INVOCATION Trustee Floros gave the invocation. ROLL CALL Present upon roll call: Teichert Floros Hendricks Rhea Richardson Wattenberg Absent: Minton APPROVAL OF MINUTES OF DECEMBER 7, 1976 Trustee Floros, seconded by Trustee Hendricks, moved to approve the minutes of December 7, 1976 with the following correction: Resolution 35-76 should read "A Resolution Authorizing the Acquisition of Certain Real Estate by Condemnation, if Necessary, which real estate is generally Located on the East side of Maple Street and South Side of Prospect Avenue." Upon roll call: Ayes: Floros Hendricks Rhea Richardson Wattenberg Motion carried. APPROVAL OF MINUTES OF DECEMBER 13, 1976, Trustee Rhea, seconded by Trustee Richardson, moved to approve the minutes of December 13, 1976. Upon roll call: Ayes: Floros Hendricks Rhea Richardson Wattenberg Motion carried. Trustee Richardson, seconded by Trustee Hendricks, moved to ratify the action taken December 13, 1976. MANAGER'S REPORT The Village Manager requested Oivil Defense Volunteer Personnel be granted a Village vehicle sticker free of charge in recognition of the man-hours they devote to the Village. Trustee Wmttenberg, seconded b~ Trustee Hendricks, moved to grant Civil Defense Volunteer Personnel a free Village vehicle sticker. Upon roll call: Ayes: HendriOks Rhea Richardson Wattenberg Nays: Flores Motion carried. Trustee Wattenberg, seconded by Trustee Hendrick~, moved to charge ~1.00 for Village vehicle stickers to th~se persons designated as permanen: disabled heads, of households as established by Federal Governmental standards. Upon roll call: Ayes: Flores Hendricks Rhea Richardson Wattenberg Motion carried. MAYOR'S REPORT The Mayor nresented certificates of merit. Mayoral appointments were carried over to the January board meetings. Trustee Richardson, seconded by Trustee Hendricks, moved for passage of Resolution #36-76: A RESOLUTION FOR THE HOLIDAY SEASON Upon roll call: Ayes: Flores ~endricks Rhea Richardson Wattenberg Motion carried. The Mayor addressed the questio~ of elected officials compensation as delineated in his memo (12-17-76) to the Board. Discussion commen ced. Trustee Wattenberg, seconded by Trustee Richardson, moved to increase elected officials compensation by 50%. Upon roll call: Ayes: Richardson Wattenberg Nays: Flores Hendricks Rhea Motion failed. The Mayor then asked for a motion to rescind elected officials compensation in its entirety. Request failed for lack of a motion and second. The Mayor brought the Old Orchard Country Club amendment to the consen~ decree to the floor. Oerry Falcon, President of Falcon Development Co., presented a case for relocation of density within the Old Orchard development. Emmet Stains, resident of Colony Country, main spokesman for the residents, spoke against granting the variation because it would destroy the original character of the area. Ken Den, Jim Chase, Arnold Siegal, Irene Chamblis, Jack Rogers, George Flaherty reiterated the above named criticism. Aldermen Ed Bryant, Bill Maulowski of Prospect Heights requested the Village to delay any action until the City of Prospect Heights can study the proposal for its effect on the City of Prospect Heights. Terry McGovern, President of Prospect Heights Homeowners Association, made the same request. Harold Cocao, resident of Colony Country, asked as condo- minium owners the residents then become part-owners of the complex. The Village Attorney was instructed by the Board to study this legal question. Terry Falcon approached the Board and formally withdrew his request to amend the consent decree. The Mayor recessed the meeting for 5 minutes. Time: 9:45 P.M. Reconvened: lO:O0 P.M. Present upon roll call: Floros HendriCks Rhea Richardson Wattenberg COMMITTEE REPORTS BUILDING COMMITTEE The Village Attorney~ requested a motion to waive the rules and bring ZBA cases 70 & 71 to the floor. Trustee Richardson, seconded by Trustee Wattenberg~ moved to waive the rules and bring ZBA cases 70 & 71 to the floor. Upon roll call: Ayes: Floros Hendricks Rhea Richardson Wattenberg Motion carried. Robert Moore, Attorney for the cases, stated there were time restraints for finalizing the sale of the property. He requested the Board to conceptually approve the development, subject to Building and Engineering department approval so the sale may be finalized within the time limit. The Board verbally approved the plan in concept, subject to going through proper channels. Trustee Hendricks, seconded by Trustee Richardson, moved to con- cur with the Building Committee's report in favor of the variation for Case ZBA-66-V-76. Upon roll call: Ayes: Floros Hendricks Rhea Richardson Wattenberg Motion carried. No action taken on case ZBA-67-V-76. FINANCE COMMITTEE Trustee Floros, seconded by Trustee Richardson, moved to. waive the rules requiring two readings of an ordinance. PUBkIC WORKS COMMITTEE Trustee Rhea repo~ted the Rand/Central improvement is being studied following the public hearing. Present upon roll call: Floros Hendricks Rhea Richardson Wattenberg Trustee Rhea, seconded by Trustee Floros, moved to authorize the Village Attorney to re-enter case #73L12381 for the sole purpose of defending the ~illage's. interest with respect to a certain motion of the in.tervenors paying for the assessment of costs against the plaintiff and the defendant Village so as to reimburse the intervenors for their Attorney's fees to date.
