Trustee Teichert, seconded by Trustee Bergen, moved for passage, approval and publication of Ordinance #1157. Under discussion, Trustee Ekren explained that he protested this a~n ~xati'en because of the fact that sewage from this area will dump into the same Busse sewer, causing more difficulty, and he w~s interested in how the Plan Commission considered this matter. Trustee duties of the Teichert, seconded by Trustee Grittani, moved for passage Village MEt. and approval of Ordinance #1158: Under discussion, Trustee Bruhl read the following statement:' .STATEMENT REGARDING THE POSITIG~ OF FINANCE DIRECTOR, Statement re Posltlnn of ~ "~everal years ago I Was the motivating force in up-grading F~nsnce Director the village procedures. The up-grading took the form of creating a Finance Direc~tor who would report directly to ~the Beard of Trustees. In effect, the Finance Director was reporting directly to the taxpayer through the taxpayers' elected representatives, This new change was Patterned after the Village of Oak Park, and its purpose was to create the checks and balances necessary when public funds are held end expended. In effect, it was separating the bookkeeping fun.cti~s from these of the village staff who were responsible for expending ~nds. The diVision was similar to any sound commercial enterprise where the purchas- ing agent is divorced from the bookkeeper. If the purchasing ~ agent has the right %~ Purc_ha_ se and then has the right to dictate how the expenditure i~ recorded, t~e cehditien creates an area for pos~ib!e miscondubt. SOUnd business does not rely on the integrity of people entirely, rather they provide a system of internal control Where s~y misconduct would require collusion~. The proposed ordinance, as it relates to the Finance Director, is taking a g~ant step backwards. Actually the ordinance would negate the position of Financ~ Director and would return the- position to Treasurer-Collector ?nly. One of the principal objectives of the Finance Director's participation in budget preparation was to ~how past actual experience in the form of expenses and income. Without such factual history, it is difficult to prepare a good budget~ As representatives of the taxpayer~ it behooves all Trustees to use restraint based upon past experiences Budgets prepared prior to the creation of our Finance Directer were in such f~mm that actual experience could not be compared, nor could the significance of the proposed budget for any department be properly appr~ised. The proposed ordinance certainly is a tendency toward one man rule. In m~ bpinion, it cannot be applied for the safeguards and p~eservation of public funds." Harry~ R. Trustee Bergen suggested the surety bond for the Vt llage Manager be increased from $~5,000.00 to $100,000.00.
