Springston Requested an opportunity to discuss rezoning of property at 1020-
1028 E. Algonquin Rd. presently in litigation with the Village.
Because this matter is presently in court, the Beard agreed this
should be deferred until May 16 at which time the newly elected
members could consider any new proposal.

Parade Ord. Trds~ 'Grittani read for first reading an ordinance regarding parades~
demonstrations ~d open-air meetings and requested it be placed on
the agenda of May 2 for second reading.
Trustee Grittani read for first reading an ordinance regulating
Motorcycle Ord. operation of motorcycles arm motor-driven cycles; and regulatir~ persons
engaged in the business of renting, leasing, or gran, ting permission
to use or operate such vehicles, and to provide for s. license fee;
ana to provide penalties for violations thereof. Trustee Grittani ..
requested this ordinance be plac. ed on the May 2 agenda for second
reading.
JUDICIARY CO~tWffT~l~ P~ZPORT
Case 66J21P C~nt'raf & Wapella - rezone R-3 to B-2 (6 lots) as one
Case 66-21P B-2 lot, for the pur~oose of erecting a two-story medical building.
The Judiciary Co~mittee by a vote of 2-0 concurred with the Plan
Commission and recommended B-2 zonir~g, subject to a covenant.
Trustee Teichert, seconded by Trustee Bruhl, moved to concur with
the Plan Commission and Judiciary Committee, rezoning the subject
property as B-2, subject to covermnt. Under discussion~ Trustee
Ekren, seconded by ~ustee Bruhl, moved to table the previous
motion.
Case 66-22P - Novak & Parker - rezone ~-1 to P-I lot on Mount
Case 66-22P Prospect Road. Plan Commission recommended approval. Judiciary
Con~aittee, by a vote of 2-0 did not concur with the Plan Cc~mission
and recommended a denial of P-1 zoning at this time because of grading
and drainage, paving of the alleyv~ay, possible sewer installations.
Trustee Y/aren moved to table the remainder of the Judiciary Committee
report. There was no second. Trustee Teichert, seconded by Trustee
Colfer, moved t~at the Board not concur with the Plan Comnission
a~d deny the request for P-1 zoning.

Nays: Bruhl Congreve
Motion failed because of lack of two-thirds vote.
Trustee Teichert, secor~led by Trustee Bruhl~ moved that the Case
be returned to the Plan Comu~ssion for further anzplification of their
recoramendat ion.

Case 67-1P Gunnell's, at Ra~d and Rte. 83, involuntarily annexed,
Case 67-1P petition to rezone to B-3. By annexation it automatically became
R-X zoni~g. In the ~ou~ty the property carried a B-4 business
zoning. ~i%'ustee Colfer objected to blanket zoning with no specific
pla~s for the area. Trustee Teichert, seconded by Trustee Grittani,
moved the Board concur with the Plan Commission and the Judiciary
Committee to rezone Gufmell's to B-3 zonir~.

ase 67-4P Starck Realty petition to rezone R-1 to B-2 at 209 S. Case 67-4P
Main St. Judiciary Committee by a vote of 2-0 concurs with the Plan
Conmu~ssion and recomnends a B-2 zoning of the subject property.
Trustee Teichert, seconded by Trustee Bruhl, moved to concur with
the Plan Cormaission and rezone the property to B-2 subject to a
parking ratio of approximately one space per 270 sq, ft. of net
floor space, and the petitioner will covenant not to exceed that ratio.

SecopJ reading of an ordinance regulating carnivals was deferred until
May 16, 1967.
PUBL%C WORKS
Trustee Ekren, seconded by Trustee Colfer, moved to instruct the
Village Manager to talk to Arlington Heights, Elk Grove Township, Flood contr¢
regarding their participation in flood control in the area west of
the Village, adjacent to Meier, fro~ approximately Central to Algonquin,
to alleviate the flood condition.

Trustee Ekren, seconded by Trustee Colfer, moved to approve the Village
Engineer and Village Manager's report on adding 35 additional parking 35 parking
spaces east of the present lot for a distance of 198 feet east of spac es -
Emerson Street and to proceed with the necessary bids and report back Emerson
to the Board.

Doyno Motors Request from the Plan Commission for consideration by the Board of
obvious zoning violation by Doyno Motors was deferred to the
r~eting of ~y 2, 1967.
Purchase of Utility Sewer and Water Company facilities, an item on
the agenda, was deferred to the meeting of May 2, 1967.
Holiday ir~ Board of Appeals report on Roliday Inn sign variation request for
Sign construction of a sigD havir~ a total height from ground to top area
above star not to exceed 30 feet was referred to the Judiciary
Committee.
BIDS FOR ~S~I~ ~INTENANCE 1967
?.~ Y~inteneance The Engineer and Mansger recormend that the low bid of Arcole Midwest
Arcole Y~dwest in the amount of $16,214.50 be accepted. Areole has been pre-
qualified by the State for doing M3T work. ~rustee Bruhl, seconded
by Trustee Ekren, moved to accept the bid of Arcole M~dwest in the
amount of $16,214.50 and to return the bid checks at the time the
contract is signed.

