COR~KL~ICATIONS AND PETITIONS Mr. Ken Scholten, Conm~mity Action Plan, presented a report to the Conmmmity Action Board outlining the progress of the group and describing the work of Plan the "Hot Line". The Board was advised of the survey undertaken by the high schools, funded by the high schools, which has been corn- HOT LINE pleted. President Teichert stated he was hopeful there would be participation from the Village government in some area of this program. A memorandum to the Board from Mayor Teichert, accompanied by a letter from the IlLinois Law 5hforcement Commission rejecting an application for funding of a comnunity action program directed to the problem of drugs and a statement of funds expended to date, solicited the Board's ratification of the action taken, with suit- able funding in next year's budget. The statement reflecting accrued and projected expense, revised by Forest Hospital Postgraduate Center, totaled $6,500;'00 for the past seven months. President Teichert re- ferred this matter to the Finance Committee for recommendation. With regard to participation by the Village government in some segment of the program, President Teichert referred review of the program to the Public Health and Safety Committee for recommendation. Fairview Mr. Richard Hendricks, President of the Fairview Gardens Civic Gardens ~ssociation, requested Board assistance in obtaining two street Civic Assoc. lights on Central Road at Stevenson Lane and Homer Lane. Reiter Soderman Motion carried. Trustee Ahem read a report of the Judiciary Committee regarding Case 70-11P to rezone the Nz~thwest corner of Wolf and Kensington Case 70-11P from RX to B-4. The Judiciary Committee recommended denial of the rezone N.W. corner requested rezoning to B-4 and further reconmaended rezoning to B-2. of Wolf & Kensingto~ Trustee Ahem, seconded by Trustee Soderman, moved to concur with RX to B-~ the recon~r~ndation of the Plan Cok~dssion and Judiciary Committee to deny the request for rezoning to B-4. Under discussion, Mr. Lou ScUlman, a member of ~he Northwest Assembly of God Church, explained the congregation is planning a building addition for a school, and that a service station would be objectionable and hazardous in that location. Mr. Richard Hendricks cited Ordinance 1142, amending the Municipal Code, to ~ead no service station shall be erected within 300 feet of the location of any church, school, hospital, fratez~llodge hall, theatre, or place of public assembly, and questioned the legality of such rezoning for that purpose. After further discussion, the roll call vote on the motion to deny was as follows: Ayes: Ahem Furst Reiter Nays: Kilroy Norris Sodermsn Teichert Motion failed. Trustee Kilroy, seconded by Trustee Sodern~n, moved to rezone the property at the northwest corner of Wolf and Kensington to B-4. Trustee Yilroy, seconded by Trustee Soderman, moved To postpone vote on the above motion to the first meeting in January, 1971. E of the Zoning Ordinance. The Sec. 2, Para. E of Con~uittee recon~nended concurrence with the Plan Commission for adoption Zoning Ord. of the amendment, to allow partical occupancy certificates, and the occupaucy certif- Village Attorney was directed to draft an ordinance for first icates reading. December 22, 1970 The Judiciary Cormmittee reviewed Case 70-14P - Amend Sec. 20, Case 7~-!4P Parking Requirements, and Sec. 24 - Non-Conforming Uses, and Amend Sec. 20 recon~ended concurrence with the recommendation of the Judiciary Parking Committee, Plan Commission and Board of Appeals to approve the Requirements amendments. P~esident Teicher~ called a Special Meeting for 8:00 P.M. on Janua~f 12, 1971 for the purpose of meeting with the Safety Con~r~tssion. MANAGER,S REPORT Trustee Reiter, seconded by Trustee Ahem, moved ~o ratify the Dominick's action of the Acting Village ~nager to permit Dominick's occupaucy Finer Foods to open without an occupancy permit, v~ith the permit posting of a performance bond in the amount of $25,000.00 for completion within a year. December 22, 1970 A memorandum was received from the Acting Village Engineer regarding a 12" water feeder line from the intersection of WeGo and Shabonee feeder line fro~ to Golf Road. Plans and specifications were prepared by the intersection of Engineering Department and the estimated cost of the project is WeC~ and Sh~- $64,000. Trustee Ahem, seconded by Trustee Soderman~ moved to bonee permit the administration to let bids for the proposed project.
