Trustee Lewis, seconded by Trustee Rogers, moved to authorize the President and Clerk to sign the plat .of resubdivision, known as Vanoucek' s Subdivision. The Village Attorney was requested to obtain an estimate of the costs involved in the above matter and report back to the Board. Mr. Lewis gunnounced that the Judiciary Corm%ittee would consider two matters: Plan Commission Case 67-~P continued as 67-10P Robert Starck petition ICase 67-~P to rezone 209 S. Main Street, and NOvak and Parker, Case 66-22P - petition 67-10P to rezone one lot on Mr. Prospect Road to P-1. The Village Manager was requested to notify all interested parties this meeting would be held July 7. June 6, 1967 The following items were removed frcm Judiciary C~ttee: 2-hr. parking limits at 321 W. Prospect Weller Creek (charged to Public Health and Safety) ACquisition of land and installation of sidewalks Prospect Ave. & Maple (also removed from Public Works and charged to Finance Committee) Anti.burning ordinance (referred to Public Works) .Case 65-29. Change of plat plan (William Kleiner) 3012 Busse Rd. · Crandon Manor storm drair~e. There is a vacant house on the property known as the Trendel property. (3012 Busse). The Manager was directed to serve notice that the house is Trendel a public nuisance and is to be boarded up. PUBLIC WORKS COMW~'ITEE Report of bhe Public Works Ccmmittee gave the following reconmendation on the purchase of chlorirm: The Committee recommends that the Village accept the low bid by Acid Products, Inc., for one year requirement of liquid chlerine for water treatment, estimated to be two hundred ten 150 l~. cYlinders at $10.75 Chlorine per cwt. - total $3,385.25. Trustee Rogers, seconded bY Trustee Grittani, bids moved to concur with the recc~mendation of the Public Works Conl~ttee and award the bid to Acid Products, Inc., in the sz~aut of $3,386.85. Upon roll call:~ Ayes: Colfer Grittani Kilroy Lewis Rogers .h Teichert No~ion carried. The Public Works Committee made the following recc~mmer~ation for truck purchase for chassis only. The Cc~mmittee recommended that the Village accept the bid by Arlington Park Dodge for two C-850 Dodge trucks at Truc~ a cost of $5,652.00 per unit. These trucks are to be used for snow- Chassis plowing and general requirements. It was to be noted this was not the lowest bid, which had been tendered by Des Plaines Motors for a Chevrolet at $179.00 less. Trustee Rogers, seconded by Trustee Colfer, moved to concur With the reconmendation of the Public Works Cc~mittee and authorize the Manager to purchase the two Dodges as specified above. Upon roll call: Ayes: Colfer Grittani Eilroy Lewis Rogers Teichert Motion carried. Regarding proposed purchase of property adjacent to Village Hall at ll4 S. Maple Street, the C~mdteee rec~nded acquisition. Trustee Property Rogers, seconded by Trustee Teichert, moved to direct the Manager to purchase contact G. L. Busse for a 60-day firm offer on the property ~nd to ll4 S. ~ple procure an appraisal. Upon roll call: Ayes: Colfer G~ittani Kilroy Lewis Rogers Teichert Motion carried. The Public Works Committee recommended the Village Manager be directed to meet with the Park Board to discuss participation in the improvement Shabonee of E. Shabonee Trail and School Street, adjacent to Lions Park. Trustee & School Rogers, seconded t~iTri~stee ~l$~az~, moved the Board concur in the Improvement Cc~ttee reco~m~endation. It was the reco~memxtation of the Public Works C~dttee regarding Crandon Manor storm water drainage that before annexation of the ~roperty it Crandon would be necessary to obtain the necessary Metropolitan S~nitary District ~anor approval to ir~tall a 60" sewer through the. property belonging to storm Mr. Kehrer of the Willism L. Kunkel Co. which would empty into Weller water Creek before the matter is considered further. Feasibility of acquiring sanitary sewers (to be dropped until such time it becomes feasible to consider such acquisition. ) A repor~ was presented from Consoer, Townsend & Associates