I TO: DATE: NOVEMBER 23, 2009 SUBJECT: ACCEPT BID FOR THE PURCHASE OF ANTI-ICING (beet juice WETTING FLUID FOR SALT CONTRACT AWARD ($24,025) BACKGROUND During the last snow season, we experimented with a new pre-wetting agent to add to our rock salt. Pni-wetting agents are used as accelerants to lower the temperature at which the rock salt works in melting snow and ice. They are typically applied when temperatures go below 32 degrees Fahrenheit. The product we used was a natural agricultural product (beet juice) blended liquid or super mix product. Previously we have strictly used calcium chloride, an industrial chemical, as our accelerant. The beet juice pre-wetting blend is a much more environmentally friendly product than straight calcium chloride as it contains far fewer chlorides. It also allows us to clear streets of snow and ice using much less salt; which also reduces the dispersion of chlorides into the environment. It is also less corrosive than calcium chloride, thus extending the life of our vehicles and equipment. The apparent negative side of using beet juice products is the cost; approximately two to four times the cost per gallon as calcium chloride. However during our experiment, the use of beet juice blends resulted in a 30% reduction in the amount of salt being applied. This savings more than offsets the higher price tag of the beet juice product. Staff has prepared a detailed set of bid documents necessary to effect the procurement and delivery of a beet juice based pre-wetting fluid for a 2-year term concluding at the end of2011, with a possible one year extension based on performance and price agreement. BID RESULTS Sealed bids were opened at 1 :00 P. M. on November 23, 2009 for the proposed pre-wetting fluid contract. Bid prices were based on estimated quantities of 15,500 gallons, our average annual usage. Three invitational bids were mailed, and a bid notice was placed in the local paper. All background checks of references were satisfactory with delivery and performance. RECOMMENDATION I recommend acceptance of the lowest qualified bid of $1.55/gal as submitted by Industrial Systems, L TD for the procurement of anti-icing (beet juice), pre-wetting agent in an amount of $24,025.
