Busse Rd & Mai~ CITIZENS TO BE HEARD Deed Park~mg lc Mr. William Busse presented a deed for the public parking lot at Busse Road ~nd Main Street paid for by the North Central Businessmen's property owners. Th~s deed is subject only to the provision that the property be used solely as a parking lot. The organization was cor~uended by President Congreve for their i~ act ion. · Old Orchard CC PETITIONS AND COMMUNICATIONS d~sannexation Old Orchard 'Country Club petitioned for disannexation, based on a pre-annexation agreement. This is now the subject matter of a pending law suit. The Village has been called called upon to take action at this time. Trustee Teichert, secpnded by Trustee Grittani, moved to meet with representatives of Old Orchard Country Clf~b in executive session at the next regular meeting, January 21, 1969, at 7:30 P. M. Upon roll call: Ayes: Reiter Grittani Kilroy Lewis Teichert Motion carried. Trustee Reiter, seconded by Trustee Teichert, moved for approval of the plat of vacation of the above alley, authorizing the President and Clerk to affix their signatures thereon. U~animous. Liquor license remodelling Trustee Kilroy reported the Finance Committee had considered the request denied of Fred Allegretti to remodel the VFW building at Hig~hland and Main Street in order that he might serve 600 persons, requesting a liquor license for a restaurant and lounge. It was the opinion of the Finance Committee that the parking facilities were inadequate and they recormmended der~fal[; ~ Trustee Kilroy, seconded by Trustee Reiter, moved to concur with the Finance Committee to deny the request for creation of an additional Class B liquor license. 2nd Read~ Trustee Reiter read for second reading Ordinance #2130: Ord. #2130 AN ORDINANCE AFFIRMING A POLICY OF FAIR HOUSING WITHIN THE VILLAGE Fair OF MOUNT FROSPECT, PRO~-IDING FOR T~ LICENSING OF REAL ESTATE Housing BROKERS, FROHIBITING CERTAIN DISCRIMINATORY ACTS IN CONNECTION WITH THE PUBLIC OFFERING, SALE AND RENTAL OF DWEII,INGS, PROVIDING FOR THE ENFORCEMENT OF THIS ORDINANCE AND PROVIDIMG PENALTIES FOR VIOLATIONS OF THE PROVISIONS THE]~EOF Trustee Reiter, seconded by Trustee Kilroy, moved for passage and approval of Ordinance 2130. Mr. Don Anderson, 11 S. Edward, requested an opportunity to be heard. He asked for deferral of the vote and the citizens of Mt. ~Prospect be permitted to cast their ballots on this issue. Mr. ~alter Boyle, 102 N. Elm stated that discrimination does exist in Mt. ~rospect for exclusion of minority races and spoke on behalf of immediate passage of the Fair Housing ordinance. Trustee Teichert read a prepared statement regarding the ordinance. He felt there is no shown need for it, that it in~01ies existing dis- criminating practices by citizens of Mt. Prospect, that it prohibits public discrimination but in itself discriminates in its application, it restricts free speech and implies a goverr~nental promotion of integrat ion. January 7, 1969 Far~e~ r Coopers Cases 68-52A 68-61A The Judiciary Committee had deferred a previous report on their reconwenda- ~ica with regard to the variation petitions in Cases 88-52A and 68-61A (Farmer Cooper's, Inc.) located at Eand and Kensington. The Board of Appeals and Judiciary Committee recon~r~nded denial of the petition, which requested relief from the requirement of Ordinance 1194 stating that at no time shall alcoholic beverages be served on the premises. Attorney Donald Egan~ representing Howard Cooper, appeared before the Board to request reconsideration of the recon~endations because his client is threatened with bankruptcy. Mr. Harold Ross, 517 Emerson, enumerated the variations already granted to the petitioner in zoning, height, setback, s~g~, and urged the Board to deny the