INVOCATION Invocation Fr. John McLoraine, Pastor of St. Emily Catholic Church, gave the invocation. Upon roll call: Ayes: Ahem Anderson Monroe Richardson Scholten Motion carried, PRESIDENT'S REPORT The Fire Prevention Poster contest, sponsored by fire prevention the Fire Department and the Randhurst Corp. was poster contest held during Fire Prevention week. 'Mrs. Margaret Irwin of the Randhurst Corp. and Chief Pairitz were present to announce the contest winners and present awards to the following: POSTER CONTEST: 3rd Place Tom Hinkemeyer, 3rd grade, St. Raymonds 2nd Place Greg Anders, 6th grade, Saint Emilys 1st Place Susan Hillebrand, 8th grade Saint Emilys WINDOW PAINTING CONTEST Dempsver Jr. High School: Stacy Davids, Sally Mulcare and Susan Neufeldt oresentation of PRESENTATION OF ~URNING BUSH burning bush The Womens Garden Club of Mount Prospect presented President Teichert with a burning bush plant, the official bush of Mount Prospecv, vo be pla~ed in the front of the Village Hall. VOLUNTEER WEEK Volunteer Week President Teichert proclaimed the week ~f October 18 through 24, 1971 as Volunteer Week. JUDICIARY COMMITTEE Euclid plat of Trustee Ahern reported the Euclid plat of ease- easement ment, fully executed by the President and Clerk in 1968, had never been recorded. This ease- menv is a strip of propervy located on the north side of Euclid. The Judiciary Committee did nov determine whether the owner still wished to have the plat recorded, whether, legally, it can be enforced, and because of the length of time since it had been executed, whether it would be ac- ceptable for recordation. The Judiciary Committee reviewed Ordinance ~2286 re flammable2286 regarding flammable svorage tanks and storage tanks recommended no changes. The Judiciary Committee requested "Change of Street Names" be deleted from their Committee because the administravion has been charged with this item. An ordinance amending Map 2~S of the Zoning Ordinance (Case 71-liP) rezoning from B-~ to B-4 1000 S. Elmhurst was presented for first reading and the Clerk was requested to place it on the next agenda for final reading. AR ordinance amending Map 20S o~ the Zoning Ordinance (Case 71-12P) was presented and Trusvee Ahern, seconded by Trustee Scholten, moved vo waive the rules requiring two readings of an ordinance. Trusvee Ahern, seconded by Trustee Scholten, moved for passage of Ordinance #2322: Ord. #2322 AN ORDINANCE AMENDING MAP 20S OF THE ZONING amending Map 20S ORDINANCE (B-3 vo B-4 1050 E. PUBLIC HEALTH AND SAFETY COMMITTEE The Committee recommended the Village Board authorize the expenditure of $200 for membership $200 membership fe fee in the O'H~re Area Noise Abatement Council in the 0'Hare Area and to direct the administration to have a re- Noise Abatement presenvative attend the meetings of the Council. Council Trustee Scholten,s econded by Trustee Ahern, moved ~o con,ur with the recommendation of the Committee to pay a membership fee of $200 to 0'Hare Area Noise Abatement Council. October 19, 1971 A discussion followed regarding the esvablishment MSD treatment of a Metropolitan Sanitary District treatment plant in Des Plain~ant in Des Plaines. This has been held up at Rte. 83 & by litigation. Trustee Anderson, seconded by Tollway Trustee Scholten, moved ~or the Village administra- tiom and Mayor, acting on behalf of the Board ye write the particular agencies involved, expres- sing endorsement of MSD treavment plant in Des Plaines at Route 83 and the Tollway and recommend it be accomplished promptly. Upon roll call: Ayes: Ahem Anderson Furst Richardson Scholten Monroe Motion carried. VILLAGE MANAGER'S REPORT Appointment of The Village Manager announced the appointment of Leonard H. Dicke Leonard H. Dicke, as Village Engineer and Mrs. as Village Enginee~atalie Karney as Assistant Village Engineer, and effective November 1, 1971. Mrs. Natalie Karney as Ass't. Village Trustee Monroe, seconded by Trustee Furst, Engineer effective moved to direct the administration to present Nov. l, 1971 an ordinance amending the Traffic Code ye eliminave the provisions of parking on the sout~ side of Lincoln St. between Edward St. on the Traffic Code wesv and the alleyway on the ~ast. Charles Klehm Bids were opened for trees to be planted in the contract for 500 parkways and it was the recommendation of the trees at $15 unit Director of Public Works and Village Manager price to award the convract ~o Charles Klehm. Trustee Anderson, seconded by TrusTee Scholten, moved to award the contract for 500 trees at $15.00 unit price To Charles Klehm. Lyons Equip- ment Co. $1 ,296. ment Co. in the amounv of $1~296.00 for the pur~- for snow ~low ase of a snow plow. Trustee Furst, seconded by Trustee Richardson, moved to award the bid to R.H. October 19, 1971 Trustee Anderson, seconded by Trustee Scholten, moved to return any bid checks for trees or snow plows to the unsuccessful bidders. EAGLE SCOUTS WAYNE AND VICTOR TANABE Eagle Scouts Scoutmaster Libman of Troop 44 at the Parkview Wayne and Victor School presented Wayne and Victor Tanabe to Tanabe the President and Board of Trustees. They were accompanied by their parents. President Teichert commended the brothers on their achievements. COMMISSION APPOINTMENTS President Teichert reported the appointment of Appointment of George March to the Drainage and Clean Streams George March to Commission was to fill the vacancy created by the Drainage and the resignation of Trustee George Anderson, Clean Streams for a term to expire May 1, 1972. Commission to fill vacancy To fill the vacancy created by the resignation of E. Van Huisseling as a member of the Drainage and Clean Streams Commission, President Teichert John O'Neill to t~ recommended the appointment of John O'Neill, 1014 Drainage and Clear Greenfield Lane~ and~requested Board concurrence. COMMUNITY SERVICES AND MENTAL HEALTH COMMISSION President Teichert recommended the appointment of Appointment of Dr. Conrad Mazeski to the Community Services and Dr. Conrad Mazeski Mental Health Commission for a three year term and to the Community requested Board concurrence. Trustee Scholten, Serv. & Mental seconded by Trustee Furst, moved to concur in the Health Comm. 3 yr. President's appointment. Upon roll call: Ayes: Ahem Anderson Furst Monroe Richardson Scholten Motion carried. President Teichert recommended the appointment of Appointment of Anton Dvylis to the Community Services and Mental Anton Dvylis to th Health Commission for a two year term and requested Comm. Serv. & Board concurrence. Trustee Ahern, seconded by Mental Health Comm Trustee Richardson, moved for concurrence with 2 yr. the President's appointment. President Teichert recommended the appointment of Harriet Forten Harriet Forten as a member of the Community Services 2 yr. and Mental Health Commission for a two year term and requested Board concurrence.
