Busse Parker Ek~en Harry B~uhl Wm. Caste~line Wm. L. Phillips T~ustee Ek~en, seconded by T~ustee Bruhl, moved minutes for approval of the minutes of the previous meeting of April 27th. Upon roll call: Ayes: Bez~en Bruhl Busse Ek~en Casterline Phillips Motion carried. Trustee Bruhl, seconded by Trustee Busse, moved for the approval of the following bills: bills General $42,714.16 Parking System Revenue 928.13 Library 2,190.20 Public Works Bldg. 1964 37.30 Fire Equipment 1964 434.21 Waterworks & Sewerage 6,364.61 Waterworks & Sewerage Impr. ~ Ext. 30,756.05 $83,424.86 Upon roll call: Ayes: Bergen B~hl Busse Ekren Casterline Phillips Motion carried. President Schlaver then stated that he accepted the Pres. Schlaver resignation of Edward C. Hofert, Attorney, and the resignation of Mr. Michael Mokate from the Architectural Committee, with his regrets. Outgoing Clerk Ruth Wilson summoned the newly Swearing-in of elected members and swore them into office: Dan Congreve as newly-elected President, Richard Moravoe as Clerk, and T~ustees Teichert, officials Colfer and Grittani. Mrs. Wilson also swore in the members Of the Library Board: Franklin Friday, Charles Sullivan, Mamion Clark and Mary Gamdner. The outgoing Board then adjourned sine die at 8:20. The newly elected officials introduced their families. Pastor Dodson was May 4, 1965 asked to give an invocation, President Congreve explaining that he would like to set the policy of giving an invocation before the regular meeting of the Board. He then asked, for approval of interim appointment of Attorney Jack Siegel as Village attorney until such time as Attorney Advisory Board could give their recommendation. Trustee Bruhl, seconded by Trustee Teichert, moved AttoPney - to confirm the appointment of the president, requesting Jack appointment Siegel to act as interim Village Attorney. Trustee Teichert, seconded by Trustee Bergen, moved Res. 11-65 for the adoption of Resolution ~11-65: Committees A RESOLUTION PROVIDING FOR COMMITTEE PROCEDURES WHEREAS, there are six standing committees of the Board of Trustees of the Village of Mount Pr~ect, including the Finance Committee, the Judiciary Committee, the Building Committee, the Street Committee, the Police Committee, and WHEREAS, the composition and responsibilities of these committees has been established by ordinance; and ~HEREAS, it is the desire of the President and Board of Trustees' of the Village of Mount Prospect to expedite the work of said committees in order to promote the prompt and ef- ficient discharge of the public business; NOW, THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE 0F MOUNT PROSPECT: SECTION ONE: That each standing committee of the Board of Trustees of the Village of Mount Prospect shall meet not less than once a month, at the time~and place to be deter- mined by said committee. At least seven days prior notice shall be given of the time and place of'subject matter of said regular committee meeting. SECTION TWO: Ail committee reports shall be in writing and directed to the President and Board of Trustees. Copies of said reports shall be made available to all members of the Board of Trustees and the Village Manager, and shall be available for inspection by the public, except when such re- ports deal with land acquisition, personnel, or pending litiga- tion, in which case such committee reports may be designated confidential for use by the President and Board of Trustees only. SECTION THREE: This ordinance shall be in full force and effect from and after its passage and approval in the manner provided by law. CounTy Zoning OPPOSING REZONING OF CERTAIN PROPERTY LOCATED IN COOK COUNTY AND DESIGNATED BY THE COOK COUNTY BOARD OF APPEALS AS DOCKETS 869, 870, 871, 872 and 873 Upon roll call: Ayes: Bergen Bruhl Colfer Ekren Grittani Teichert MoTion carried. Trustee Bergen, seconded by Trustee Teichert, moved for Pres. bond the approval of official bond of Daniel Congreve, Taken out with American MoTors Insurance Company in the amount of $3,000. May 4, 1965 Upon roll.call: Ayes: Bergen Bruhl Colfer Ekren Grittani Teichert Motion carried. Bond - Clerk Trustee Bergen, seconded by Trustee Colfer, moved to approve official bond of Richard Monroe, taken out with American Motors Insurance Company in the amount of $2,000. Upon ~oll call: Ayes: Bergen Bruhl Colfer Ekren Grittani Teichert Motion carried. iElk Ridge Villa Trustee Bergen, Seconded by Trustee Colfer, moved i injunction suit that the Village Attorney be instructed to file an injunction suit to enjoin the construction of public improvements in Elk Ridge Villa, Units 6 and 8, until:all requirements of the official Plan Ordinance are met, including required bonds. Trustee Bergen explained that the developer has not posted an adequate performance bond and has gone ahead with construction of underground improvements. President Congreve referred the following items to Committee: Judiciar~ Committee: Plans and specs for sanitary sewers and water main for Elk Ridge Villa, Units 6, 7 and 8; these plans have been approved by the Sanitary District and by the Vil- lage Engineer. Finance Committee: Question of paying of balances still owing on Village equipment. Trustee Bergen, secondedby Trustee Bruhl, moved for Ord. 1050 the passage of Ord. 1050: - names RENAMING GOLF LAME IN WEDGEWOOD TERRACE SUBDIVISION TO WEDGEWOOD LANE Upon roll call: Ayes: Bergen Bruhl Colfer Ekren. Grittani Teichert Motion carried. Bldg. President ~ongreve directed the Building Committee to look into request of Mr. Wayne Kruse for addition to his restau- rant and tavern (non-conforming building). Water improvements Trustee Bruhl, seconded by Trustee Bergen, moved that Abbott Construction Company, as lowest bidder, be awarded con- tract in the amount of $8,800 to construct 500 feet of 8" water main along Golf Road, reservoir overflow at Well 3, and 2 con- nections between Village water system and Bluett's Citizens sys- tem (west side of Rand). May 4, 1965 Trustee Teichert, seconded by Trustee Grittani, moved Res. 13-65 for adoption of the following resolutiop, No. 13-65: Statement of A STATEMENT OF POLICY OF THE BOARD OF TRUSTEES Policy REGARDING THE PRESS AND PUBLIC BE IT RESOLVED: That this Village Board of Mount Prospect is of the opinion: That the Village Manager should prepare, or have pre- pared, on a regular basis, written reports concerning the various department functions and activities, and that such reports be continually available to the press and the public in a prescribed place and manner; That the Village Manager should adopt and set forth a procedure whereby puhllc records and documents can he obtained and examined hy the press and public upon request, it being the opinion of this Board that files, records and employee working areas are not to be accessible to the press and the public except as authorized and within such procedure; That the Village Manager should adopt and set forth rules and regulations concerning the conduct of Village employees whereby all questions and inquiries from the press and public beyond that which an employee is required to answer in discharge of his specific duties, be referred to the Village Manager, or a specific department head, for comment and disposition. Ayes: Bergen, Colfer, Grlttani, Teichert, Pres. Congreve Nays: Bruhl, Ekren Trustees Ekren and Bruhl objected to a portion of the foregoing ~eso- lution regarding public records and documents, pointing out that exceptions should be made in the case of buildling plans, electrical and burglar alarm systems, certain police and fire records and others that should be kept private to protect individual rights. Trustee Teichert~ seconded by Trustee Colfer, moved for Res. 14-65 the 9doption of Res. 14-65: Youth AUTHORIZING A YOUTH COMMISSION Commission Upon roll call: Ayes: Bergen Colfer Bruhl Ekren Grittani Teichert Motion carried.
