Since they did not appear at either of the last two meetir~s, it is requested that this item be dropped from Committee. Approved. PARKING MEltER t~ATE - M~tPLE STREET IXTf Parking Meter T'h~ Committee voted 2-0 to increase the parking rates in the Rate - Maple Street eo~muter parking lot from 205 to 255. The 5~ increase Maple St Lot moes not appear to be out of line considering that other to}~s in the area are charging as high as 50~ for the same service. Mount Prospect will realize approximately $2500 a year in additional revenue as a result of this increase. The Committee also recommends that the use of the Maple Street parking lot be restricted to Mount Prospect residents only. r,,krch 21, 1967 he matter had also been referred to the Public Works Committee. TT~stee Teichert stated his Committee was of the opinion the rate suggested is extremely low. After considerable discussion it was decided to strike the matter from both Committees and charge the Finance Committee with a parking survey. Approved. APPROPRIATION TRANSFER ORDINANCE For the 'first time, the Village of Mount Prospect is adoptin~ the practice of transferring funds within Departments. Although this condition existed in part, no qTansfer Ordio~nce was ever adopted. Appropriation ~his is to offset overruns in a given Object .Class or purpose withTr~a~,sfer underruns in andthe Object Class or purpose w~thin the authority Ordinance g~anted by the statutes of the State of Illinois. The adjustments should normally be made as we approach the end of the fiscal year, in order to be as current as possible and incorporate the c~nges in the year ending financial reports. At the same time the department heads have an excellent opportunity to review the past year's operations while they are in the process of preparing the following year's budget. After review~g the~trausfers with the Village R~nager and the Finance Director, the Finance Committee recommends by a vote of 2-0 that the Transfer Ordinance be presented to the Village Board for approval. Trustee Gritt~i, seconded by Trustee Bergen, moved tm concur with the reconmendation of the Finance Committee, and direct the attorney to prepare an ordinance. Unanimous. An Appropriation Transfer Ordinance was then submitted and read for first reading. The Clerk was requested to place it on the agenda for a second reading at the next meeting. Approved. Trustee Grittani, seconded by Trustee Colfer, moved to waive t'he rules to consider a Maintenance Contract for Signal Lights (7 intersections ). Maintenance Upon roll call: Ayes: Bergen Bruhl Colfer Grittani Teichert Contract for Signal Lights Motion carried. On August 30, 1966 the "Traffic ContrOl Signal.,! Maintenance proposal of Meade Electric was referred to the Finance Cmmmittee for recommer~ation. The Arnold Electric Ccmpany formerly had the Mount Prospect main- tenance contract and they sold out to Meade Electric in August. Meade Electric ~as been maintaining the lights since that time on am as-needed basis. After soliciting for bids it was found that the selection of vendors providing this type of service is very limited. The following proposals were received from Meade Electric and G. A. Rafel Co.: Meade ~,lec,t,~ic Co. G.A.Rafel Co. Per month - per intersection Co~01ete maintenance per intersection $76.50 $69.00 Maintenance of Controller and Detector Equipment only 45.00 59.50 A verbal quotation was received from H & H Electric of River Grove but they did not offer a complete maintenance contract. They perform the service on a call basis, charging time and material at cost, plus 20% and 85 per mile. By a vote of 2-0 it is recommended that the Village purchase the R~h 21, 1967 ~11 maintenance contract and be awarded to G. A. Rafel Company at a cost of $69.00 a month per intersection. Trustee Grittani, seconded by Trustee Teichert~ moved the Board concur with the recommendations of the Committee. ~ustee Bergen noted that a conflict of interest prevents him from voti~. A poll of the members was taken and all voted approval with the exception of ~¥ustee Berga~,who abstained. Trustee Grittar~i, seconded by Trustee Colfer~ moved the Village Attorney mraw up a contract with G, A. Rafel Co. for full~ complete ~intens~ce agreement for each intersection for signal control lights in Mount Prospect. Ail ~oted approval with the excep~tion of Trustee Bergen, who abstained. FIRE AND POLICE COMMi~ZfEE SNOW R'~M~VAL FROM