INVOCATION Trustee Hendricks gave the invocation. ROLL CALL Present upon roll call: Anderson Caylor Gustus Hendricks Richardson Scholten Teichert APPROVAL OF MINUTES OF PREVIOUS MEETINGS Trustee Caylor, seconded by Trustee Richardson, moved to approve the minutes of the regular meeting of January 21, 1975 as submitted. Upon roll call: Ayes: Anderson Caylor Gustus Hendricks ~.~ Richardson Scholten Motion carried. Correction of minutes of the special meeting held January 28, 1975: Vote on reconsideration re Rob Roy Golf Course was carried by a five to two vote. Vot,e on motion appealing the ruling not to open the meeting to public debate should show Ayes: Anderson Hendricks Caylor and Nays: Scholten Gustus Richardson. On final motion add: ',The Chair ruled that it would require five votes for the motion to carry." Trustee Scholten~ seconded by Trustee Gustus, moved to ap- prove the minutes of the special meeting held January 28, 1975 as amended. Trustee Scholten, seconded by Trustee Hendricks~ moved to ratify the action taken at the special meeting held January 28, 1975. VILLAGE MANAGER'S REPORT The Village Manager introduced Mike Johnson, a student in- tern from Forest View High School and gave a status report on various Village programs and projects. Page 1 MAYOR'S REPORT Tom P~trik of the Fire Department Explorer Post 319 was presented with the Eagle Scout badge in the presence of his parents and Boy Scout officials who commended him for his achievement. Trustee Scholten, seconded by 'Trustee Gustus~ moved to waive the rules to consider a resolution in tribute to the late State Representative Robert S. Juckett. Trustee Scholten, seconded by Trustee Richardson, moved for passage of Resolution 3-75: Resolution #3-75 A RESOLUTION IN TRIBUTE TO :THE LATE STATE REPRESENTATIVE ROBERT S. JUCKETT Upon roll call: Ayes: Anderson Caylor Gustus Hendricks Richardson Scholten Teichert Motion carried. Mayor Teichert advised the Board of receipt of a letter from Ross Mardies, O'Keefe, attorneys, concerning a hearing before the Illinois Commerce Commission regard- Citizens Util. ing a petition of Citizens Utilities for a rate increase Water Service in water and sewer set,vice. To continue defending the citizens in this matter would cost the Village an addi- tional $10,000. and Mayor Teichert asked for the sense of the Board. Trustee Scholten requested the. item be referred to the Pi~ance Committee for consideration on February 17th. Considerable discussion followed and Trustee Schol~en, seconded by Trustee Richardson, called for the order of the day because there had been no waiver of the rules and it was not a matter on the agenda. Upon roll call: Ayes: Anderson Caylor Gustus Hendricks Richardson Scholten. Motion carried. COMMITTEE CHAIRMEN REPORTS BUILDING COMMITTEE Trustee Caylor presented for first reading an ordinance granting a variation in Case ZBA-47-V-74 D. Tector, ZBA-47-V-74 222 N. William, screen house on existing slab, and also first reading of an ordinance granting a variation at the southeast corner of Forest and Thayer, Case ZBA-48-V-74~ petitioner John Mullowney.' FINANCE COMMITTEE Trustee Scholten reported the Colony Club at Oakton and Route 83 had withdrawn the petition for a liquor llce~se, pending application at a laterdate. Colony Club Liquor -- PUBLICHEALTH AND SAFETY COMMITTEE License Trustee Hendricks, seconded by Trustee Gustus~ moved, the Village Board concur with the recommendation of the Public Health and Safety Committee and the Safety Commission to amend the entire section of the Municipal Code regarding Page 2 2-4-75 flags and pennants and further, to concur with the recom- mendation of the Village Manager To withdraw the previously issued violation notices that were sent To local businesses in 3ctober~ 1974. Upon roll call: Ayes: Anderson Caylor Gustus Hendricks Richardson Scholten Motion carried. The Manager was mequested to have the administration send letters regarding withdrawal of the violation notices and advise the business owners of ~he action taken by the Village Board. PUBLIC WORKS COMMITTEE Trustee Gustus~ seconded by Trustee Hendricks, moved to con- cur wi~h the Public Works Committee regarding the MFT Main- tenance Pro,ram f~r. ~975- for m.ainten~n~e materials and main- Tenance work in the amount of S200.000. Upon roll call: Ayes: Anderson Caylor Gustus Hendricks Richardson Scholten Motion carried. Trustee Gustus, seconded by ?rustee Anderson, moved for passage of Resolution 4-75: Resolution =4-75 MFT MAINTENANCE 1975 Upon roll call: Ayes: Anderson Caylor Gustus Hendricks Richardson Scholten Motion sarried~ Trustee Gustus, seconded by Trustee Scholten: moved To con- sider MFT project priorities, a matter not on the agenda. Upon roll call: Ayes: Anderson Caylor Gustus Hendricks Richardson Scholten Motion carried. TrusTee Gustus~ seconded by Trustee Scholten, moved to list the priorities and named the recommendations. However, there was considerable discussion and Trustee Gustus, seconded by TrusTee Scholten, withdrew the motion because it was deemed not advisable To tie up the MFT funds~ and therefore would be reconsidered further in Committee. OTHER BUSINESS Listed on the agenda was the proposed annexation of property north of Euclid Ave. south of Alton Road adjacent to River Trails Park District property and also under that jurisdiction. Mayor Teichert read a letter filed as an official objection by the Prospect Heights Rural Fire Protection District. In view of the objection it was deemed inadvisable to have another fire department in control of that property. A first reading of the annexation ordinance was presented and in the meantime, there would be clarification on the objection before the second read- ing at the next regular meeting.
