Prospect Well #5 east of Highland Defense Street and Well #11 at Mt. Prospect Country Club. Certain revisions Siren Ord. were recomuended by the Board of Trustees and the Village Attorney was directed to amend the ordinance for second reading at the next meeting. JUDICIARY COM~±Ti'~E Trustee Lewis gave first reading of an ordinance rezoning propert~ at Central and WaPella from R-3 to B-2. (Case 66-21P) and requested the Case 66-21P Clerk to place it on the next agenda for second ~nd final reading. OTHER BUSINESS  Trustee Lewis read Resolution No. 24-67: A RESOLUTION BY THE VILLAGE OF MOUNT PROSPECT OBgI~G TO THE REZONING OF 5 PARCELS PRESENTLY Res. 24-67 ZONED R-4 (SINGLE FAMILY RESIDENCE) TO B-5 (GEh~L BUSINESS DISTRICT); R-6 (MULTI-FAMILY); B-3 (GENERAL BUSINESS); AND R-5 (MULTI-FAMILY), OF APPROXIMATELY 28 ACRES IN WHEELING TOWNSHIP LOCATED ON THE ;~EST SIDE OF WOLF ROAD BETWEEN EUCLID AVENUE AND FOUNDRY ROAD, AND DOCKhTED BY THE COOK COUNTY ZONING BOARD OF APPEALS AS DOCKETS #1168, 1169, llT0, ll71, AND 1172 T~stee Lewis, seconded by Trustee Colfer, moved for passage and approval of Resolution No. 24-67. Mr. Howard Mesnard, 161'l Dogwood Lane, representirg Euclid Lake Association, comprised Of owners of 425 homes, expressed appreciation in the passage of Resolution 24-.67. Mr. James Daly, of the Camelot Association, also appeared before the Board to thank the Trustees for the action taken. Trustee Colfer requested that a letter be directed to the Cook County Zoning Board of Appeals requesting word of decisions reached in property in areas adjacent to the Village of Mount Prospect. Second reading of Class "M" liquor license ordinance No. 2005 was~ given by Trustee Colfer, who moved, seconded by Trustee Grittani, Class M liquor for its passage and approval. Under discussion, the Manager was license Ord. requested to supply the Board with information regarding license 2005 fees charged in neighboring conmunities. Thereupon, Trustee Colfer, seconded by Trustee Grittani, moved to table the previous motion until later in the evening. Approved. STATUS REPORT ON W'F~,T~ #7 Director' of Pu~'Yic Works, David Creamer, gave a report on the Report - progress on Well #7. The Column pipe has been rethreaded. Information Well #7 has been received that the bowl has been shipped from Los Angeles and should be in Mount Prospect by the end of the week. The other parts of the pmmp have been fabricated. On Wells #9 and #10 Layne will begin work next week. Mr. Arthur Lewis, of Consoer, Townsend & Assoc. reported he checked well site at #8 today. The motor is in A-1 shape from the old booster p~up. The electrical facilities are adequate. Some switch connnections are to have minor revisions. At Well #4 the installation of a relief pressure valve was acccmplished as of this day. MISS MT. PROSPECT WEEK PresidEnt Congreve proclaimed the week of June 4 to ll as Miss Mount Prospect Week. MAIN STREET DEDICATION The Plan Conmission has approved the dedication of Main Street between Lennquist and Weller Creek. Trustee Teichert, seconded by Trustee Rogers, moved to approve the plat of dedication and authorize the President and Clerk to sign in order that the plat may be recorded. Speer and Associates, Res, 25-67 Inc., of 20 N. Wacker Drive, Chicago, Illinois to prepare and distribute an official statement with respect to issuance and sale of $725,000 Waterworks and Sewerage Revenue Bonds, Series, 1967, of the Village of Mount Prospect, pursuant to Ordinance No. 2000, and to prepare and distribute an official notice of sale, and to publish a summary notice in the Da~ly Bond Buyer of May 29, 1967. Trustee Teichert, seconded by Trustee Lewis, moved to amend the second paragraph to change the date from May 2, 1967 to April 4, 1967. Hemmeter, reccmmended approval of L~ft Station prOposed plan of improvements for lift station Utility Sewer and P~oject 67-003 Water System (Project No. 67-003). Trustee Teichert, seconded by Trustee Grittani, moved for approval of plans for the lifr station as shown on Project 67-003. Trustee Lewis read Ordinance No. 2006: AN ORDINANCE REQUESTING ANNEXATION OF CERTAIN Crd. 2006 TERRITORY TO THE VILLAGE OF MOUNT PROSPECT This property lies south of Golf Road and north of Dempster. Trustee Lewis, seconded by Trustee Rogers, moved for passage and approval of Ordinance No. 2006. Upon roll call: Ayes: Colfer Grittani Kilroy Lewis Rogers Teichert