ZNVOCATION Trustee Furst gave the invocation. ROLL CALL Present upon roll call: Anderson Furst Hendricks Link Richardson Scholten Teichert APPROVAL OF MINUTES OF PREVIOUS MEETING NOVEMBER ~,~1973. Corrections to minutes: Pg. 5: Add: The motdon was seconded by Trustee Richardson following Case No. ZBA-19-¥-73. After Case ZBA-21-V-73 - Pg5: Add: The motion was seconded by Trustee Richardson. Case ZBA-22-V-73 change wording from "approve" to "recommended approval of the requested repeal." Pg 3 Correct spelling of Trustee Hendricks' name in the second paragraph. Trustee Furst, seconded by Trustee Hendricks, moved for approval of the minutes of the regular meeting of November 6, 1973 as amended. APPROVAL OF BILLS Trustee Scholten, seconded by Trustee Furst, moved for approval of the following bills: General $130,461.05 Parking S~stem Revenue 5,279.29 Motor Fuel Tax 889.23 General Obligation Bond & Interest18,464.6~ Waterworks & Sewerage Depr., Impr., & Ext. 5,139.50 Operation & Maintenance 79~893.50 $240,127.23 Upon roll call: Ayes: Anderson Furst Hendrieks Link Richardson Scholten Motion carried. Trustee Schotten, seconded by Trustee Richardson, moved for approval of the Financial Report for October, 1973 subject to audit. Upon roll call: Ayes: Anderson Furst Hendricks Link Richardson Scholten Motion carried. COMMUNICATIONS AND PETITIONS Mr. Bernard Singer, i420 W. Lincoln Street, appeared before the Board as an objector to the widening of Lincoln street. He resides outside the Village limits, and had conferred with township officials regarding h~s objection. He questioned 11/20/73 hy Lincoln Street was widened to a four lane street, whether there was a need, who sponsored the project, what ~ere future plans, parking and hours permitted, trucks and what class of vehicle. Trustee Anderson re- sponded to Mr. Singer's questions explaining that Lincoln Street had been designated in the Village as a collector street as recommended by the Safety Committee to the Fire and Police Committee in order to take priority in improvements. Mayor Teichert further explained that the widening of Lincoln Street has been a 12-16 year program. MANAGER'S REPORT An agreement previously distributed between Alstot, March & Guillou, Inc. and the Village for professional and engineering services in connection with the plan- ning, design and construction of improvements to Weller Creek between School Street in Mount Prospect and Washington Street in Des Plaines was presented. For clarification, certain revisions were made to the agreement. Trustee Hendircks, seconded by Trustee Scholten, moved the Mayor and Clerk be authorized to sign and attest the agreement between Alstot, March & Guillou, the Village of Mount Prospect and City Qf Des Plaines. The Village Manager reported on various programs and projects, signalization, the right-hand turn lane at Prospect Ave. and Mt. Prospect Road. The discussion then turned to the program of leasing of automobiles for the use of the Village Manager, the Police Chief and three detectives cars. The Village Manager read a memo sent to the Mayor and the Board of Trustees under date of November 9, 1973 whereby he advised of his intentions to lease certain vehicles. He requested ratification of the action taken. It was agreed certain Guidelines should be established by the Board on the question of leasing or purchasing. Trustee Richardson, seconded by Trustee Hendricks, moved to ratify the action of the Village Manager in leasing the five specific vehicles at the price quoted. Upon roll call: Ayes: Anderson Furst Hendricks Link Richardson Scholten Motion carried. MAYOR'S REPORT Mayor Teichert proclaimed the week of December 2, 1973 as Christmas Seal week. Mayor Teichert named Rick Tiberghien, 1832 W. Palm, as a member of the Drainage and Clean Streams Commission to fill the vacancy created by the resignation of George March, for a term to May 1, 1975 and requested Board con- currence. Trustee Scholten, seconded by Trustee Hendricks, moved to concur in the Mayor's appointment of Rick Tiberghien as a menber of the Drainage and Clean Streams Commission. Rand (Crazy Nick's & Mr. Donut) Trustee Link, seconded by Trustee Scholten, moved to waive the rules requiring two readings of an ordinance. Upon roll call: Ayes: Anderson Furst Hendricks Link Richardson Scholten Motion carried. Trustee Link, seconded by Trustee Scholten, moved for passage of Ordinance #2471: AN ORDINANCE REZONING 700-720 EAST RAND ROAD FROM ~X TO B-3 (~AP 8N} Upon roll call: Ayes: Anderson Furst Hrndricks Link Richardson Scholten Motion carried. ZBA-19'V-73 Jos. Dowdle -- Lot 7 Trendel & Christensen's Resubdivision Trustee Link, seconded by Trustee Richardson, moved to waive the rules requSring two readings of an ordinance. Trustee Link, seconded by Trustee Richardson, moved for approval of Ordinance #2472: AN ORDINANCE GRANTING VARIATIONS FOR PROPERTY LOCATED ON LOT 7 IN TRENDEL & CHRISTENSEN'S RESUBDIVISION OF LAKE BRIARWOOD, MOUNT PROSPECT, ILLINOIS. Upon roll call: Ayes: Anderson Furst Hendricks Link Richardson Scholten Motion carried. Trustee Link, seconded by Trustee Scholten, moved to waive the rules requiring two readings of an ordinance repealing Sec. 14.2001, Subsection F, of Zoning Ordinance Art. XX. Upon roll call: Ayes: Furst Link Hendricks Richardson Scholten Nays: Anderson Motion carried. Trustee Link, seconded by Trustee Richardson, moved for passage of Ordinance# 2473: Trustee Anderson thought the ordinance was confusing and too restrictive and could be an allowable use in other business districts. The use discussed if for general hospitals for humans, orphanages, homes for aged and similar institutions. Trustee Link, seconded by Trustee Scholten, moved to table the above motion until March, 1974. Upon roll call: Ayes: Anderson Furst Hendricks Link Richardeon Scholten Motion carried. P.3 11/20/73 he Village Attorney was directed to take the matter before the Zoning Board of Appaals for a petition to place such a claSsification in all districts except B-1 (Shopping Cen- ter District). FIRE AND POLICE COMMITTEE Trustee Anderson stated his committee is reviewing cable TV and a report will be submitted shortly. JUDICIARY COMMITTEE Trustee. Richardson reported on various bills in the legislature which were vetoed by Governor Walker. OTHER BUSINESS A plat of subdivision known as Lincoln Square, previously executed by the Mayor and Clerk, was ~resubmitted because of a cha~ge in ownership of the property, requiring ten wording on the plat to reflect the new title holders. Mr. Richard Braun of Kaplan and Braun agreed that his company will pay for the oversizing of the sewer, in keeping with the commitment made by the previous owner. Trustee Richardson, seconded by Trustee Hendricks, moved to authorize the Mayor and Clerk to sign the Lincoln Square p%at of subdivision Subject to the original conditions of the prior owner. Algonquin. for PUD, variations and R-4 zoning was continued to the next regular meeting. A resolution appropriating $20,960 MFT funds for paying second installment MFT Sec. 42-SS-CS to Hatlen Heights storm sewer was presented.
