"",,,'1''-. ~\ i.\ \0 TO: DATE: JANUARY 19, 2010 SUBJECT: REQUEST TO WAIVE BID REQUIREMENT AND ACCEPT QUOT FOR THE PURCHASE OF A NEW CONTROL ROOM SWITCHER Backoround One of the main duties of the Television Services Division is the recording and rebroadcasting of board meetings for the Village of Mount Prospect. The main piece of equipment for the production of a board meeting is the switcher. This device controls the routing of the camera inputs and other video sources by the director in order to produce a seamless meeting experience for those watching at home. The switcher also controls the graphics for name titles and agenda items. The current switcher is a virtual computer based switcher that was purchased back in early 1999. It has served the department well, but is no longer supported for service or upgrades, and the computer that it runs on is Windows NT, a pre-windows XP technology. For the past year staff has been limping along with this switcher and it is prone to freezing and crashes. New T echnoloov In the intervening 11 years technology has moved forward and the development of virtual computer based switchers has continued to improve and become more powerful. Through extensive research by the Cable Production Coordinator we have found a switcher that has the same capabilities of the current switcher, but with many more options. The new generation of computer based switchers have easier character generator integration during a live meeting, video clips can be rolled in from an internal clip store instead of videotape off a VCR, graphics can integrated in an easier manner with more compatibility with various formats, and the desktop controllers are easier to navigate. The Broadcast Pix Slate 1000 switcher is an integrated Computer based switcher/character generator/video playback machine that can do the current job and all of the above. It is upwardly and easily upgradeable to High Definition while still being able to mix standard definition inputs. It is compatible with the current equipment the Television Services is using and able to expand with planned future purchases. The price of this switcher is less than the current switcher purchased 11 years ago. The control room switcher is a highly specialized piece of equipment. Broadcast Pix is marketed by only a handful of companies in the United States. Two of these companies are in Illinois and both are in the Chicago Area close to Mount Prospect. The first company is A VI Systems in Bensenville and the second is ROSCOR in Mount Prospect. Staff submitted specifications to the two companies and requested quotes. Page 2 Staff specified a Broadcast Pix Slate 1000 switcher system consisting of 4 SD (standard definition) video inputs, an internal character generator, a table top switching controller and a single channel video playback. Also requested was an upgrade of 4 additional SD video inputs, a second channel of video playback, a 32" monitor for the main switcher, a 20" monitor for the character generator operator and a single day of training. AVI Systems quoted $21,961.00. Roscor Corporation quoted $21,648.00 Action Requested Staff recommends waiving the bid requirement and accept the lowest quote for the purchase of a Broadcast Pix, Slate 1000 Switcher with upgrades, monitors and one day of training from Roscor Corporation for the price of $21,648.00. Television Services has money it the CIP budget to cover these costs. We have attached a copy of the quotes and manufacturers information about the Broadcast Pix, Slate 1000 switcher.
