Don Janec appeared before the Co. concrete plant on the Tally-Ho property at Busse and Alg~lquin Roads~n uu~-°-Cst.°~a-~. The Manager's office was made. aware there was a batch plant under con- struction behindthe apartments and Mr. Zinm~rmann contaeted~Mr. Davi~ concrete S. ~cCoy. President of C~IcagOland~Investment Corp. owner of Tally-Ho, plant on to advise such an operation is in violation of the Village ordln~nces, Tally-Ho and that as said owner, they were Liable and responsible for action and uses thereon. Chlcagoland Investment Corp. l~lr~diately contacted Rook Road and operations were ceased. Mr. Janco stated Rock RoadJ(~nst. Co, was ~laware of the zoning restrictions and the fact that~Tally-Ho was within the ~tllage limits. He further indicated that the particular site was necessary because of the construction of Route 62 in the Village An agreement had been entered.~Into~between Rock Road b0nst. Co. and Chicagoland Investment Corp. whereby the owners of the property con- sented to the temporary use of a portion of the property for the batch plant, to be terminated by August 1~ 1969, predicated on Rock Road Const. Co. obt~huing approval of the V~ll~ge, and with the stipulatien that upon termination of the use of the property, it would be ~estored to its prior condition. Trustee Reiter, seconded by Trustee Furst, moved Rock Road be given a temporary permit to establish and operate an on-site dry batch plant c~ Tally-Ho property subject to a bond in two pa~ts: 1) $2,500 on cessation August 1, 1969 and ~2) another $2,500 after August 15, 1969, allowing 15 d~ys to dismantle and clean up the property and after that, $250 a day penalty, and further, requiring a letter governing noise, stream pollutl ~c~, etc. and with the understanding that with the $~nting of the temporary use, Rock Road will be subject to all ordinances of the Village of Mount Prospect. Rte 8B and gn au ~ou~ ~ and Shabonee. He described a hazardous condition and Shabonee requested immediate action of the Trustees to avoid serious accidents at that location. Mr. Motch was advised this matter was in the Public Health and Safety Committee of the Board and is part of the area now under consideration in the over-all traffic study being made at this time. Stop light .Trustee Furst gave a report of a Public Health and Safety Committee ~Rte. 8B and meeting held May 28th, with Trustees Furst, Bieter and Lewis present. Lincoln On the carge sheet, the item of the stopl light at Rte. 8~ and Lincoln was also charged to the Safety Commission, and it was the opinion of the Committee that this item should be dropped. However, in light of the current traffic study, it was agreed to keep stop light at Rte. and Lincoln under hhe Public Health and Safety CcEmdttee's charges. Traffic Code 18.114 - Hor~es and warning devices - was briefly discussed Traffic by the Committee. Trustee Furst reported there was no information in Code 18.114 the file to determine why this matter was in committee, and it should be removed. Approved. Procedure for application re permit for fireworks Sec. 2~.10B - The Committee requested the item be dropped unless there was a specific problem existLug. Such a request should be made by the Village Manager if he is aware of any need for study. Item removed. Safety Commission reports were reviewed. They covered such subjects as the current traffic survey now in progress, and also the home safety program currently under wsy. One subject, the Harper Jr. College traffic safety education program was discussed, snd when more information has been obtained a further report will be forthcGning. With regard to -- accident statistics, such information is available in Cook County and the Chairman has been in touch with people to determine whether this can be used by the Safety Commission. As soon as word has been received, a report will be made. Airplane Airplane noise abatement was the next subject studied. The Committee was noise of the opinion that this was extremely difficult to onforce. It was re- dropped quested that the item be dropped from the charge sheet. However, later from charge in the meeting, President Teichert read a letter From Inglewood, Calif. sheet of advising of a Joint approach by minicipalities on the problem of noise, Conmittee stating a national association has been formed comprised of cities sub- Jected to jet airplane noise, and inviting others to enter into this ~rogr~n to abate noise pellution. This matter remains ont he charge sheet For furhher review. Pinnar Elec Pinner Electric re traffic control sigesls - the next subject considered - re traffic was referred to Committee by the Acting. V~llage Manager. Problems existed control with several controls in traffic lights. These had previously been under lights the supervision of another com~an~v. In order to have the work done by Pinnar Electric Co. and to obtain the proper controls, the Village Manager reported the cost would exceed $500 and therefore he would ~ring this matter before the Vil,'lage Board for authorization. Req. from Letter was received by the Village of Glenco requesting support of House Vilag. of Bill 225, prohibiting the State Toll H~ghway to put in new toll roads Glenco by mortgaging the existing bc~ds. The request of Glencoe was to enter into concerning a resolution to support HB 225. The Committee recommended no action be taken. HB 225 PUBLIC WORKS Catino and Callero sanitary sewer connection was considered by the Public Works Con~ttee. The o~er of the Plaza is opposed to giving a recorded Catino and and permsnent easement to enter upon the Plaza for the purposes of maintain- Callero ing the sanitary sewer therein, should the connection iwth the proposed easement Catino and Callero Subdivision be allowed. Catino and Callero would present at Plaza the Village with copies of an agreement which, upon approval of the Board, June B, 1969 would be sent to Mr. Bermant for consideration of granting the Village a license rather than an easement. A~cer review of this agreemant by the Committee at a special meeting and studM~ by the Village Attorney a further report will be ma~e. ~he .C~.~ttee discussed with Mr. Dick Braun and his attorney, Mr. Greenba~m, a proposed recapture ordinance which would enable Kaplen & Braun to recoup some of the expenditures they have made Proposed recaptu~ for public improvements in certain subdivisions. The Village ordinance for --- Attorney gave the opinion that such an o~ce was unenforce- Kaplan & Braun able. Eaplau and Braun would further review the matter and reportfurther review back to the ~ommittee. The Clerk was requested to retain both charges on the "Matters in Cormnittees" list. OTHER BUSINESS Bids were opened May 26th for two police vehicles and one Fire Dept. Purehase of 2 station wagon. It was thecrecommendation of the Acting Village Man-squad cars and ager to purchase two squad cars in the amo~ut of 3,?18.88 and the i Fire Dept. Fire Dept. station wagon in ~Jthe smoot of $2,919 from ~ite and station wagon Crc~dn Ford, and he requested-ratification on his actions in the White & Cronin purchase. Ford Trustee Furst, seconded by Trustee Reiter, moved to ratify the actions of the Acitng Village Manager in the purchase of two squad cars in the amount of $3,?18.88 and a fire station wagon in the amou~ of $2,919, From White,and Crc~in Ford. President Teichert recommended the appointmentresigns of Kenneth O'Callahen as a member of the Fire and Police Cormmissi~no for a three-year term to fill the vacancy. Trustee Reiter, seconded K. O'Callahan by Trustee ~%Arst, moved to concur in the President's recommendation appntd, to for the appointment of Kenneth O'Callahan as a member of the Fire F. & P. Comm. and Police Co~mission. The Acting Village Manager was requested to prepare a resolution citin~ reasons for the objection. June 3, 1969 egarding Letter was received from the United States Conference of Mayors dated Poverty May 21, 1969 regarding Endangering of the Poverty Program and a threat Program to turn the Community Action Program into a State Block Grant Plau. The letter urged notification by the Village to the P;rsident stressing the importance of continuation of the Community Action Program in its present form. Trustee Reiter, seconded by Trustee Soderman, moved that the Acting Village Manager prepare such a communication and send copies as well to State and Federal Representatives, the State Senator and Federal Senators and to Donald Rumsfeld.
