INVOCATION Trustee Scholten gave the invocation. ROLL CALL Present upon roll call: Anderson Furst Hendricks Link Richardson Scholten Teichert APPROVAL OF MINUTES OF OCTOBER 16, 1973 Pg. 7 Correct typographical error 1032 - 34 - 36 -38 E. Algonquin -- Pg. 11 Add to covenants on Huntzicker plat of subdivision at the southeast corner of Kensington Rd. and Wille St. "and sales, servicing and distribution of food." Trustee Richardson, seconded by Trustee Link, moved to approve the minutes of October 16, 1973 as corrected. Upon roll call: Ayes: Anderson Furst Hendricks Link Richardson Scholten Motion carried. Upon roll call: Ayes: Anderson Furst Hendricks Link Richardson Scholten Motion carried, PRESENTATION OF AWARDS FOR FIRE PREVENTION POSTER CONTEST Lt. D. Reynolds, co-chairman and Firefighter Lonnie Jackson, coordinator of the school poster program, and Paul Dasso of Randhurst Corporation, co-sponsor of the Fire Prevention program were present at the distribution of awards to the students by Mayor Teichert, who commended all those parti- cipating in this educational program. MANAGER'S REPORT The Village Manager gave status reports on vehicle sticker check-up, laying a base course on Lincoln St., the current work of drilling to determine the strata under Mt. Prospect for the purpose of deep tunneling, and stated there would be a parkway restoration, improvement of Mt. Prospect Rd. and Prospect Ave. He also stated that a tree planting program would commence within the next two weeks. 11/6/73 AYOR'S REPORT A Certificate of Merit was presented to volunteer fire- fighter Gilbert Busse by Mayor T~ichert who commended Mr. Busse on his 31 years of service to Mount Prospect. Mayor Teichert proclaimed November November 11-17, 1973 as "Everything Has A Price Week" which brought attention to the problems of shoplifting confronting merchants. OTHER BUSINESS An enabling ordinance drafted by outside counsel for flood control bond issue was presented. This is for the sale of bonds in the amount of $2,000,000. Trustee Eurst, seconded by Trustee Richardson, moved for waiver of the requirements of two readings of an ordinance. Trustee Richardson, seconded by Trustee Link, moved for passage of Ordinance #2469: ENABLING ORDINANCE Upon roll call: Ayes: Anderson Furst Hendricks Link Richardson Scholten Teichert Motion carried. A resolution approving Notice of Sale of bonds was presented and Trustee Richardson, seconded by Trustee Scholten moved for passage of Resolution #32-73: APPROVZNG NOTICE OF SALE OF BONDS Upon roll call: Ayes: Anderson Furst Hendricks Link Richardson Scholten Tie~hert Motion carried. COMMITTEE CHAZRMAN REPORTS PUBLIC HEALTH AND SAFETY The subject matter of the Public Health and Safety Committee report was the Central School at the Southeast corner of Main and Central , Cases ZBA-3-Z-73, B3 to R4, ZBA-4-SU-73 - Special Use for R-4 PUD, ZBA-5-V-73 - Variations in density, height, parking, F.A.R., and setback. The Village Manager was directed to begin negotiations with the petitioner, owner of Central School property, for the purchase of the property for municipal purposes. It was the recommendation of the Zoning Board of Appeals and the Public Health and Safety Committee to deny the petitioner's request in Case ZBA-3-Z-73 for rezoning from B-3 to R-4, and Trustee Hendricks, seconded by Trustee Furst, moved to concur in the recommendation. Upon roll call: Ayes: Anderson Furst Hendricks Link Richardson Scholten Motion carried. 11/6/73 iscussion followed with members of Senior Citizens Advisory Council in attendance, including MrS. Elizabeth Meyer and Edna Bowler as well as Kathy Stoga, senior citizen program co- ordinator, who talked with the Board about the needs for hous- ing. Mr. George Flaherty urged that some type of senior citizens housing be built and he believed the desires of the senior citizens would be a central location and there should also be concern for parents and relatives of citizens who might require this type of housing. Trustee Hendricks, seconded by Trustee Richardson, moved to concur with the recommendation of the Zoning Board of Appeals to deny the petition in Case No. ZBA-4-SU-73 - at the Central School property at the southeast corner of Main and Central for a Special Use for an R-4 PUD at that location,' Upon roll call: Ayes: Anderson Furst Hendricks Link Richardson Scholten Motion carried. Trustee Hendricks,seconded by Trustee Furst, moved to con,cur with the recommendations of the Public Health and Safety Committee and the Zoning Board of Appeals to deny the petition in Case ZBA-5-V-73 - variations in density, height, parking, F.A.R., and setback for the Central School property. Upon roll call: Ayes: Anderson Furst Hendricks Link Richardson Schotten Motion carried. It was the recommendation of the Public Health and Safety Committee to establish a Mount Prospect Housing Authority, and Trustee Hendricks, seconded by Trustee Link moved to concurs . Under discussion, attorney Bernard Lee, formerly a member of the Cook County Housing Authority, volunteered to assist in investigating possibility of funds available. Mayor Teichert summed up the discussion by stating he was not keen in establishing a housing authority until it is established just what it means, and suggested that the Village Attorney spell out what happens with a housing authority, and to ask the senior council to get the message out and receive some feedback. He recommended the previous motion be tabled or withdrawn, and not vote to create a housing authority until there is further information from the attorney and senior citizens. Trustee Hendricks, seconded by Trustee Scholten, moved to table the motion until such time as a report is recieved from the Village Attorney regarding a housing authority and the parameters and conditions in establiShing a housing authority. It was suggested that a