SPECIAL MEETING OF OCTOBER 13, 1970 Trustee Ahem, seconded by Trustee Soderman, moved the minutes of Oct. 13, 1970 the special meeting of October 13, 1970 be approved as submitted. Upon roll call: Ayes: Ahem Furst Kilroy Soderman Pass: Reiter Motion carried. With regard to the motion made at the previous meeting concerning the Kenroy Rob Roy Driving Range, the Chair ruled that the motion cannot and will not be considered. The prevailing side must re- quest reconsideration of the motion. Trustee Norris is not pres- ent at this meeting. Trustee Reiter had been absent at the Oct- ober 13th meeting. T~ustee Reiter stated he was not unhappy with the outcome. ORDINANCE NO. 2257 ORDINANCe.2257 President Teichert presented an ordinance amending Sec. 13.106A of the Municipal Code, which deletes the word "beer" and sub- 13.106A stitutes the words "alcbholic beverages" in the section stating Mu~. Code the Village President may grant a daily permit to any non-profit organization or club. Trustee Kilroy, seconded by Trustee Reiter, moved to waive the requirements of two readings of ordinances for the purpose of considering the ordinance amending Section 13,106A of the Mun- icipal Code. Unanimous. FINANCE COMMITTEE REPORT Trustee Soderman, seconded by Trustee Furst, moved for passage of Ordinance 2258 which was read for second reading: AN ORDINANCE AMENDING SECITON 18.1322 OF THE MOUNT PROSPECT Ordinance TRAFFIC CODE 2258 Section 18.1~22 (Increasing rates to 50¢ in Chicago and Northwestern Railway TRA. FFIC CODE commuter parking lots) Upon roll call: Ayes: Furst Kilroy Reiter Soderman Nays: Ahem Motion carried. CRUMLEY EXCAVATION Trustee Soderman, seconded by Trustee Kilroy, moved to consider an EXCAVATION item regarding Crumley excavation which was not on the agenda. Unanimous. A memorandum form the Director of Public Works and the Acting Village. Engineer stated there are immediate sources for the disposal of 10,000 cu. yds. of dirt and a future tentative source for disposal of 15,000 cu. yds. The Village has been using demon~ stration equipment, and the administration proposes rental of eq- uipment to do the immediate work, and possible purchase of the machine. Trustee Kilroy, seconded by Trustee Soderman, moved To authorize the expenditure of $3,000 in conformity with the proposal from the Director of Public Works and the Acting Village Engineer for excavation of the Crumley property. FIRE AND POLICE COMMITTEE An ordinance was read for secondreading and T~ustee Reite~, seconded by Trustee Soderman, moved for passage of O~dinance 2259: ORDINANCE AMENDING SECTION 15.1912 OF THE MUNICIPAL CODE ORDInaNCE 2259 (re taxicab rates) Section 15.1912 Mun. It was the recommendation ofthe Fire and~Pollce Committee to amend Schedule XI of the Traffic Code establishing 2-hour parking on both sides of Milburn from Pine east to Emerson, and the Village Attorney was 4irected to prepare an ordinance. Trustee Reiter, seconded by Trustee Ahem, moved forBoard con- currence with the recommendation of the.Fire and Police Committee. As amended Schedule XI of the Traffic Code was read and the Clerk requested'to place it on the agenda of the next regular meeting November 3rd for final reading. October 20, 1970 971 contracts with 1971 contracts for the Elk Grove and Mount Prospect Rural Fire Elk Grove & Protection Districts were presented and the Fire and ~'~. Prospect Committee recommended passage of the accompanying resolution. The Fire and Police ~ommittee reviewed a draft of a handbill ordinance and recommended passage. The Committee further re- quested that the draft be reviewed by the Finance Committee. The Clerk was requested to charge the Finance Committee with this item.. A proposed ordinance concerning T~g Days was reviewed by the Committee. Discussion ensued on the complexity of the ordinsnce. It was read for first reading and the Clerk was requested to place it on the agendaof the next regular meeting November 3rd. The Clerk was requested to strike "restricted movies" from the docket sheet. JUDICIARY COMMITTEE : skrubbery The Judiciary Committee considered the request of Walter Jeschke on EaseE~ent e% al re 10' rear yard easement. This request was for permission to place bushes on the Village property. The Committee recommended approval~with the understanding that such shrubbery becomes the property of the Village, and that