The En~i~e~ ~nd' Manager recommended that the low bid of Arcole
Midwest be accepted~ Arcole has been prequalified by the State for
doing M]~I~ work. The bid was in the amount of $72,593.75.
Trustee Colfer, seconded by Trustee Teichert, moved to accept the bid
of ~r¢ole Mldwest Corp. in the amount of $72,593.75, and that the
three low bid checks be retained until the signing of the contract,
and the other bid checks be returned to the t~ee hig3h bidders.

Gasoline bids Sealed bids were received for the purchase of regular grade gasoline
per Village specifications and the Director of Public Works and
Manager reconm~ended that the low bid of Texaco, Inc. at $0.1160
per gallon~ with the terns of 1% - 10 days net 30 be accepted.
Trustee Teichert, seconded by Trustee Grittani, moved to approve
purchase from Texaco, Inc. at $0.1160 per gallon as specified.

Traffic li~t Village Attorney stated he reviewed the terms of the contract and
maintenance finds it to be in order. The Village has the option to cancel the
contract contract on 30 days written notice. The life span of the contract
is 12 months, written to terminate April 30, 1968. Village Plngineer
reconmends approval by Board. Villak~e ?,~nager concurred with
recommendation.

Case 67-2P Village of Mount Prospect petition to change zoning from
R-A to E-1 Lots l, 3 of a division of Louis Busse Farm, that part Case 67-2P
of LOt 5 (above legal) bounded by Palm Dr., Busse Rd., Willow Lane,
LaVerne Dr., and the 4 lots on the north of Palm Drive, east of
LaVerne, and that part of Meier Bros. subdivision of parts of
Section l0 and 15. Plan Comnission recommended approval of rezoning.
Referred to Judiciary Committee.
Painting and cleaning of water storage tanks vas referred to Public
Works Committee.
President Congreve read a Proclamation of CLEAN UP ~&~EK ~Y 14 to
MAY 20.
President Congreve read a Proclamation of RAVINIA FESTIVAL WEEK
from April 24, 1967.
President Congreve read a Proclamation adopting Managerial Form of
Yzmicipal Government.
M~. Gene Fricker~ member of the Youth Commission, spoke before the Youth Comm.
Board on a proposal to purchase educational films to show around the film. purchase
various schools. The Commission proposes to purchase l0 films for
$1,200 to be charged to the Youth Commission budget. Trustee Teichert,
seconded by Trustee Grittani, moved the Board approve purcb~ase of
ten films not to exceed $1,200 to be included in the budget.

Liquor license requests by Evans Restaurant and John G. L~rones were
referred to the Finance Committee for study and recommendation.
Ordinance to control contamination of Village water system by
back flow of anti-freeze solution from sprinkling systems was Ord. re c~ntrot

Well #3 is scheduled for regular overhaul. The last major repair
work was performed in June, 1963. The Director of Public Works has
analyzed the bid prices by specific items and based on bis knowledge Well #3
that it will take a large service rig and four men to remove the Repairs
pump from the hole~ it is his recommendation that the low bid of
Layne Western Co. ($37.00 per hour for removal and reinstallation
of pu~p~ large service rig and four men) and for baling of well
~if required) - service rig and two men $22.50 per hour) be
accepted. Referred to Public Works Committee.
Bids for purchase of chlorine were received from Acid Products Co.
at $10.75 per cwt. and Alexander Chemical Co. at $11.00 per c~fc. C~lorine bids

Fire Limit Ordinance was referred to the Building Ccmmittee.
The Village Manager presented the Budget for 1967-68 Fiscal Year. 1967-68 budge1

Peappointment it was necessary under the new managerial form of government to
of Mzanager reappoint the Village ?,~er. Trustee Teichert, seconded by
Trustee Grittani, moved for the appointment of John C. Mongan as
Village Manager. Trustee Colfer stated t[~t because of previous
discussions with M~. Mongan, he would pass.

The Cook Cour~ty Zoning Board will hold a hearir~ at the Mount Prospect
Cook County Village }{all on Monday, May 8, 1967 at 3:00 P.M. on a petition to
Zoning hearing rezone five pieces of property of the same owner in the vicinity of
Wolf & Euclid Wolf and Euclid Roads. Various uses are involved. In general, it
involves rezoning from single-family residential to con~nercial and
apartments. No action ~ras taken.
Annual Scout-O-Rama Saturday and Sunday afternoons June 3 and 4th at
O' }{sre Field.
