INVOCATION Trustee Link gave the invocation. PRESENTATION OF COLORS Members of the 4-H Club of Mount PRospect presented the colors. Mayor T~ichert presented the members with a signed copy of a P~oclamation proclaiming October 6th through the 18th as 4-H Week in Mount Prospect. APPROVAL OF MINUTES OF OCTOBER 10, 1973 Trustee Furst, seconded by Trustee Scholten, moved for ap- proval of the minutes of the special emergency meeting of October t0, 1973 as submitted. COMMUNICATIONS AND PETITIONS Mrs. LeRoy Sample of the Arlington Heights Jr. Womens Club requested a waiver of fees for Mr. Ned's Circus Show to be held November 18th in the Prospect High School Gym. Trustee Scholten, seconded by Trustee Hendricks, moved to waive the fees as requested, with the exception of the out-of-pocket disbursements. Roy Heyen, a member of the Mount Prospect 4-H Club, t~lked to the Board about the activities of that organization. The Mayor and the Board were then presented with cupcakes. PRESENTATION OF CERTIFZCATE OF MERIT Mayor Teichert presented a Certificate of Merit to George T. March, former Chairman of the Drainage and Clean Streams Commission and commended him for his accomplishments. MANAGER'S REPORT The Village Manager reported delivery of two new Fire Department ambulances was expected the week of October 22nd. Mr. Eppley then gave a status report on traffic signals, resurfacing of the Maple Street parking lot, TV equip~n~!~ checking the interior of sewers, and advised the State Highway Department requested another traffic count at Shabonee. The Village Manager was directed to proceed with negotiations for a franchise arrangement~with Citizens Utility. MAYOR'S REPORT ~ Mayor Teichert proclaimed Halloween Trick o~ Treat Day on Sunday, October 28, 1973, limiting the hours for trick or treat activities to the afternoon daylight time, as a safety measure. Mayor Teichert proclaimed the week of October 22, 1973 as Nordics Week in Mount Prospect'. 10Z16/73 ayor Teichert proclaimed the week of October 21, to 27, 1973 as American Education Week. Mayor Teichert read a statement regarding Low and Moderate Income Housing and submitted to the Board "An Interam Plan fsr Balanced Distribution of Housing Opportunities for Northeastern Illinois." The proposal, along with additional materials, is being presented to the Community Services and Health Commission for review and recommendation. COMMITTEE CHAIRMAN REPORTS BUILDING COMMITTEE ZBA-8-Z-73 - Huntzicker -SE corner N. Wille and W. Kensington scheduled next on the agenda. Trustee Link, seconded by Trustee Richardson, moved to approve for second reading Ordinance #2457 rezoning the above property from R-1 to B-3. Mr. Huntzicker requested the matter of rezoning and that of granting a variation be held in abeyance pending the arrival of the petitioner's attorney. Trustee Link, seconded by Trustee Richardson, moved to table the motion and to reserve the numbers #2457 for an ordinance rezoning, and #2458 for a variation on the same property until later in the meeting. Trustee Link, seconded by Trustee Richardson, moved to authorize the Mayor and Clerk to sign and attest the plat of subdivision. FINANCE COMMITTEE Trustee Scholten, seconded by Trustee Furst, moved to waive the rules for the consideration of an item not on the agenda'- proposed issuance of a Class L liquor license for Danny's Barn. Upon roll call: Ayes: Hendricks Link Richardson Scholten Nays: Anderson Furst Motion carried. Trustee Scholten read a report from the Finance Committee recommending issuance of a Class L (Late Hour) liquor license for Danny's Barn, 303 E. Kensington, and moved for concurrence with the Committee report. Trustee Richardson seconded the motion. Discussion followed and Trustee Hendricks, Furst and Anderson voiced oppo- sition to a 4:oo A.M. closing,on the basis that it would set a precedent. Trustee Scholten, seconded by Trustee Richardson, moved to table the motion concerning the additional Class L license. Trustee Furst stated he questions t~at Kind of an operation at that location (Countryside Court - Huntington Commons). OTHER BUSINESS A plat of subdivision - First Federal Savings & Loan Assoc. of Chicago's Subdivision - Lot 1 between Main St. and Rand Rd. was presented. This is a consolidation of two lots into one. Trustee Richardson, seconded by Trustee Link, moved to authorize the Mayor and Clerk to sign and attest the plat of subdivision. Carboy Rd. on a pre-annexation agreement. Trustee Furst, seconded by Trustee Scholten, moved for passage of Resolution 28-73: A RESOLUTION DIRECTZNG THE EXECUTION OF AN ANNEXATION AGREEMENT REGULATING THE ANNEXATION OF PROPERTY LOCATED ON MAP 47-S IN THE ZONING ORDINANCE ZF THE VILLAGE OF MOUNT PROSPECT Upon roll call: Ayes: Anderson Furst Hendricks Link Richardson Scholten Motion carried. A public hearing on a pre-annexation agreement was held for property adjacent to and south of Algonquin Road and ad- jacent to and east of Briarwood Drive -Nathan Geller, peti- tioner. During a pause in the hearing, the Village Attorney was directed to prepare a suitable ordinance implementing the state statute to require disclosure of owners of land trusts. A memorandum submitted by the Deputy Clerk regarding the proposed election code was referred to the Judiciary Committee. EXECUTIVE SESSION The Mayor called an Executive Session at 11:00 P.M. to discuss the vacation pr$ce factor f~r Davidson Avenue and land acquisition. The meeting reconvened at 11:50 P.M. Present upon roll call: Anderson Furst Hendricks Link Richardson Scholten Teichert The Board agreed upon a purchase price negotiated be- tween various appraisal made on the property in the amount of $14,900.00 for vacation of Davidson A~enue. Trustee Anderson, seconded by Trustee Richardson, moved to waive the rules requiring two readings of an ordinance for the purpose of vacating Davidson Avenue and a public alley.
