INVOCATION Trustee Ekren gave the invocation. ROLL CALL Present upon roll call: Bruhl Colfer Ekren Grittani Teichert Congreve This meeting was called for the purpose of expediting emergency repairs for Well #7. Following is a report from Public Works Director, David Creamer. "To: Village Manager From: Director of Public Works It is Lmperative that emergency repairs be made at Well #7 at the earliest possible da.te. This Well has steadily declined in production Report on since it was placed mn service in August of 1964. The rate of decline Repairs is as follows: Well #7 August 1964 1400 gallons per minute May 1965 1~75 gallons per minute June 1966 1275 gallons per minute September 1966 1200 gallons per minute March 1967 ll00 gallons per minute April 1967 920 gallons per minute The April, 1967 production reading of 920 gallons is quite alarming. A week before this reading was taken the capacity was 1050 gallons per minute. In anticipation that repairs would be required on this well this spring I had specifications drawn up for the repair work a~M the bid opening is scheduled for April 19, 1967 at 2:00 P.M. I have chosen to shut off this well and it is my recomendation to operate it only in the case of extreme emergency. I am of the opinion that the intoellers in the bowl assembly are badly damaged and that continued operation of the station would only aggravate the condition. I have had a representative out from the meter company and although there is some evidence of wear on the bearings he is of the opinion that the loss would be less than 5% of total production. When the meter was removed for inspection there were deposits of brass filings laying in the pipe thus further substantiating my theory that int0eller deterioration is co~uencing. Further conclusions regarding punto damage is evidenced by the vibration o~ the pump and building, shortened span of time on back spin and increased time for water to reach the surface once the pump is energized. It is my intention to dewater the reservoir at the Well #4 pumping station site on Monday April 17th. I will then have a more con~prehensive picture by checking the bottom of the #7 aereator for sand and/or brass filings. I will attempt to keep you informed of all new developments. Sealed bids were received on April 19, 1967 for labor, ~quipment, and material charges to make necessary repairs to Well #7. They are as follows: April 20, 1967 For removal and reinstallation of pump. Large service rig and four men. Bids La,ne Western Co. J.P. Miller Artesian Well Co. Wehlin~ Well Works Repairs to $37.00 per hour ~'39.00 per hour $41.00 per hour Well #7 For baling of Well (if required). Service rig and two men. Layne Western Co. J.P. Miller Artesian Well Co. Wehlir~ Well Works $22.50 per hour $21.00 per hour $22.00 per hour Layne Western Co. was the low bidder and the estimated time required to complete repairs is from 2 to 3 weeks. Trustee Ekren, seconded by Trustee Colfer~ moved to award the contract to Layne Westerw~ Co. as low bidder for repairs to Well #7~ not to exceed $7500.00~ as per contract dated April 19, 1967. Ayes Upon roll call: /Bruhl Colfer Ekren Grittani Teichert Motion carried. Trustee Colfer~ seconded by Trustee Teichert~ mo~ed that the President be authorized to sign and the Clerk to attest to the said contract with Layne Western Co. Upon roll call: Ayes: Bruhl Colfer Ekren Grittani Teichert Motion carried. ADJOURNMENT Trustee Colfer, seconded by Trustee Grittani~ moved that the meeting be adjourned. Time: 8:40 P.M.
