ROL_ CALL Present upon roll call: Ahern Anderson Furst Monroe Roll Call Richardson Scholten Teichert INTRODUCTION OF NEW MEMBERS OF THE FIRE DEPARTMENT Commissioner Grittani and Chief Pairitz introduced 13 new Fire Dept. members newly-appointed members of the Fire Department. LETTER OF RESIGNATION - TRUSTEE MONROE Trustee Monroe read a letter of resignation as a member of the Vil'lage Board, necessitated by his son's injury resignation of and required rehabilitation. Mayor Teichert deferred Trustee Monroe acceptance until the end of the present Board meeting and stated there would be a Committee-of-the-Whole meeting on May 20th at 8:00 AM in the Villa9e Hall and called a Special Meeting for Tuesday, May 23rd for the appointment of a Trustee to fill the vacancy. COMMUNICATIONS AND PETITIONS Mr. Richard Hendricks discussed ?airview Gardens street lighting and asked the reason for denial of a special assessment program. The Board of Fairview }ardens - Local Improvements did not recommend a hearing for svreev lighting the purpose of a special assessment for under- ground wiring because it was deemed a luzury instead of a necessity. Trustee Furst, seconded by Trustee Ahern, moved the Board concur with the recommendation of the Board of Local Improvements not to proceed with a hearing for the purpose of a special assessment to install lighting in the Fairview Gardens Subdivision in excess of the standards required by the present Village policy. Prospect Ave. Con- siderable discussion ensued, and Trustee Anderson, seconded by Trustee Scholten, moved to defer a vote on this matter until the next regular Board meeting June 6th. Upon roll call: AYes: Ahem Anderson Furst Monroe Richardson Scholten Motion carried. Attorney Braithwaite requested the Board to have the amount of the special assessment #70 reduced. He represented 55 property owners Who are in favor requesv To reduce of the Hatlen Heights project but opposed to the the amount ~f amount of assessment they would be required to special assessment ~°7~(~. However, Mayor Teichem~t indicated it was #?0 not the posture of the Board to proceed with an appeal. Mr. Charles DePaul, representing the Civil Air Patrol, stated the organization was h~ving a carnival at the Mount Prospect Plaza June 7th to Civil Air Patrot the llth and requested a waiver of fees. The Village Manager reported that he approved field changes as set forth in Section 5.1 of the Mount Prospect Zoning Ordinance, Sub-section (F) in approval of field Kenroy's Huntington Estates PUD, changing the changes for Hunt- floor layout of two buildings from "U" to "X" and in five other attached buildings substituting ington Commons. The Village Attorney was directed to prepare the appropriate ordinance for presentation at the special meeting May 23rd. May 16, 1~72 The Building Committee reviewed C~a~e~72-10A - Commonwealth Edison petition for variation to erect a sub-station north of KensingtOn near Wolf Road and recommended concurrence with the recommendation of the Board of Appeals and granting rev±ew C~$e of a variation. Trustee Richardson, seconded by Trustee Ahern, moved to'~concur with the Board of (Commonwealt Appeals and Building Committee to grant the Edison) variation to erect a sub-station as outlined above. Trustee Richardson presented an ordinance grant- ing the variation to Commonwealth Edison and re- quested the Clerk to place it on the agenda for the next regular meeting June 6th. FINANCE COMMITTEE The Finance Committee reviewed the request for a liquor license at the Bon Ton Poultry Restaurant, located at 303 E. Kensington, and studied the various ordinances governing the use of the property which stated that at review reque no time would there be the sale of liquor, the main for liquor building must maintain a one floor only operation, license for the property was rezoned to B-3, and the Building Bon Ton Committee requested an opinion frost, he V~llage Attorney. Poultry Re~aurant PUBLIC HEALTH AND SAFETY COMMITTEE The Public Health and Safety Committee discussed senior citizen housing and devised a questionnaire to determine if there is a demand ~for such a service, diecussion o The method of distribution of the questionnaire was Senior Citiz recommended to be done in three phases; 1) all res- housing idents on individual water meters will receive it by mail; 2) the Jaycees will hand deliver the survey to all multiple dwelling units not on individual water meters; 3) Citizens Utility Co. will be contacted for water Billing listing of the newly-annexed area for mailing surveys to that area. The target date for completion of the survey distribution has been set for Saturday, May 27th. The Committee recommended that the Board authorize the expenditure of up to $1,000 for the project and that the administration be directed to purchase the necessary supplies and distribute the survey. MAYOR'S REPORT Mayor Teichert proclaimed the week of May 15, 1972 as National Police Week and May 15 of each year to be National Police Memorial Day. Police Week Mayor Teichert proclaimed the month of May, 1972 as Vehicle Safety Check Month. May 16, 1972 Mayor Teichert reappointed Norman Kozy to the Board of Appeals for a 5-year term and requested Board concur- rence.
