PETITIONS AND COMMUNICATIONS discussion au Mr. Eichard Hendricks, a resident of the Fairview Gardens issuance of Subdivision, appeared before the Board bo discuss the liquor licenses issuance of liquor licenses. It was his opinion the Board should consider the benefits, w~ighing them against the detriments, the problem of issuing a .liquor license to aid a restaurant owner, creating a cocktail lounge under the guise of creating a better business, and the dangers of establishing more of this type of business along Rand Road, a heavily-trafficked highway. Trustee Ahem felt the Board was granting a liquor license on the past performauce of the owner and the establishment, when the basic questiau ..was whether or not Mount Prospect wants to keep increasing its nu~oer of liquor licenses. Other members of the Board stated they were careful to judge each petition as an individual matter, considering prior business experience and prior liquor experience, and were against setting up a policy by ratio. President Teichert urged the Board to carefully consider certain guidelines the elective representatives could follc~ in the issuance of liquor licenses to determine what would serve the community best. This matter was charged to the Finance Co, l~ttee. Mr. George Flaherty, Chairman of the Industrial Development report au and Economic ComTlssion, gave a report on the progress, potential potential, and conditions that exist relating to industrial annexation expansion via potential annexation of adjacent unincorporated /and areas to create additional tsx revenue for the Village. FIRE AND POLICE CO~I±Tr~E Au ordinance was presented for second reading ~egarding fire fire and and poli~-e guards at public gatherings. Mr. James Kurmen, police guards Assistant Principal at Prospect High school, stated the at public officials of the school have voiced objection to the gatherings ordinance and requested clarification. This matter was deferred until after a joint meeting with the Fire and Police Corauittee set for March 8th at 8:00 P.M. Trustee Norris reported the Committee will submit a mem- orandum ot the Finance Committee on the matter of Fire Department personnel and equipment. JUDICIARY CO~VII'I'I'~E Trustee Ahem, seconded by Trustee Furst, moved for passage Ord. 2287 of Ordinance No. 2287: AN ORDINANCE AMENDING MAP 38S OF THE MOUNT PROSPECT Amending Map 38S ZONING ORDINANCE of Zoning Ord. -- Case ?0-13P ¢Case ?0-1BP) This ordinance rezaued the Southwest corner of Algonquin and Busse from B-3 to B-4. Upon roll call: Ayes: Ahem Furst Kilroy Norris Soderman Nays: Reiter Motion carried. February 16, 1971 Case 70-5P - Village of Mount Prospect - amend Zoning Ordinance Case 70-5P Sec. 26, Max. Heights, Sec. 27Min. Side Yard, Sec. 28 Min. Front Yards: ~he Judiciary Committee is not in agreement with the draft ordinance. The constitutionality of some of its provisions are questionable; it tends to encourage height in the Village; and the effect of the proposal would be to eliminate the necessity of requesting variations of the Board of Appeals. Property at the hk~thwest comner of Foundry and Wolf was next considered. Trustee Ahem, seconded by Trustee Reiter, moved the Acting Villsge Manager initiate a hearing before the Plan Con~.'~ssion to rezone from R-X to B-2. Upon roll call: Ayes: Ahem Norris Reiter Nays: Furst Kilroy Sodermau Teichert MOtion defeated. Trustee Ahem, seconded by Trustee Reiter, moved to deny the recommendation of the Plan Commission in approving the amendment to the Zoning Case 70-5P Ordinance $ ~. 26, M~x. Heights, Sec. 27, Minimum Side Yard, Sec. 28, Minirmmm Front Yard. Trustee Ahem, seconded by Trustee Reiter, moved to defer action on the above motion to the nex~ regular meeting March 2, 1971 and request the Plan Commission submit a supportive paper. Upon roll call: Ayes: Ahem Furst Kilroy Norris Reiter Soderman Motion carried. PUBLIC HEALTH AND SA~'~'I'~ Intersection of Evergreen and Main Street: Trustee Reiter gave a resume of the discussions held with the Intersection of Safety Commissic~ and Chamber of Commerce regarding the inter- Evergreen section of Evergreen and Main St. Mr. Jack Keefer spoke before ~i~ the Board and objected to the proposals submitted. Trustee Reiter, seconded by Trustee Kilroy, moved that the inter- section of Evergreen and Route 8B be changed by remov~,~g the stop light and "Right T~u-n 0nly" and stop si~ be placed at the entrance to Route 8B from Evergreen. Upon roll call: Ayes: Ahem Furst Kilroy Reiter Soderman Nays: Norris Motion carried. As an alternate, Trustee Kilroy, seconded by Trustee Reiter, moved that if the above plan fails to pass the State test, to follow the Crawford, Bunte plan to allow no exit all at Evergreen, with the condition that a ~nn-around bay be installed. Trustee Soderman, seconded by Trustee Furst, moved to waive the rules requiring two readings of an ordinance. Unanimous. Amending Sec. 21.20~ (e) was referred to the Building Committee Request of Motmt Prospect State Bank for "No Parking ~nytime" on portions of Maple Street and Emerson Street was referred to the Fire and Police Cosmdttee.
