INVOCATION Trustee Minton gave the invocation. PURPOSE O? MEETING Special meeting of the~Mayor and Board of Trustees of the Village of Mount Prospect called by Mayor Teichert on Fri- day, August 8, 1975 pursuant to Chapter 2 "The Board of Trustees~" Section 2.103 "Meetings" as specified in the Municipal Code of Mount Prospect for the purpose of revenue funding for budget amendment. ROLL CALL Present upon roll call: Teichert, Ftoros, Hendricks, Minton Rhea, Wattenberg Absent: Richardson Trustee Rhea moved, seconded by Trustee Minton, for a waiver of the rules requiring two readings of Ordinance 2576 granting a Class W liquor license to Fellini's Restaurant. Uoon roll call: Ayes: Floros, Minton, Rhea, Wattenberg Nays: Hend~icks Motion carried. Trustee Rhea moved, seconded by Trustee Minton for passage of Ordinance 2576 AN ORDINANCE AMENDING SECTION 13.107 ~O~h~H6 MUNICIPAL CODE Upon roll call: Ayes: Floros, Minton, Rhea, Wattenberg Nays: Hendricks Motion carried. Trustee Floros moved, seconded by Trustee Hendricks, for the elimination of the Social Service program knowm as PROSPECTUS be phased out withir 90 days. Upon roll call: Ayes: Floros, Hendricks Nays: Minton, Rhea, Wat~ehbem§ Motion defeated. Trustee Floros moved, seconded by Trustee Hendricks, to suspend all hiring of oerson~el for the balance of the fiscal year unless approved by the Village Board. Upon roll call: Ayes: Floros, qendricks Nays: Minton, Rhea, Wattenbe~g Motion defeated. Trustee Floros moved, seconded by Trustee qendricks, the Village Board terminate the policy of granting free auto- mobile stickers to village employees and to members of boards and commissions. Pg. 1 Aug. 12, 1975 -errance Frakes, 506 Highland, requested information re- garding cost to village for free stickers. George Flaherty, 319 S. George St. suggested only volunteers receive free stickers. Upon roll call: Ayes: Floros, Hendricks, Rhea Nays: Minton, Wattenber§, Teichert Motion defeated Trustee Floros, seconded by Trustee Hendricks, moved the budget be amended to reduce the parttime and over time pay in the Public Works Department by a total of $30,000. James Griefs, 103 E. Hiawatha, requested clarification of reduction. Ida Nippe'r, 1216 Meadow Lane spoke in~oDoosi'tion to motion. Upon roll call: Ayes: Floros, Hendricks Nays: Minton, Rhea, Wattenberg Motion defeated. Trustee Floros, seconded by Trustee~Hendricks, moved the REDUCTION budget be amended, to re-duce the alqocated amounts for the IN PW BUDGET Public Works by $30,000, the-reduction to be s~read into line items of the budget, at the d~scre-tion of the Manager. James Grier requested clarification of motion. George Flaherty suppor,ted motion. William Radtke, 518 N. Russel, opposed motion. Upon roll call: Ayes: Floros, Hendricks, Minton Rhea, Wattenberg Motion carried Mayor Teichert called for vote on question on the floor. Upon roll call: A~es: Floros, Hendricks Nays; Minton, Rhea, Wattenberg Motion defeated. Trustee Floros moved, seconded by Trustee Hendricks, that the Village Board eliminate $8,900 fro~ the Engineering Department budget. Upon roll call: Ayes: Floros, HendriEks Nays: Minton, Rhea, Wattenberg Motion defeated. George Flaherty at first supported the motion but later withdrew his support. Ida Nipper spoke in opposition to motion. Trustee Floros moved, seconded by Trustee Hendricks, that the budget be amended to reduce the budget allocation for PD BUDGET the Police Department of $20,000, the soecific line reduc- REDUCTIO~ tions to be made at the discret}on Of the administration. Upon roll call: Ayes: Floros, Hendricks Nays: Minton, Rhea, Wattenberg Motion defeated. Trustee Floros moved, seconded by Trustee Hendrick~, that a $3.00 tax per residential dwelling unit be assessed against any new structure not on the tax rolls when an Occupancy Certificate therefor is granted and until such dwelling unit is placed on the county assessor's rolls. Terrance Frakes and James Grier asked for clarification of motion. Grier withdrew Question. Trustee Minton moved, seconded by Trustee Rhea, that the motion be referred to the Finance Committee. Upon roll call: Ayes: Hendricks, Minton, Rhea, Wattenberg Nays; Floros Motion carried. Mayor Teichert stated that the motion just carried is in the form of a motion to table and because the original motion does not disappear, when the committee reports back it will be appropriate then to bring the motion back from the table in the form of a recommendation and it will be allotted a vote. Trustee Minton stated he would accept the charge of an Ordinance to amend Chapter 17 of the Municipal Code of the Village of Mount Prospect in its entirety and asked that persons present wishing to be heard could come be- fore the board. Clarence 5chlaver, Executive Director of the Chamber of Commerce voicedobjection to the proposed ordinance regarding taxation of businessesL~o~n~ia~square footage basis. He present- ed in evidence several letters from business and industry in the village which oppose the proposed tax. The following also appeared protesting: George Anderson, 1005 Isabella St., Attorney Bernard Lee, Lewis Howitz, Vice President of Multigraphics Corp, Paul Dasso, Randhurst Corp., Oscar Stehlick of Venture Stores. George Flaherty spoke in favor of the tax. RECESS The meeting recessed at 10:15 P.M. and reconvened at 10:25 P.M. The following interested citizens spoke on the motion: George Flaherty, Vivian Martin, lO1 WaPella, Ida Nipper. Upon roll call: Ayes: Floros, Hendricks, Minton, Rhea, Wattenberg Trustee Rhea reauested the matter of increased service charge to Water Department De ~laced on the September 2,~1975 agenda for the Board of Trustee meeting with recommendation from'the Finance Committee.
