hoefert, seconded by Trustee Zadel, moved to meet in Closed Session to discuss LITIGATION 51LCS 120/2 (c) (11). Upon roll call: Ayes: Nays: Hoefert, Juracek, Korn, Matuszak, Pol it, Zadel None Motion carried. The Village Board entered Closed Session at 7:43 p.m. ADJOURN The Village reconvened in Open Session at 7:56 p.m.; there being no further business to discuss the February 2,2010 Village Board meeting adjourned at 7:57 p.m. M.
