Trustee Teichert, seconded by Trustee Colfer, moved for approval of the minutes of November 22, 1966 as corrected. Upon roll call: Ayes: Bergen Bruhl Colfer Ekren Grlttanl Teichert Motion carried. Trustee Bergen wished it noted that he voted in opposition because of the $7,000.00 Greeley & Hansen compromised settlement for their incompleted services because a letter from them had previously stated the work would be completed for $10,000.. PETITIONS AND COMMUNICATIONS Request of the Regular Republican Organization of Elk Grove Township Reg. GOP of for refund of $50.00 permit fee for operation of loudspeaker. EG Twnshp 850.00 refund Trustee Teichert, seconded by Trustee Bergen, moved for approval of refund of S50.00 as requested. D~cember 6, 1966 FINANCE COMMITTEE ORD 1181 Trustee Grittanl read Ordinance #1181: Increasing the number of Class A AN ORDINANCE INCREASING THE NUMBER OF CLASS "A" liquor licenses LIQUOR LICENSES establishing three Class "A" licensDs. Trustee Grittani, seconded by Trustee Teichert, moved for passage and approval of Ordinance ~1181 for second reading. Upon roll call: Ayes: Bergen Bruhl Colfer Ekren Grittani Teichert Motion carried. Ord 1182 Trustee Grittani read for second reading Ordinance #1182: Amend Sec. 13.115 Closing hours AN ORDINANCE AMENDING SECTION 13.115 OF THE of liquor establishments MUNICIPAL CODE OF MOUNT PROSPECT - CLOSING HOURS regarding liquor establishments. Trustee Grittani, seconded by T~ustee Bruhl, moved for passage and approval.of Ordinance #1182. Trustee Teichert, seconded by Trustee Colfer, moved to amend the above ordinance to read "and on JanUary 1 of each year said closing hours shall be from four a.m. to tweive noon." Upon roll call: Ayes: Bergen Bruhl Colfer Ekren Grittani Teichert Motion carried. The question was then called on the motion for passage of Ordinance #1182. Upon roll call: Ayes: Bergen Bruhl Colfer Grittani Teichert Nays: Ekren Motion carried. Bee~ license of Finance Committee reported on application for a beer license for the Lums denied property on the west side of Rand Road between Blazer's Steak'House and Car Wash, east of Route 83. The Committee voted 3-0 to deny the requesT, based on the quantity of alcoholic beverages now available, in this area. This request was made by Nardi and Podolsky, for a proposed Lum's Restaurant. Trustee Grittani, seconded by-Trustee Bruhl, moved the Board concur in the reco~nendation of the Finance Committee. Unanimous. Library insurance The Finance Committee requested the item on library insurance be dropped from Committee. In a recent discussion with Mary Gardner, President of the Library Board, it was indicated that they are no longer interested. Approved. FIRE AND POLICE COMMITTEE Ord 1183 Trustee Bergen read for second reading Ordinance #1183: Rates for Taxis Sec. 15.912 AN ORDINANCE ESTABLISHING RATES FOR TAXI FARES PURSUANT TO SECTION 15.912 OF THE MUNICIPAL CODE Trustee Bergen, seconded by Trustee Grittani, moved for passage and approval of Ordinance #1183. Upon roll call: Ayes: Bergen Bruhl Colfer Ekren Grlttanl Teichert Motion carried. 3rd. re no left Motion was made for passage and approval of Ordinance designating turns at inter- no left turns at intersections involving Rand Rd.~ Rte. 83 and sections involving Kensington Rd. by Trustee Bergen, seconded by Trustee Telchert. December 6, 1966 rustee Bergen, seconded by Trustee Ekren, moved for passage and Res 39-66 approval of Resolution 39-66: Allowing park- ing of parkway A RESOLUTION ALLOWING PARKING ON PARKWAY at 249 E. Prospe AT 249 E. PROSPECT (Luther and Pedersen) Upon roll call: Ayes: Bergen Bruhl Colfer Ekren Grittani Teichert. Motion carried. The Village Manager was charged with a survey of other parkway parking in the Village to have them comply by individual resolutions authorizing such parking. Trustee Bergen presented a report of the Police and Fire Committee Elk Grove on the Agreement with Elk Grove Rural Fire Protection District. It R~ral Fire was recommended by a vote of 2-0 that the Village enter into an Protection agreement with the Elk Grove Rural Fire Protection District to Dist. report afford fire protection to the district for the period of January 1 on Agreement to December 31, 1967. As Compensation for the fi~e protection, the Village is to receive $30,000.00 plus title to the 1966 Cadillac ambulance owned by the District. Pab~ment to the Village will be made as follows: Title to the ambulance upon signing the Agreement $10,000.00 on April 1, 1967 $10,000.00 on July 1, 1967 $10,000.00 on October 1, 1967 Trustee Bergen, seconded by Trustee Grittani, moved the Board concur with the recon~nendation of the Fire and Police Committee and enter into an Agreement dated November 14, 1966, and authoDizing the President and Clerk to sign it. JUDICIARY COMMITTEE Trustee Te&chert presented Resolution 34-66~ R~s. 34-66 A RESOLUTION ALLOWING THE VARIATION AT Variation at 1024-32 E. NORTHWEST HIGHWAY 1924-32 E. Kensington for reduction of rear yard requirements from 20 feet to 10 feet for rear yard said property which is under B-3 Zoning classificafion, requirements Thacabove Resolution had been previously read at the meeting held September 15, and was tabled at that time. (Note: This Resolution had been incorrectly nu~ered, and will, by motion, be re-numbered at the following meeting.) December 6, 1966 Mr. Koets, the petitioner in the above matter, was advised that although the Resolution granting his requested variation was passed, he would also h~ve to petition for a variation of Floor Area Ratio and percentage of parking space, and could not be granted a building permit under his present plans merely b~ the passage of the above Resolution. Case 66-18 & Trustee Teichert reported on Plan Commission Cases 66-18P and 66-19P 66-19P 401 & which were properties at 401 and 501 W. Golf Road. T~e petitioners, 501 W. Golf Mr. and Mrs. Fisher and Mrs and Mrs. Juhnke, requested zoning from request for re- R-1 to B-3. The Judiciary Cormuittee voted 3-0 to recommend that onlng to B-3 the Board concur with the Plan Commission and deny the petztzoners' denied request for B-3 zoning. Trustee Teichert moved the Board concur~in the recommendation of the Judiciary Committee ~nd deny the petitioners' request for B-3 in Cases 66-18P and 66-19P. Trustee Bergen seconded. Under discussion, Trustee Teichert explained he had discussed this matter with the petitioners involved, and agreed to first view the properties involved while on the Villag~ officials bus tour December 10. Therefore, Trustee Teichert, seconded by Trustee Bruhl, move~ to table the previous motion until the next meeting. Upon roll call: Ayes: Bergen Bruhl Colfer Ekren Grittani Teichert Motion carried. N. of Dempster on December 12 re zonin~ change from R-4 to $-5 on the north side E. of Church of Dempster Street approximately 560 feet east of Church Rd. Docket 1124 re- (Linnemann Rd.) and Docket #1124 - Hearing also at Elk Grove Village zone R4 to R6 Hall at 3:00 P.M. on December 12 re zoning change from R-4 to R-6 NE corner of on the northeast corner of Church Road and Dempster Street. at Dempster The Village Manager, Attorney and Engineermwere directed to attend the above hearings and request 21 days to object, and report back to the Board~ upon motion of Trustee Teichert, seconded by Trustee Colfer, Unanimous. iProspect Gardens Prospect Gardens planned development plans for ~partments south of S. of Tally Ho. Tally,Ho were referred to the Plan Commission. DiMucci Vs. Villag~Oending litigation previously discussed'in Executive Session was re~ 5 bids.permits in regard to Case 66L13476 DiMucci Home Builders vs. Mount Prospect appeal case to (5 building permits - Unit #6). A circuit court ruling ordered higher court the issuance of the building permits. Trustee Teichert, seconded by Trustee Colfer, moved the case #66~13476 be appealed. ~-~ Mr. Arthur Linne~an requested an opportunity to speak before the A. Linneman Board with regard to the above matter. A year ago he had requested ~request to and had annexed property serviced by Utility Sewer and Water Co. idisanne~ property and now two buildings are erected on the land. Me stated he had !S. of Golf Rd. been refused occupancy permits and wished to disannex his property from the Village. Trustee Teichert stated a health hazard had been created south of Golf Road through the sewer lines of Utility Sewer and Water Co. December 6, 1966 pon the motion to appeal, the roll call vote was: Ayes: Bergen Bruhl Colfer Ekren Grittani Telchert Motion carried. Il was recommended that the low bid of the Roscoe Company for Uniform uniform rental, calling for two changes per week, 5 sets of uniforms Rental Bids per man, for a 14 month contract at a cost of $1.75 per man be accepted. Trustee Colfer, seconded by Trustee G~ittani, moved to award the contract to Roscoe Company as outlined above. Under discussion, the Trustees wished to study the contract speci- fications further, and therefore, Trustee Colfer, seconded by Trustee Teichert, moved to table the above motion.
