President Teichert called the meeting to order at 8:05 P.M.
INVOCATION

MOUNT PROSPECT PUBI~C LIBRARY
Mr. Gil Liebenow, Library Board Director, appeared to discuss the ~ Prospect
library deficit of $34~10% due to library expansion. He request~v' Librar~
an advance of funds to the library in order to pay bills.
Trustee Kilroy, seconded by Turstee Norris, moved the Village not
advance funds to the Library Board but authorize the Library
Board to borrow money.
Upon roll call: Ayes: El!roy Norris Sodermsn
Nays: Ahem Furst Reiter Teichert
Motion defeated.
Trustee Reiter, seconded by Trustee Ahem, moved to advance the
Library $42,100.00 either in a lump sum or in equal monthly in-
stallements as determined by the Finance Director.
Trustee Reiter, seconded by Trustee Ahem, moved to amend the
motion to add: $35,100.00 to be paid back out of next year's

Trustee Reiter, seconded by Turstee Ahem, moved to waive the Jay-Cees
rules in order to reco~$~ize the current survey made by the Jay- Survey
Cee s. U~ariimous.
Trustee ~iter~con~nended the JayCees upon the presentation rec-
eived and stated this was a great service to Mount Prospect, He
requested the administration obtain a set of the material presented
at the Village Hall on January 23rd to be used as a guideline,
and was advised a complete copy had been turned ever.
EEPORT FROM NIPC
Mr. L. Aggens, a geologist working with the Northeastern Illinois
Plan Commission as a technological advisor explained in detail NIPC
the operation of NIPC. He discussed management of water and
air resources, transportation, road planning, the finger plan and
other related subjects.
EXECUTIVE SESSION
At 10:20 P. M. the ~Village Board recessed to Executive Session in
order to consider matters of litigation and land acquisition.
The meeting reconvened at 11:56 P.M.