citizens-advisory committee be formed comprised of Bernard Lee, Kathy Stoga, senior citi- zen program coordinator, and to request Mr. Joseph Grittani to also confer with the administration. The Village Manager was requested to proceed with negotia- tion with the owners of the property and to request the Mount Prospect State Bank to provide the names of the beneficiaries 11/6/73 f the Trust identified as Trust #97. BUILDING COMMITTEE Case ZBA-18-Z-73 Kamysz-Amling~ 700 & 720 E. Rand (known as Crazy Nick's and Mr. Donut) petition to rezone from R-x to B-3. The Chairman of the Building Committee recommended concurrence with the Zoning Board of AppeaIs vote to grant the rezoning to B-3 and moved for Board approval. He was seconded by Trustee Richardson. Upon roll call: Ayes: Anderson Furst Hendricks Link Richardson Scholten Motion carried. The Village Attorney was directed to prepare the necessary ordinance for consideration at the next regular Board ~eet- ing. Case No. ZBA-19-V-?3 - Joseph Dowdle - Variations to Lot 7 in Trendel & Christensen's Resubdivision - involving a rear yard variation of 20' at the northwest corner of the proposed structure and a rear yard variation of 10' at the southwest corner of the building. The Chairman of the Building Committee recommended concurrence with the Zoning Board of Appeals to grant the variation and moved the Board approve the request. The motion was seconded by Trustee Richardson. Upon roll call: Ayes:~ Anderson Furst Hendricks Link Richardson Scholten Motion carried. Case ZBA-21-V-73 - Mr. & Mrs. Novick,' 1219 Green Acres - petition for variation for antenna 60' in height. The Chairman of the Building Committee recommended concurrence with the Zoning Board of Appeals vote to grant the variation The motion was seconded by Trustee Richardson. Upon roll call: Ayes: Anderson Furst Hendricks Link Richardson Scholten Motion carried. The above matter brought into discussion revision o~ the Zoning Ordinance to take into considerat±on future requests from ham radio operators and the efficiency of radio equip- ment at varying antenna heights.' The Attorney was directed to draft an ordinance for text amendment. Case ZBA-22-V-73 - Village of Mount Prospect - Repeal of Sec. 14.2001. SUbsection F, of Zoning Ordinance Art.XX-B-3 District - (General hospitals for humans, orphanages, homes for aged and similar institutions) inasmuch as it is in conflict with Sec. 14.2001, Sebsection P, which specific- ally prohibits such use in B-3. The Chairman of the Building Committee and the Zoning Board of Appeals recommended approval of the requested repeal and Trustee Link, seconded by Trustee Richardson, moved for Board concurrence. Upon roll call: Ayes: Anderson Furst Hendricks L~nk Richardson Scholten Motion carried. 11/6/73 Trustee Link, seconded by Trustee Richardson, moved to waive the rules requiring two readings of an ordinance to amend Map 38-S. Trustee Link, seconded by Trustee Richardson, moved for passage of Ordinance #2470: AN ORDZNANCE AMENDING MAP 38-S OF THE ZONZNG ORDINANCE TO CORRECTLY REFLECT EMZSTING CORPORATE LZMITS Upon roll call: Ayes: Anderson Furst Hendricks Link Richardson Scholten Motion carried. FINANCE COMMITTEE Trustee Scholten, seconded by Trustee Richardson, moved to remove from the table the following motions: "Trustee Scholten, seconded by Trustee Richardson, moved to con- cur with the Finance Committee recommendation to grant a Class "L'~ liquor license to Danny's Barn at 303 E. sington." Upon roll call: Ayes: Anderson Furst Hendricks Link Richardson Scholten Motion carried. Attorney Bernard Lee, representing Danny's Barn, appeared before the Board on behalf of his client. He pointed out that this was not a new license but just an exchange for one that would permit later hours. A vote was taken on the tabled motion. Upon roll call: Ayes: Richardson Scholten Nays: Anderson Furst Hendricks Link Motion failed. The Finance Committee considered the Mount Shire Club request for a liquor license. The committee recommended by a vote of 3-0 to deny the request since it is a resi- .... dential developmen~'and a precedent would be a set if a lecense were granted, and the Committe~ felt that the petitioner could continue to operate as a "bottle club" as they have in the past. Trustee Scholten, seconded by Trustee Richardson, moved to concur in the committee's recommendation to deny the request. Upon roll call: Ayes: Anderson Furst Hendricks Link Richardson Scholten. Motion carried. Trustee Link requested that the Village Attorney ascertain that the special use granted for the operation of the club was being adhered to or whether the Board should further review the operation. 11/6/73 UDICIARY COMMITTEE Trustee Richardson rep~rted on various House and Senate bills. OTHER BUSINESS The Novack plat of subdivision was presented. This is a consolidation of two 25' lots on North Main Street. Trustee A~derson, seconded by Trustee Scholten, moved To authorize the Mayor To sign and the Clerk to attest, after signatures of the owners have been properly notarized and when it has been determined whether public improvement bonds are required. Algonquin for PUD, variations and R-4 ~oning were continued to the next regular meeting. A proposed agreement with Als~ott, March & Guillou, con- sulting engineers for Weller Creek bank restoration and beautification was continued To the next regular Board meeting. COMMITTEE ANNOUNCEMENTS Judiciary - Nov. 8th ~¢ consider definition of abstaining or pass votes; 2/3 or 3/4 majority voting requirements; and proposed election code. Public Health & Safety November 28th To review street lighting. Building - November 14th Finance Committee - November 19th - to review insurance safety program and the garbage con~ra~. Fire & Police - November 7th - to study Cable TV, recommen- dations of vsrious traffic improvements and control devices.
