INVOCATION Trustee Hendricks gav~ the invocation. This special meeting of the Mayor and Board of Trustees of the Village of Mount Prospect was called by Mayor Teichert on Friday, October 18, 1974 pursuant to Chapter 2 "The Board of Trustees" Section 2.103 "Meetings" as specified in the Municipal Code of Mount Prospect. ROLL CALL Present up0n~oll call: Teichert Anderson Caylor Gustus Hendricks Richardson Scholten The purpose of the meeting was to determine the dollar amount of a bond issue concerning municipal land acquisition.. Mayor Teichert also stated two other matters would be considered; namely, an ordinance concerning creation of a Downtown Re- development Commission and authorization for the Village Attorney to intervene in.litigation involving the Old Town Sanitary District and the Metropolitan Sanitary District. EXECUTIVE SESSION At 8:18 PM May6r Teichert requested the Board to recess to act as a Committee-of-the=Whole with the Library Board in Executive Session. The Board reconvened at 9:15 PM. Present upon roll call: Teichert Anderson Cay!or Gustus Hendricks Richardson Scholten BOND ISSUE Trustee Scholten, seconded by Trustee Richardson,.moved the Board approve a $4,000,000.00 bond issue as per Table 3 of the proposal from Paul D. Speer & Assoc. Inc. which would $4,000,000. be over a 20-year period, based on a 6~% interest with an Bond Issue average rate of 1.58. Considerable discussion followed. Mr. John Parsons, President of the Library Board, Mr. Robert McBride of the Planning Commission, and the following citizens requested clarification ~-- of the action before the Board: R. Roll Call vote on motion: Ayes: Richardson Scholten Anderson Caylor Gustus Teichert Nays: Hendricks Motion Carried. rustee GustuS, Seconded by Trustee Richardson, moved to waive the rules to bring the subject of litigation to the floor. Upon roll call: Ayes: Anderson Caylor Gustus Hendricks RichardsonScholten Motion Carried. Mayor Teichert reported there is litiggtion between Old Town Old Town Sanitary District in ProsPect Heights and the Metropolitan Sanitary Sanitary District which would impose double taxation. Wheeling has intervened ~n the suit o~er this jUrisdictionai question. -- Trustee Hendri~ks, seconded by Trustee Richardson, moved to authoriZe the village Attorney to intervene in the same lit- igation oX: behalf of the Village of MoUnt· Prospect. Upon roll call: Ayes .... Anderson Caylor Gustus Hendricks Richardson Scholten Motion carried. Trustee Richardson, seconded by Trustee Caylor, moved to waive the rules to consider an ordinance for the creation of a Business Business District Deve~lopment and Redevelopment CommissiOn, District Upon Roll Call: Ayes: Anderson Caylor Gustus Hendricks Richardson Schol~en Motion Carried. Trustee SchOlten, seconded by Trustee RichardsOn, moved to waive the rules requiring two readings of the above ordinance. Upon roll call: Ayes: Caylor Gustus Hendricks Richardson Scholten Nays: Anderson Motion carried. Trustee Richardson, seconded by Trustee Scholten, moved for passage of Ordinance No. 2532: AN ORDINANCE AMENDING ARTICLES XIII OF CHAPTER FIVE OF THE MUNICIPAL CODE Upon roll call: Ayes: Anderson Caylor Gustus Hendricks Richardson Scholten Motion Carried.
