PRESENTATION OF COLORS The 4-H TNT Club of Mount Prospect presented the colors. INVOCATION Trustee Floros gave the invocation. Hunt Club Dr. read a statement regarding a request to dedicate Hunt Club Drive and Hun- tington Commons Road to the Village. Mr. Gerard DelGiudice, 1330 Mallard Dr. talked about the traffic generated on Hunt Club Drive and Huntington Commons Road. Trustee Rhea, seconded by Trustee Richardson, moved, subject to the legal ability of the Village to acquire title to the land known as the streets of Huntington Commons and Hunt Club Roads in the Huntington Commons complex, the Village would accept dedication of the right-of-way of those streets in behalf of the Village. Ken Monahan, a resident of Windsor Estates, acted as spokesman for homeowners in that area who requested paving of the roads in the subdivision. It is alleged the developer had run out of funds to complete the improvement. Trustee Wattenberg, seconded by Trustee MintOn,moved for the approval of the Arrow Road Construction Company to begin repairing of the streets in Windsor Estates.to be included in a supplemental resolution for the 1975 MFT Maintenance Program. Residents of Windsor Estates advi§ed~,the Board about the need for curb repair but were informed such work was not monetarily feasible at this time. RES 29-75 Trustee Wattenberg, seconded by Trustee Minton, moved for Passage of Resolution =29-75: SUPPLEMENTAL RESOLUTION FOR MAINTENANCE OF STREETS AND HIGHWAYS BY MU'NICIPAL'I'~Y UNDER THE ILLINOIS HIGHWAY CODE ($81~000.00 1975 'MFT 'Maint'enance P'rogram') Miss Donna Fey, a member of the 4-H Club, presented Mayor Teichert with a plaeue commemorating 4-H Week and gave a report on the activities of the organization. Mrs. Patricia Scola talked about her 13-year old son who was cited for an infringement of the safety rules and brought to the attention of the Board the fact that no identification had been shown as evidence of the authority and further, when they appeared at the Village Hall in response to the citation, Mrs. Scola and her son waited for approximately three-quarters of an hour before being advised the person conducting the pro- gram would not be present. The matte.r was referred to Chief Doney for investigation. Mrs. Dorothy Grieve, 309 N. Emerson, talked about the need for a stop sign at Isabella and Emerson. Trustee Floros advised Mrs. Grieve that the Safety Commission had recommended such action. A petition was turned over to Trustee Floros for action in Committee. MAYOR'S REPORT Lt. L. Wuollett of the Fire Prevention Bureau, and Lonnle Jackson, Inspector, accepted in the name of the Fire Depart- ment, second prize award from the National Fire Prevention Association. MANAGER'S REPORT RES. 30-75 Trustee Hendricks, seconded by Trustee Minton, moved for passage of Resolution 20-75: PROVIDING FOR THE RETIREMENT OF CERTAIN MUNICIPAL INDEBT- EDNESS BY THE USE OF MFT FUNDS (SOUTHWEST STORM SEWER IMPROVEMENT, MFT SEC. 42-SS-CS) Pg. 2 10-7-75 ($19,959~52 Special Assessment for Hatlen qeigqts Storm Sewer ) Upon roll call: Ayes: Floros Hendricks Minto~ Rhea Richardson Wattenberg Motion carried. Trustee Minton, seconded by Trustee Hendricks, moved to accept the Public Improvements in St. Emily's Resubdivision and the First Addition to St. Emily's Resubdivision. Mayor Teichert reported that Norman Kozy had resigned from the Zoning Board of Appeals and named Ken Petrine to fill the unexpired term to May 1, 1977. AN ORDINANCE GRANTING A FRONT YARD REQUIREMENT VARIATION FOR 2592 PROPERTY LOCATED AT THE NORTHEAST CORNER OF MEMORY LANE AND ELMHURST AVENUE, MOUNT PROSPECT, ILLINOIS Upon roll call:' Ayes: Floros Hendricks Rhea Richardson ~ Wattenberg Motion carried. FINANCE COMMITTEE The Finance Committee s unanimously in favor of acquiring Citizens Utilities Company, if it is economically feasible. Trustee R~ea, seconded by Trustee Floros, moved to direct CITIZENS the Village Manager to enter into discussion with Citizens UTILITIES Utilities Company with the intention of conducting negotia- tions for its acquisition by the Village. Trustee Hendricks requested that the Finance Committee con- sider his application four tuition reimbursement at the cost of $45. to cover three seminars at Narper Junior College dealing with municipal finance. The Committee recommended approval and reouested Trustee Hendricks to address the Board in his own behalf. Following an exolanation of the courses ~nvolved and ~rust~e Hend~icks' desire to attend these seminars, the matter was opened for discussion. Mrs. Marie Caylor and Miss Idyl Nipper opposed the expenditures of any unbudgeted monies for this purpose. Trustee Rhea, seconded by Trustee ~loros, moved the Village Board amend the current budge~ by the amount of $45. for the specific purpose outlined in the Committee report. Further discussion followed and Trustee Floros, seconded by Trustee Rhea, called for the question. Upon roll call: Ayes: Floros Hendricks Rhea Richardson Wattenberg Motion carried. Roll call on the motiom to amend the budget: Ayes: Floros Wattenber§ Nays: Rhea Richardson Teichert Pass: Hendricks The Mayor requested the Clerk to note the vote constituted four "Nays" and two "Ayes", because an abstaining vote is included with the majority. Trustee Hendricks questioned the Chair on whether a vote on the mo~ion would constitute a conflict of interest. Trustee Hendricks, seconded by Trustee Richardson, moved for RES. 31-75 passage of Resolution No. 31~75: A RESOLUTION DIRECTING THE EXECUTION OF AN~ANNEXATION AGREEMENT REGULATING THE ANNEXATION OF PROPERTY LOCATED ON MAP 23-S IN THE ZONING ORDINANCE OF THE VILLAGE OF MOUNT PROSPECT Upon roll call: Ayes: Floros Hendricks Rhea Richardson Wattenberg Motion carried. The Northern Illinois Plan Commission re- quested comments on the proposed developments. Trustees exoressed opinions that the developments would exceed Village density ordinances, height requirements and would generate more traffic. Mayor Teichert stated he would seek more in- formation.