request. Trustee Lewis, seconded by Trustee Kilrey~ moved to concur in the reco~nen- dation of the Board of Appeals and the Judiciary Committee to deny the petition. Trustee Grittani read for second reading Ordinance #213~: #2132 AN ORDINANCE AMENDING SECTION 12.409 O~THE MUNICIPAL CODE Trustee Grittani, seconded by Trustee Lewis~ moved for passage and apprbval or Ordinance #2132. The ordinance relate~ to suspension of license of food-service establishments and subsequent action by the Board of Trustees. OTHER BUSINESS Trustee Kilroy~ seconded by Trustee Teichert~ moved to authorize the President and Clerk to affix their signatures to a plat of subdivision for Case 68-13P 1582 S. Busse (Case 68-13P). The plat was not signed, however, because the owner had failed~to execute it. Trustee Teichert, seconded by T~astee Lewis~ moved the President and Thayer St/ Clerk be authorized to sign a plat of vacation for a portion of Thayer Street. subject to prior approval of the Plan Commission. Unanimous. Trustee Teichert ~ seconded by Trustee Lewis ~ moved to authorize the President Rand= and Elerk to siva a plat of subdivision entitled Rand-Elmhurst Unit #2. Elmhurst Unanimous. Case # 68-65A Trustee Lewis, seconded by Trmstee Kilroy, moved to concur with the Board of Appeals recon~uendation to grant request for variations for Goldblatt's (Case 68-65A) at the Mt. Prospect Plaza Shopping Center regarding fire walls, routes of exist and height. Upon roll call: Ayes: Reiter Grittani Kilroy Lewis Teichert Motion carried. 1st read-Trustee Lewis read for first reading an ordinance amending Ordinance ing No. 2102 ~ granting additional variations to Goldblatt's Home Center Ord 2102 and requested the Clerk to place it on the next a~nda for second reading, The linen of easements and dedication was referred to the Plan Commissopm for review and reco~uendation~ upon motion of Trustee Teichert ~y Trustee ~ewis.~ L~a~s. Bicycle Bicycle sticker bids were opened December 16, 1968. The following stickers bids were received: contract awarded to American Decal Mfg. Co. 8,000 ~ .08S ea. $ 640.00 Carsten Prod. J.G. Barton Decal 8,000 ~ .20S ea. $1600.00 Carsten Products 8,000 ~ .08S ea. $i6~0.00 Labels ~ Decals Co. 8,000 @ .&0S ea. $ 800.00 Meyercord Corp. 8,000 ~ .056~ ea. $ 448.00 The low bidder, Meyercord, did not meet specifications with regard to reflective material, American Decal submitted a bid ~qual to American Decal Mfg. Co. but indicated a longer delivery date. The Police Chief and the Village Manager recon~nended awarding the bid to Carsten Products for 8,000 stickers at 8~ each for a total sum of $640. TrusteeKilroy, seconded by Trustee Reiter, moved to concur with the recoramendation of the Police Chief and Village Manager and award the bicycle sticker contract to Carsten Products as outlined above. Well #5 contract A comparison sheet was presented indicating unit prices subr~itted by Henry Boysen Co., Layne Western Co., Inc., J, P. Miller Artesian Well Co., Wheeling Well Works, Inc. for repair work for Well #5. Upon review, the Director of Public Works and the ~V/illage Manager recommended J. P. Miller Artesian Well Co. be awarded the contract. It is approximated at this time that the expenditures will be between $8,000 to $9,500, depending upon condition of the well after removal. Trustee Lewis, seconded by Trustee Kilroy, moved to concur with the recormmendation of the Director of Public Works and the Manager to award the contract to J. P. Miller Artesian Well Co. for an expenditure not to exceed the sum of $9,500. Upon roll call: Ayes: Reiter Grittani Kilroy Lewis Teichert Motion carried. R. January 7, 1969 he Village Clerk gave the oath of office to Robert Soderman as Trustee of the Village of Mount Prospect.