concerning Income operating income of water systems regarding the bond issue. The Manager Water system recommended the report be approved as submitted. Trustee Tei~hert, Utility S&W seconded by Trustee Kilroy, moved to accept and approve the engLneering and feasibility report on sewer and water facilities of Utility Sewer & Water Company for the Village of Mount Prospect dated May, 1967 by Consoer, Townsend ~& Associates. Trustee Lewi~ moved, se~bnded by Trustee Rigers, for passage and approval of Resolution 27-67. Upon roll call: Ayes: Colfer Grittani Kilroy Lewis Rogers Teichert Motion carried. -~. REP~ ON VARIOUS David Oreamer, DireCtor of Public Works, gave an oral report on the status Well reports of various wells. Well #7, pump being put back in well. Estimated cost would be $21,200. Well #8, commencing installation of booster pump. Well #9~, to be acidized 12th or 1Sth of June. Well #10 pulled, pump removed. Total cost for well not to exceed $5,000. RESOLUTION 28-67 - A P~SSOLUTION IN OPPOSITION TO HB 1874 Res. 28-67 Trustee Lewis, seconded by Trustee Colfer, moved fOr adoption of Resolution 28-67 opposing the House Bill regarding public utilities. Upon roll call: Ayes: Colfer Grittani Kilroy Lewis Rogers Teichert Motion carried. President Congreve had placed on the agenda the matter of parkway perking. Parkway He stated the Village Manager had posted no perking on parkway signs at parking Judity Ann Drive. In his opinion, it was possible that a previoUS Board had given approval and a parking survey requested by the Trustees had not been submitted. President Congreve recormnended the Board of Trustees - direct the Village Manager to complete this survey referred 'to him On December 6, 1966 and remove the no parking signs at Judith Ann Drive. Mr, ~Dr~yJanski, 613 N. Main, appeared before the Board. He stated he was representing five merchsnts on Judith Ann Drive who bad been using ' that parkway for six years. The posting of the signs was done without' any prior notification. There are 15 parking spaces provided, with bumpers placed on the parkway. The loss of these spaces would hurt their business. The parkway survey was charged tO Fire and Police Commission. Trustee Teich~rt, seconded by Trustee Grittani, moved to direct the Village Attorney to proceed in draft~ing an ordinance ifor such service. Unanimous. l~zs~stee Teichert, seconded by Trustee Colfer, moved parking on the perkway area adjacent to the shopping center located at Judity Ann Drive and Rte. 83 be permitted as it hind existed prior to the Village Manager action. TrusteeP~ expressed opposition to the above motion, because he felt the Board should stand behind the decision of the VillageManager. ITEMS TO BE REFERRED Request from School District 59 for a Police Counselor at Dempster Jr. N~gh on the same ~angementas as with District 214 was referred to Dampster Jr. Hi. Police Fire and Police Committee. Counselor Ordinance amending Chapter 15, Section 1702 entitled "Application for Scavenger Licenses" was referred to Finance Ccmmittee. The Manager requested instructions from the Board relative to e~tering into a new ~eement with the North Central Businessmen's Association for the parking lots located at the northeast corner of Main Street and Busse Avenue and the southwest corner of the same intersection. This was referred to the Fire and Police Cam~ttee. The Library Budget had been submitted and was referred to the Manager. The Board of Appeals requested amendments to two ordinances (ll0? a~ 1166) to chaDge the regular meeting day and regulating signs and awnings. The Clerk was requested to furnish copies of both ordina~es to the Board for study. Consideration of the meeting day was referred to the 0rds. J,~H~ciary Co~nittee and the Manager was requested to have an ordinance llQ~-l166 drafted. Regulation of signs and awnings was referred to the Building Co~ttee. Report of Plan Con~nission on Case 67-10P (Robert Starck petition to rezong R-1 to B-2 at 209 S. Main) was referred to the Judiciary Ca,~,.fttee.
