ROLL CALL Present "upon roll call: Anderson Caylom Gustus Richardson Scholten Teichert Absent: Hendricks APPROVAL OF MINUTES OF JULY 2, 1974 Correction: An ordinance previously presented for first read- ing, incorrectly titled "An ordinance annexing property gen- erally located at the "Northwest" corner of Elmhurst A~enue and Kensington Road" was corrected to read "Northeast." Trustee Richardson, seconded by Trustee Caylor, moved to ap- prove the minutes of July 2, 1974 as corrected. Trustee Seholten, seconded by Trustee Richardson, moved for approval of the f~nancial report for June, 1974 subject to audit. Upon roll call: Ayes: Anderson Caylor Gustus Richardson Seholten Motion carried. MANAGERS'S REPORT The Village Manager reported on the bid tabulations for the Lonnquist storm sewer project. It was the recom- mendation of the consulting engineers and Director of Engineering that the contract be awarded to Rossetti Contracting Co., Inc., the low bidder, in the amount of $144,763.80. Trustee Gustus, seconded by Trustee Richardson, moved to authorize the return of the bid security checks to other than The low bidder. U~on roll call: Ayes: Anderson Caylor Gustus Richardson Scholten Motion carried. The Village Manager reported on other varioBs village programs and projects. COMMITTEE CHAIRMEN REPORTS A. BUILDING COMMITTEE ZBA-21-V-va James Avotio, 909 Palm Dr. petition for variation to place air conditioner compressor in side yard. The Build- ing Committee concurred with the recommendation of the Zoning Board of Appeals to grant the variation but suggested the air conditioner installed should be of a more noiseless variety than some in operation. Trustee Caylor, seconded by Trustee Scholten moved to concur with the recommendation of the Building Committee and Zoning Board of Appeals ro grant the variation. Upon roll call: Ayes: Anderson Caylor Gustus Richardson Sch~ten Motion carried. Trustee Caylor, seconded by Trustee Scholten, moved to direct the issuance of a building permit ~ with an ordinance to be pre- sented at the next regular Board Meeting. Upon roll call: Ayes: Anderson Caylor Gustus Richardson Scholten Motion carried. ZBA-24-V-74 Geo. Anderson, 1005 W. Isabella, petition for variation for parking spaces, Loading zones, size of stalls at 1350 W. Northwest Highway. Trustee C~ylor, seconded ~y Trustee Scholten, moved to concur in the recommendation of the Zoning Board of Appeals and approve the variations as set forth in Case ZBA-24-V-74. Upon roll call: Ayes: Caylor Gustus Richardson Scholten Pass: Anderson Motion carried. Case ZBA-20-V-74 John Daniels, 101 W. Prospect, variation for use of mcre than 75% of lot, no parking spaces, no loading zone. The Zoning Board of Appeals and the Building Committee recommended granting the requested variations. Trustee Caylor, seconded by Trustee Scholten, moved to concur on the recommenda- tion of the Zoning Board of Appeals, and the Building Comm- ittee to grant the requested variations. Page 2 July 16, 1974 FINANCE COMMITTEE Trustee Scholten read for first reading an ordinance creating 2 Class "R" liquor licenses with intent to issue to Jo'Jo's Restaurant and Randhurs~ Corned Beef Center. Motion carried. JUDICIARY COMMITTEE Trustee Richardson, seconded by Trustee Caylor, moved to con- cur with the Judiciary Committee recommendation to perticipate in the financial assistance to the Northwest Municipal Con- ference for a full or part-time Executive Secretary, up to $1,000 for one year, with the condition that the Village is furnished with periodic appraisals of the program before con- sideration of any additional funding. Upon roll call: Ayes: Anderson Caylor Gustus Richardson Scholten Motion carried. Trustee Richardson, seconded by Tr%stee Gustus~ mcved to con~ cur with the Judiciary Committee recommendation that effective ~mmediately the Village discontinue the services of the lobby- i~ services of Mr. William Watson, and ~sk that the Village Manager so advise Mr. Watson and other members of the Suburban Assoniation of Municipalities. OTHER BUSINESS TrusTee Richardson, seconded by Trustee Caylor, moved for waiver of the rules requiring two readings of an ordinance of voluntary annexation of the Geller Shopping Center. Trustee Scholten, seconded by Trustee Anderson, moved zo authorize the Mayor and Clerk nc si~n and arrest the plat of annexation involved in Ordinance =2511. Trustee Scholten, seconded by Trustee C~aylor, moved ro waive the requirements of ~wo readings of %he following three ordinances in connection with Annexation Ordinance #2511. Page 4 July 16, 1974 Trustee Richardson, seconded by Trustee Scholten, moved for passage of Ordinance #2516: AN ORDINANCE ANNEXING PROPERTY GENERALLY LOCATED AT THE NORTHEAST CORNER OF ELMHURST AVENUE AND KENSINGTON ROAD Upon roll call: Ayes: Anderson Caylor Gustus Richar~.~son Scholten Motion carried. Mr. Robert Neuman, 616 N. Elmhurst Avenue and Mr. John Walker, ? N. Pine, questioned the Board on the possible use of the property. They were advised no building permits have been applied for in the Village and are automatically annexed as R-X classification. Trustee Anderson, seconded by Trustee Caylor, moved to author- ize the Mayor and Clerk to sign and attest the plat of annex- ation of the above property. Upon roll call: Aye.s: Anderson Caylor Gustus Richardson Scholten Motion carried:!' An ordinance granting MSD permission to install a 60" inter- ceptor was referred to the Village Attorney and will be pre- sented to the MSD Board of Trustees for further consideration.