SIDEWALKS Sidewalk snow Comnit"t~'e recomm~vote of 2-0 that the Village Manager removal include in the budget for the fiscal year of May 1, 1967 to April 30, 1968, snow removal equipment for use on Village side- walks. It is further recomnended that initially the budget include only adequate equipment to re, move snow from sidewalks leading to the schools in the Village. ~k~ustee Bergen, seconded by Trustee Grittani, moved the Board concur with the recommendation of the Fire and Police Committee and the Village Manager be directed to include in the budget for the fiscal year ~y 1~ 1967 to April 30, 1968, limiting it to adequate equipment to remove snow from sidewalks leading to schools in the Village. Trustee Teichert stated he will not abstain from voting on this matter because it has now been decided, and without his vote there would be no proper quorum. M~rch 21, 1967 rustee Teichert requested that in view of the above vote the Village Attorney render to the Trustees an opinion concerning Board voting quorums and statutory voting requirements and internal rules as requirements pertaining to impotency of the Board to act without a rrajority. CASE 66-25P R-I to R-3 Southwest Corner of Kenilworth and P~ospect Avenue: Trustee Teichert moved the Board concur in the recommendation of the Judiciary Committee and rezone the subject property from Case 66-25P R-1 to R-3, concurring with the Plan Commission. Upon roll call: Ayes: Bergen Bruhl Colfer Grittani Teichert Motion carried. CASE 66-26P R-3 to R-1 Kenilworth and Thayer: Trust'e~ Teich~rt moved the Board concur in the recommendation of the Judiciary Committee and rezone the subject property fram R-3 Case 66-26P to R-l, concurring with the Plan Commission. Mr. Robert Irmiger, ll S. LaSalle, beneficial owner of Lot 16 in Block l, objected to the rezone. The following minority report from the Plan Comission was read: 'The Village, in rezoning Lot 16 from R-3 to R-1 may be thrusting a hardship upon the owner in creating an unmarketable piece of .property as single Family residence. This, coupled with the fact that the owner of the property has strongly objected to the rezoning, · overrides, in our opinion, our reason of mere con- sistency in rezoning. Some members replied that the property is marketable as R-1." Mr. Irmiger claimed this is spot zoning. Upon roll call: Ayes: Bergen Bruhl Colfer Grittani Teichert Motion carried. Trustee Teichert gave first reading of an ordinance amending the zoning ordinance (Map 3N) rezoning southwest corner of Kenilworth Ord. Zoning and Prospect Avenue fram R-1 to R-3 (Case 66-25P) and requested Map 3N this to be placed on the next agenda for second and final reading. Case 66-25P Trustee Teichert gave first reading of an ordinance amending the zoning ordinance (Map 3N) rezoning Kenilworth and Thayer (LOt 16, Ord Zoning B1. l) from R-3 to R-1 (Case 66-26P) and requested this be Map 3N placed on the next agenda for second reading. ADDENDUM TO AG~DA The f~lYowiHg 'p~tition, signed by eleven persons, was present~ to the Board: "It is understood by the undersigned that construction of Petition a grocery store has been approved by Arlington Heights on opposing store the lot at the corner of Central Road and Busse Road. Central & Busse (The southwest corner). (Y. rlington Hts. ) The property o~ers surrour~ing this area object to any business structure on the south side of Central Road for the following reasons: 1. Property values will materially depreciate. 2. It has been the policy of Mount Prospect to object to any business structures on the south side of Central Road. ~rch 21, 1967 3. If a precedent is allowed to be established with one business structure, it automatically opens the door for other business houses that would materially depress the property values of home owners in this area. We, the undersigned, respectfully request that you use your good offices to resist the building of the proposed structure, and obtain agreement of Arlington Heights to refuse further applications for business structures on the south ~ide of Central Road." Mr. Charles Smith, 20 S. Busse, requested the Village Board to support this petition. Mrs. O'P~ien, 8 S. Busse Road, also appeared to request Village aid. The Village ~nager was directed to contact the Building Department of Arlington Heights in this regard. ~ Mr. Congreve would discuss the matter with the Village President of Arlington Heights.
