Audit of FINANCE COMMITTEE - Trustee Grittani Village Book,he Finance CCommittee examined the audit report and discussed it with Ernst and E~nst. Finance ~ommittee agrees unanimously that E~st and Ernst be appointed to audit the Village t~ooks for the period ending April 30, 1966. Trustee Grittanl, seconded by Trustee Bergen, moved Ems= and E~nat be retained =o do the audit on the same basis as in previous years. Ord. amend Trustee Teicher~, gave first reading of an ordinance amending Sec- Sec. 18.325 :ion 18.325 of the Municipal Code defining an anattended vehicle, unattended as Police and Fi~e Commit=es recommended, requiring ignition be vehicle locked and keys removed, as a deterrent to auto =heft and an aid to safety. Trustee Teichert, seconded by Trustee Grittani, moved the Board concur in recommendation, and amending ordinance be placed on the Agenda of March 15th for second and final reading. VI, Sec. 18.606, setting up standards of what consti%utes Art.VI "good and sufficient" brakes, in accordance with what the State Sec. 18.606 requires. Trustee Teinhert, seconded by Trustee Grittani, moved for Good g approval of the ordinance for $ first reading, and that iT be placed Sufficient on the Agenda of March 15th for second and final reading. Parking Trustee Teichert read a repor~ on two-hour parking alone West Prospect restriction Ave. The Police and Fire Committee believes that the conditions on West which led to the establishing to 2-hour parking in this area are Prospec~ still iu existence. Unrestricted parking on the North side of Prospect Ave. whether by commuters, employees, or both, would cut customer parking to half of that now available. Reducing customer parking would be harmful to the businesses in that area and inconvenient to th&se citizens who patronize these businesses. Therefore, by a vote of 3-0, the Committee recommended that pa~king restrictions on PPospec~ Avenue remain as established by Ordinance. Trustee Teichert moved the Board concur in the recommendation of the Police and Fire Committee, Trustee Grittani seconded. Under discussion, Trustee 8~uhl questioned whether or not the Committee was looking objectively at the restrictions imposed. In his opinion there was not congestion, before the enforcement of the two-hour parking. March 1, 1966 Mrs. Denc~er, an employee of Mongom~1~y Ward, stated there were 1~ ro 16 employees working there who move their cars ever~ two hours be- cause there were facilities for only four cars at the rear of the building. Mr. Shutt, 317 W. Prospect Ave. owner of commercial property, stated parking situation h~s deteriorated over the past 3 1/~ years. The requirements for off-street parking should be adhered to, and he objected to street parking ~6r other businesses. The motion was called. Upon roll call: Ayes: Bergen Colfer Ekren Grittanl Teichert Nays: Bruhl Motion carried. Trustee Teichert read the review of the proposed pistol range at Proposal for Fire Station No. 2. The Fi~e and Police committee recommends un- Pistol Range animously that the Village Manager be authorized to proceed with the installation of a pistol range at Fire Station NS. 2, by the Detroit Bullet Trap Company, or comparable equipment, at a total cost not to exceed ~21,000. Unde~rOrdinance NO. 1117 passed by the Board December 7, 1965, the Fire Lanes Chief of the Bureau of Fire Prevention designates "Fire Lanes". He requested that such designations be so declared publicly by res- olution of the Board. The Fire and Police Committee recommended unan- imously that such procedure be followed and an appropriate resolution be prepared by the Village Attorney. Trustee Teichert, seconded by Trustee Grittani, moved to concur with the recommendation of the committee. Upon roll call: Ayes: Bergen Bruhl ~olfeP Ekren Grittani Teiche~t Motion carried. Police and Fire Commission recommended amending the Municipal Code to Amend Section provide for establishing the number and rank of members of the Fire 7.101 Department by resolution. Trustee Teichert, seconded by Trustee Grittani,No. of Firemen moved to concur and ~ead for first reading an amendment to Sec. 7.101, providing for establishment by resolution the number of firemen al- lowed, and the Ordinance be placed on the Agenda for March 15th for a second ~eading. JUDICIARY COMMITTEE - Trustee Bergen Trustee Bergen read for second reading Ordinance No. 11~4: O~d. 1t~ Amend Map 22N AN ORDINANCE AMENDING MAP 22N OF THE MOUNT PROSPECT ZONING ORDINANCE rezoning Villa Sweden property from B-3 to R-X. Trustee Bergen, seeonded by Trustee Colfer, moved for passage, ap- proval and publication of Ordinance No. 1144. March 1, 1966 A formal "Protest to Ordinance Proposed to Amend Map 22N" was read, relative to Plan Commission Case No. 66-1, Evanston Trust and Savings Bank, as Trustee, objecting to R-X classification. The petitioner, Mrs. Beckman, had previously agreed to the conditons to rezoning which were contingen~ upon completion of the restaurant, a~ which it would be classified B-3. Trustee Bergen read a letter directed ~o him by Paul Brandel, an attoz~ey, ~e~iewing the program and requesting the property remain B-3. Town Develop3rustee Bergen read Judiciary Committee report in the Klein matter ment Co, (Town Developmenz ~o.) and the accompanying Consent Decree setting forth terms and conditions for the ocnstruction of no more than four office buildings on property lying east of the center line of Cathy Lane, as extended. The property owner has agreed To the Consent Decree and further to dedicate Cathy Lane from Busse Ave. to Central Road to the Village of Mount Prospect. The proper~y west of Cathy Lane will be developed as single family residence. The Judiciary Committee voted unanimously to accept the germs and conditons set forth in the Consent Decree and recommended Board approval. Trustee Bruhl seconded by Trustee Ekren moved to defer. Mr. Robert J. Downing, Special attorney for Mount Prospect in this case, reported the matter had been continued in court to March 4th. He was requested to obtain another continuance, and the matter will be placed on the Agenda for M~ March 15th. OTHER BUSINESS Crossin~ Notification received that on February 8, 1966 the Illinois Commerce -- Gates Commission passed a resolution approving crossing games at Mount Prospect Road and the Chicago and Northwester~ Railroad. The following County zoning cases are to be heard aT the Arlington Heights Village Hall on March 11, 1966 a~ 5:00 P.M. Docket 1027 DOCKET ~1027 - Change' in Zoning from R-5 to B-~ of one acres north of Kensington Road and east of Randhurst. The pro- posed use is for an office building. Docket 1028 DOCKET #1028 - Change in zoning from R-5 to B-~ of 1~18 acres north of Kensington Road and eas~ of Randhu~s~. The pro- posed use is for a motel. Docket 1029 DOCKET ~1029 - Change in Zoning from R-5 to B-~ of 2.53 acres south of Euclid Avenue and east of Randhurst. The proposed use is for an 6ffice and apartment building. On a motion by Mr. Normis, seconded by Csse 66-7P Mr. Carlson, the proposed ordinance relating to sidewalk con- struction was ~ecommended for approval. This case ooncemns a .mezoning from I-1 to B-$ =o pemmit the construction of a retail gas station Case 86-8P on the proper~y (lot ~8) at the southeast conner of Pine and Central Streets. (Map 7S). On a motion made by Mr. Jackson, seconded by Mr. Ross, the reque$= was mecommended for denial. There was one objectom present and heard; and also a fo~mai letter from a citizen in the vicinity was admitted to the mecord. The denial is ~ecommended for the following measons: 1. No public need for a gas station in the vicinity 2. Lot dimensions too small for use intended 3. Lack of traffic survey Danger .to school chi2~d~em 5. Traffic hazard. Referred to Judiciary Committee.