Motion carried~ The Ernst & Ernst Waterworks and Sewerage Audit Report for the fiscal year ending April 30, 1967 was presented. The Finance Director Ernst & Ernst recommended approval of the report. The roport states that in Audit report accordance with Ordinance No. 907 sufficient monies are available to Waterworks & provide coverage for bond rotirement program. Sewerage Trustee Teichert, seconded by Trustee Colfer, moved to concur with the Finance Director's r&con~mendation to approve the audit roport of Ernst & Ernst. President Congreve announced thero would be a meeting Monday, May 29 at 8:00 P.M. of Village officials with the property owners involved in the Golf Road annexation. As requested by the Village Board at a meeting April 25, 1967, a more detailed memorandum on Case 66-22P (Novak and Parker) was Case 66-22P submitted by the Plan Cormmission on May ll, 1967. Referred to Judiciary Committee. Trustee Rogers requested a proposed ordinance regarding a Citizens Proposed Safety Con~uittee be placed on the Firo and Police Committee agenda Ord. Upon roll. call: Ayes: Colfer Grittani Kilroy Lewis Rogers Teichert Motion carried. President Congreve recommended the appointment of Norman Kozy, for a term to expire in 1972, and Donald B. Furst, for a term to expire in 1969, as members of the Board of Appeals. There are currently three offices to be filled on that Board. Trustee Rogers, seconded gy Trustee Colfer, moved to concur with the President's recammendation. Under discussion, Trustee Teichert stated he feels Mr. Kozy should be placed on the Fire and Police Ccmmission. The above motion was withdrawn. ApPeals variation for dry cleaning drop at Chicago & North Western RR Case 67-9A station was referred to the Judiciary Ccmmittee. Memo from Clerk's Office reporting there is presently pending an item to be brought before the Board of Local Improvements, and requesting date of meeting of next Board of Local Improvements. Referred to the Village Manager. Bids were received for police cars from George Poole and Mark Motors. When this rotter was brought upon the agenda the Chief of Police Police car bid reported that he had received word. that Plymouth could not stand behind their bid. This matter is to be rebid. Cook County Zoning notice received ~G~ hearing in Rocm 310, Civic Center, 10:00 A.M., June 2, 1967, on Docket #1195 - interpretation Cook County of the text of the Zoning Ordinance, Article 10.3 (Motor Freight Docket 1195 Terminal) - property on the southwest corner of Algonquin Road and Linnemann Road. (If extended). Trustee Teichert, seconded by Trustee Grittani, moved to send a representative from the Village to attend the hearing and report back to the Board after requesting 20 days to object. Unanimous. CO~T±'EE ~NNOUNCEMENTS Judiciary Committee - June 1. Finance Con~mittee - June 5 (7:30 P.M.) Trustee Lewis reported he will be away from June 8 through the lYth. Trustee Colfer requested inforr~ation regarding current construction at Olson Rug Conpany site on Kensington and Rand. He was advised a temporary verbal permit had been issued to do work below grade. Olson Rug Co Trustee Colfer questioned this action because the Olson Rug Company permit had no approval by the Plan Commission and Board of Trustees on the plat of subdivision. The Village Manager was requested to instruct the Director of Building and Zoning to issue a stop work order until the requirements are satisfied. The following questions were raised by the Board regarding the Olson Rug Cor~pany building: A.Was there a written tersporary permit issued pertaining to the Olson Rug Cor~pany building? B.Has there been Architectural Committee approval of submitted plans? C. What is the legal opinion of the Village Attorney as to the validity of Section 3 of Chapter 3 of the Building Code entitled "Temporary Permits"? D.Can the Board of Trustees issue an order affecting a purely adrministrative function of the Village government? E. Can the Board interpret an Ordinance previously adopted by the Village and issue an order pursuant thereto to the administrative branch of the Village government? Trustee Colfer announced that at the Building Committee meeting scheduled for June 16 they would consider proposed revisions to the Building Code and requested the following people to be notified: Architectural Committee, Fire Chief, Village Engineer, Director of Building and Zoning.
