HomeMy WebLinkAbout07/03/1973 VB minutes MINUTES OF THE REGULAR MEETING OF THE MAYOR AND BOARD OF TRUSTEES July 3, 1973 CALL TO ORDER Mayor Teichert called the meeting to order at 8:30 P. M. INVOCATION Trustee Link gave the invocation. ROLL CALL Present upon roll call: Hendricks Link Richardson Scholten Teichert Absent: Anderson Furst APPROVAL OF MINUTES OF PREVIOUS MEETINGS June 19, 1973 regular meeting: Trustee Richardson, seconded by Trustee Link, moved for approval of the minutes of the June 19, 1973 regular meeting as submitted. Upon roll call: Ayes: Hendricks Link Richardson Scholten Motion carried. APPROVAL OF BILLS Trustee Scholten, seconded by Trustee Richardson, moved for approval of bills in the following amounts: General $117,882.30 Parking System Revenue 90.95 Waterworks & Sewerage 17,366.13 $135,339.38 Upon roll call: Ayes: H~ndricks Link Richardson Scholten Motion carried. COMMUNICATIONS AND PETITIONS Request of Edward Datz, 921 S. Louis for review of airplane noise abatement was referred to the Village Manager. Robert Moore, attorney representing J. Brickman - petitioner in Case 72-10P, requested a continuance of his hearing before the Board because of the absence of two Trustees. The Board will consider this matter at the special meeting to be held July 24th. MANAGER'S REPORT The Village Manager reported on Lincoln Street improvement - sidewalk, curb and gutter to Busse and the program on defective curbs and gutters in the downtown area, and the improvements at Central and North Main with new traffic lights mounted on new master arms~ MAYOR'S REPORT MaYor Teichert proclaimed the week of July 16, 1973 as Mosquito Control Week in the Village, in conjunction with a program of the 4-H Clubs. Mayor Teichert reported on a discussion held with Prospect Meadows home owners and conversations with Mayor Walsh of Arlington Heights re- garding incorporation or annexation of approximately 180 single-family homes. Questions were answered concerning tax base, services, etc. ayor Teichert reported on the proposed annexation of the Fanslow property, comprised of three acres of land immediately west of the Old Ivy apartments on Algonquin Road. Papers are now being pre- pared for a petition before the Zoning Board of Appeals. A memorandum was submitted to the Village Board by Mayor Teichert in which he urged the members to consider adoption of some minimum requirements for petitions, conforming to the basic requirements prevailing throughout the State, assuring the Board of the genuine- ness of the document. Mayor Teichert reported on Police Department strength and attached to his memorandum was a breakdown of working personnel in the patrol section, showing the patrol is at full strenghth 85% of the time. COMMITTEE CHAIRMEN REPORTS JUDICIARY COMMITTEE Trustee Richardson reported on HB 911, stating no further action would be taken until Fall, and SB 225, which was passed and is awaiting the Governor's signature. PUBLIC WORKS COMMITTEE Trustee Furst reported on the Wedgewood Terrace Special Assessment #72 and recommended concurrence with the Board of Local Improve- ments in approval of Special Assessment #72. Trustee Hendricks, seconded by Trustee Link, moved to concur with the recommendation of the Board of Local Improvements and the Public Works Committee in approval of Special Assessment #72. Upon roll call: Ayes: Hendricks Link Richardson Scholten Motion carried. OTHER BUSINESS Trustee Hendricks~ seconded by Trustee Link, moved to authorize the Plan Commission to hold public hearings regarding the amendment of the Comprehensive Plan for the Village of Mount Prospect - hearings to be held July 11 and 25 at 8:00 P. M. Upon roll call: Ayes: Hendricks Link Richardson Scholten Motion carried. ITEMS TO BE REFERRED Cases ZBA-3~-73, ZBA-4SU-73 and ZBA-5V-73 all relating to the Central School property at Main and Central were referred to the Public Health and Safety Committee. Cases ZBA-6-SU-73 15+ acres west side of Busse south of Higgins Creek PUD, and 72-17P petition of Standard Oil station on Rand will be con- sidered by the Building Committee July llth.
