HomeMy WebLinkAbout02/16/1965 VB minutes MINUTES OF THE BOARD OF TRUSTEES' MEETING HELD FEBRUARY 16, 1965 President Schlaver called the meeting to order roll call at 8:ll P.M. with the following members present: Bergen Busse Casterline Ekren Phillips Absent: Bruhl Trustee Casterline, seconded by Trustee Phillips, minutes moved for approval of the minutes of February 9th as amended. Upon roll call: Ayes: Bergen Busse Casterline Ekren Phillips Absent: Bruhl Motion ca~ried. Trustee Casterline, seconded by Trustee Phillips, bills moved for the approval of the following bills: General S 5,751.36 Parking System 265.00 Public Works Bldg. Trustee Casterline, seconded by Trustee Busse, Finance moved for approval of financial report for January 31, 1965 as presented and file for audit. This motion carried by acclamation. Trustee Phillips~ seconded by Trustee Casterline, Fire Dept. moved to open bids for truck chassis and body for Fire Depart- vehicles ment vehicle. This motion carried by acclamation. Manager Appleby explained that there were no bids for the chassis alone, apparentty~ but when the bids were opened they were as follows: George C. Poole - chassis - $3,648. Abel Fire $ Safety Equip.- body 8,500. Gerstenslager Co., Wooster, Ohio Tie-in bid, chassis & body- chassis 3,579. body 9~980. The foregoing matter was referred To the Fire Chief and the Fire ~ Water Committee for study and recommendation. February 16, 1965 rd. 1030 Trustee Casterline, seconded by Trustee Bergen, Health moved for passage of Ord. 1030: AMENDING ORDINANCE 1028 FOOD SERVICE SANITATION BY ADDING THE LICENSE FEES TO SEC. 12.~09A Upon roll call: Ayes: Bergen Busse Casterline Ekren Phillips Absent: Bruhl Motion carried. Highway Dept. Trustee Casterline read the following letter from the Department of Highways: February 8, 1965 Mr. Bernard H. R. Hemmeter, Village Engineer Mount Prospect, Illinois Dear Sir: Re: Central Road - Northwest Hwy to Rand Rd. Section 117-1819- M.F.T. I am in receipt of your marked-up plans for the subject im- provement as submitted January 28, 1965. Our plans will be updated to conform to this information. With reference to your letter~ you Will note that our pro- posed improvement has been re-aligned to the north between School Street and Rand Road by apprOximately nine feet to save the slm trees located in the south parkway of Central Road. The entire improvement has been designed to provide the maximum pavement widths within existing right of way. Chan- nelizing the Main Street - Central Road intersection cannot be accomplished within the existing right of way intersec- tions~ Funds received by this Department each year are limited, and these funds must of necessity be expended where the need is greatest. Accordingly, acquisition of right of way with these funds is held to a minimum, however~ if the Village will obtain the necessary right of way needed for this channe!ization we will reconsider the intersection chan- nelization. The traffic signals at the Main Street intersection are Owned and maintained by the Village. We have included in our'plans the relocation of the existing signals only. Any redesign of the signal system would be the responsibility of the Village; Funds for 'this improvement would, have to come from the Vil- lage~ If any further information is desired, do not hesitate to ad- vise this office. Trustee Phillips, seconded by T~ustee Ekren, Citizens Water Co moved to direct The Finance Directory Manager and ATtorney Fairyiew Gardens to purchase for the Village The properties of The Citizens' (Bluett) Utility Co. (BluetT Water Co.) for $76,175 effective March 1, 1965, using $11~61~.22 from the Waterworks g Sew- erage Fund-Surplus, and $6~,560.78 from The Waterworks g Sewerage-Depreciation, Improvement g Extension Fund. Bruhl Motion carried. President Schlaver gave the following reasons why he thought it was necessary to cut down the number of meet- ings to two per month at this time: 1. The present work load for the trustees, the adminis- trative heads of the Village and the Village attorney, who has many cour% appearances on his schedule, is such that the health of these individuals will suffer without such a step, 2. The matters pending before the Board, the committees and the administrative heads, such.as the Chicago water project and budget preparation necessitate more time than the present meeting-a-week schedule.permits. 3. Less frequent meetings will assist in my determination to keep our sessions from becoming political forums. Ord. 1033 Trustee Bergen, seconded by Trustee Casterline, Building Code moved for the passage of Ordinance #1033: PROVIDING SPECIFICATIONS FOR GARAGES BY ADDING TO CHAP. IX Sec. A of the BUILDING CODE Upon roll call: Ayes: Bergen Busse Casterline Ekren Phillips Absent: Bruhl Motion carried. Trustee Bergen brought up the issuance of 28 per- Building mits for homes to be built in Elk Ridge Villa.; the Village Elk Ridge Villa attorney reported that Mr. Allan Bloch, attorney for Di Mucci Builders stated that unless the Village issues the .permits there would be a suit of mandamus forthcoming. Discussion followed. Trustee Phillips, seconded by Trustee Ekren, moved to issue the 28 building permits to D~ Mucci Builders that were pre- viously held up in accordance with the requirement of posting a bond and payment of all fees. Upon roll call: Ayes: Ekren Phillips Nays: Bergen Busse Casterline · Absent: Bruhl Motion defeated. February 16, 1985 ttorney Hofert stated that the instruction to the Building Department not to issue the permits remains in force. Trustee Bergen said he would attempt to arrange a meeting with Sal Di Mucci Jr. in this regard. President Schlaver spoke of the possibility of Annexations annexing property entirely surrounded by the Village at (Rand Road) Rtes. 83 and 12 (Gunnell's Bowling Alley) and read aloud from the minutes of the Board meeting of November 11, 1958 in this regard; also reading aloud Resolution #24-58 agree- ing not to annex this property involuntarily. President Schlaver then gave the opinion that this resolution was made in good faith and should be honored; that perhaps at a later date this property will come into the Village by accord of its owner. Trustee Bergen declared that he did not think that a subsequent Board should be bound by agreements of a pre- vious Board. Trustee Casterline, who had voted for this resolution at the time of its passage, stated that at the time it seemed to be the appropriate thinE to do; that the owners will petition for annexation at a later date anyway. Attorney Hofert pointed out that he had been previously instructed to draw up an ordinance of annexation for Gunnell's property. Trustee Cast~ine, seconded by Trustee Phillips, moved to instruct the Village Attorney not to prepare ordi- nance of annexation for Gunnell's property. Upon roll call: Ayes: Busse Casterline Ekren Phillips Nays: Bergen Absent: Bruht Motion carried. Manager Appleby gave credit to the Street Depart- Street Dept. ment for prompt clean-up of storm damage from January 24th storm, stating that 592 loads of tree branches had been hauled away, covering an area the size of a football field, 10 feet deep. Trustee Casterline, seconded by Trustee Phillips, Gasoline moved to take bids for purchase and delivery to the Village tanks of gasoline, bids to be opened February 25th at 2:00 P.M. This motion carried by acclamation. Village Manager Appleby pointed out that one of Clerk's Office the Village employees, Mrs. Lucille Naylor, was nominated as Girl Friday for her faithful work at the switchboard during the previous month's storm and would be so announced over Station WMAQ. President Schlaver proclaimed the week of February Engineers 15th as Engineers' Week. Attorney Hofert reported re Special Assessment 63; S.A. 63 the hearing on briefs is set for March 2nd.
