APPROVAL OF BI~T.~ Trustee Kilroy, seconded by Trustee Gritteni, moved to transfer $11,679.93 from Waterworks and Sewerage Surplus Account to Waterworks and Sewerage Depreciation Ir~provement and Extension Account for the following: ~ Well #11 - Construction $ 10,887.50 i Plaza Water M~!n Extension 536.83 George Street Lift Station 255.60 $ 11,679.93 Trustee Kilroy, seconded by Trustee Reiter~ moved for approval of bills in the following amounts: General $ 80,835.22 Parking System Revenue 458.08 Motor Fael Tax 6,137.77 Waterworks and Sewerage Dept. Trustee Kilroy, seconded by Trustee Reiter, moved for approval of the Financial Report for the month of February, 1969~ subject to audit. Unanimous. CITIZENS TO BE M~. John Gatto of the Youth Commission presented the annual Youth Commission Report out2ining progress during the past year and some proposals for the f~Ature. COMMITTEE CHAIrmEN REPORTS JUDICIARY Trustee Lewis read the Judiciary Comittee report regarding Cook County Docket #1~3 - Algonquin Read west of Basse. This property had been designated for R-6 development after formal objection by the Village of Mount Prospect (Resolution 31-68). The Judiciar~y Committee recommended the Village of Mount Prospect Join the Village of Arlington Heights as party-plaintiffs end enga~ the services of Attorney Jack Siegel on a 50/50 finencial basis with Arlington Heights to proceed to file suit in defense of the Villages' position objecting to R-6 zoningj and requested Board concurrence. Trustee Lewis, seconded by Trustee Reiter, moved to concur with the recommendation of the ~udiciary Committee. The Village Manager estimated the cost to the Village of Mount Prospect would be $500. T~rustee Lewis read for first reading an ordinance amending Ordinance No. 1067 by extending the land use variation upon prOperty located at the north- east comer of William Street and Golf Road (Case 68-56A - Kellens Country- side Florist). The Clerk was requested to place this on the next agenda for second reading. Trustee Lewis read for second reading Ordinance #2158: AN ORDINANCE ANNEXING 24.067 ACBES NORTH AND SOUTH OF GOLF ROADS AND EAST OF ~EIER ROAD BETWEEN LONNQUIST BOULDVARD AND GROVE DP~iVE Trustee Lewis, seconded by Trustee KilrOy, moved for passage and approval of Ordinance #2158. Upon roll call: Ayes: Reiter Grittani KilrOy Lewis Soderman Teichert Motion carried. Trustee Lewis, seconded by Trustee Beiter, moved to authorize the President and Clerk to sign the plat of annexation. Unanimous. The Judiciary Committee, by a vote of B-0, concurred with the recommendation of the Plan Commission regarding Case 69-1P (203-205 Rand Rd) in approving a rezoning to B-2 classification and Trustee Lewis, seconded by Trustee Reiter, moved to concur with the recommendation. Trustee Lewis read for first reading an ordinance rezoning the property at 20B-205 Baud Rd to B-2 and requested the Clerk to place it on the next agenda for second reading. Petition of Annexation - Lot 4 - St. Emily's Church: The Judiciary Committee recom~emded annexation of this property abutting the existing parking lot of the church and Trustee Lewis, seconded by ~e.~Reiter, moved for Board concurrence. Trustee Lewis read for first reading an ordinance annexing property located on the north side of Central Road approximately 100 to 200 feet east of Marcella Road and request6~d the Clerk to place it on the next agenda for final reading. P~BLIC WORKS Trustee Teich~rt read a letter addressed to him from attorneys Gordon~ Greenbaum and Browne requesting deferrment of the reading of the proposed ordinance regarding tap-on fees submitted by Kaplan and Braun until they- have an opportunity for further review. The Clerk was requested to place this matter on the aEenda for first meeting in June. OTHER BUSINESS A resolution was presented limiting the time a locomotive, car or trai~ can block a highway or street to tan minutes. Mr. George Flaberty, 319 S. George, encouraged the Board.to support House Bill 287 by passing the resolution. After it had been read, Trustee Reiter requested an inse~t'ion in the first paragraph to read "and has constituted a safety hazard." Trustee Kilroy, seconded by Trustee Lewis~ moved for passage of Resolution 7-69 ss amended. Upon roll call: Ayes: Reiter Grittani Kilroy Lewis Soderman Teichert Motion ca~-~.led. A memorandum was received from the Village Attorney regarding Cook County Zoning Docket 14?l - (B-4 to R-6) Algonquin Rd. approximately 682 feet east of Cedar Glen Drive (if extended). A resolution was presented objecting to the proposed rezoning. Trustee Sodermau~ seconded by Trustee Reiter, moved for passag~ of Resolution 8-69. Upon roll call: Ayes: Reiter Grittani Kilroy Lewis Soderman Teichert Motion carried. M~,~ Gustus of the Safety Commission appeared before the Board to discuss a proposed updating of a safety study with 50% of the funds to be derived from Federal funds. It was anticipated that this study would establish set guidelines, analyze all intersections for hazardous conditions for vehicle approach, provide drawings in detail, show existing conditions and corrective measures, study existing traffic control devices, and review drawinEs of intersections or streets in need of improved design. It is estimated that with the participation of Village personnel the total cost would be as outlined below: Village persomel $1,?~0.00 Equipment the state reconm~nds to be purchased, which would re~u the property of the Village (2road counters and radar unit) ~ Pluss cc~sulting firm services 12,000.00 Bids have been received from three eonsulting fires: Barton-Aschnmn (two stages -1) $2500. 2) $7500.) Crs~ford, Bune, ~odin Si1-14,000. Prospect E~gineering Co. $10,000 With consideration of the 50% to be received from Federal Funds, it was estimated the cost to the Villsge wo~ld amount to $8,000. Trustee Reiter, seconded by Trustee Kilroy~ moved to approve the expenditure not to exceed $8,000, for work as outlined above. The time schedule on the above project was to be approximately one year, Trustee Grittani requested that it include a study of HiLusi and hhe Northwest Highws.v intersection. £Th~ TO BE R~'~RBED ~Lon~quist extension to ~ W~s referred to Fire and Police Committee. Interim repor~ from Board of Appeals re Case 68-66A - Randhurst Corporation petition for 10-story building was refe~d to Judiciary Con~nittee. Appropriation transfer ordinance was referred to the Finance Cormmittee, The Village Manager brought to the attention of the Village Board the need for a Joint meeting with the Plan Commission, the Board of Appeals and the Judiciary Committee to review the various r~.v~ficatione of the Randhurst case and a date was set for April 26th.