no fence~_.or parts of fence~ be placed thereon. -~e J~d~6~ry Committee f~rther recommended that the administration 5e directed to send Village personnel onto this tract at least once a year to inspect the shrubbery and--la~-~' Trustee Ahern, seconded by Trustee Soderman, moved th~ Board indicate to the residents there is no present objection to the planting of shrubbery, with the understanding it becomes the property of the Village, and that no fences or parts of fences will be placed, and that the landscaping can be removed, should the Village require the area, and further, the administration he directed to send Village personnel onto this tract a~ least once a year to inspect the shrubbery and landscape, Upon roll call: Ayes: Ahem ~§t Kilroy Reiter Soderma~ Motion carried. The Judiciary Committee reviewed the carnival ordinance recommen- Carnival ded first reading. It allows charitable and other not-for-profit 0rdins~ce organizations to operatetable games and to have amusement devices as long as the State Statutes are not violated. Trustee Ahem, seconded by Trustee Reiter, moved to concur in the recommendation of the Judiciary Committee to consider passage of the ordinance. Trustee Ahem read for first reading a carnival o~dinance and requested the Clerk to p~&ce it on the November ~rd agenda for final passage. Since the Kenroy PUD Ordinance will be almost identical to the Kern-oy pre-annexation agreement for the development of Huntington Estates, PIjqD the Judiciaz7 Committee authorized the Village Attorney to prepare it and present the ordinance to the Board when all of the exhibits are in order. Trustee Ahem, seconded by Trustee Kilroy, moved that the Board reject the bids recieved for autbmatic pump controls, pursuant to the specifications and bid opening scheduled and received October 7, 1970. October 20, 1970 RO~C~S A memorandum was received from the Acting Village Manager FOR ENGinEERING regarding the following projects in the Engineering Department iDEP~R~N~ in the remaining portion of this fiscal year~ (1) Watermaln extension from Well #11 to Golf Rd. (2) Parking lot extension on the Chicago North- Western right-of-way (3) Relief pumping StatiOns along north bank of Weller Creek. (4) Water reports and maps. (5) Water layout on south side of town. (6) 1971 MFT resu~facing. (7) TOPICS pmojects designated in appropriation ordinance (8) Complianca with HB 445 whereby a report h~s to be submitted to the State by 7/1/71 stating Village MFT expenditUres for the next 5 years, and the proposed pavement and street needs pro- gram for the next 20 years. (9) Lonnquist Blvd. paving east of Rte. The Engineering Department is not staffed to do all field work and prepare all the plans and specifications for all ~f the above projects. It is the request of the Acting Village Engineer that Bernard'Hemmeter be hired to do the extension of the parking lot and prepare the necessary plans on relief pump- ins stations on the north bank of Weller Creek. There is a budgeted amount of $5,000 under Contractual Services for con- sulting services. BRESSLER SUBDIVISION BRESSLER The Acting. Village Manager presented a plat of the Bressler Sb~DMSION Subdlvlsion~ This property is a triangle between Algonquin, Busse and Dempster. Bu'ilding permits for two new buildings were issued. The State ~as widened the road, and has in- creased the area on the parkway from Central to Busse. There is now 60' available for parking. The company has entered into a lease with the State to rent additional land west of Busse for parking purposes. They request Board approval for removal of the sidewalk so that toward Busse, mo~e than one foot from the lot, they can create additional parking spaces under the lease, approval on the condition the state would also approve, at the expense of the state or the owners. Trustee Ahem, seconded by Trustee Soderman~ moved to approve the relocation of the sidewalk to a point next to Busse Rd., wherein additional parking spaces on the right-of-way could be progidedb~y the State, and that this approval is subject to the State's approval, pursuant to the plat submitted by the Acting Manager. Request of William Preble re parking of house trailers in residential area was referred to Fire and Police Committee. Ordinance re fire guard and police guard at public gatherings was referred to Fire and Police Committee.
