INVOCATION Trustee Rhea gave the invocation. ROLL CALL Prestent upon roll call: Teichert Floros Minton Rhe~ Richa~rdson Wattenber'g Absent : He~dricks APPROVAL OF THE MINUTES OF NOVEMBER 2, 1976 Trustee Wattenberg, seconded by Trustee Minton, moved for approval of the minutes as submitted. Upon roll call: Ayes: Floros Rhea Richardson Wattenberg B.a,s: _Minton Motion carried. - - APPROVAL OF THE MINUTES OF NOVEMBER 3, 1976 Trustee Richardson, seconded by Trustee Wattenberg, moved for approval of the minutes of November 3, 1976 as submitted. Trustee Rhea, seconded by Trustee Wattenberg, moved for ratification of the action taken at the November 3, 1976 meeting. COMMUNICATIONS AND PETITIONS -- CITIZENS TO BE HEARD Norma Murauskis presented 1/2 Gallon Blood Donor Awards. R. A. Bachhuber, 625 S. Edward, addressed the Board on the subject of trailer vehicle licensing. He stated that the ordinance governing this topic was quite vague and unclear as to a precise meaning. The Mayor requested Mr. Bachhuber to submit a formal list of complaints to be presented to the Village Attorney so that any disparity can be resolved. Mr. Bachhuber agreed with said request. Bob Bennett, Chairman of the Business District Development and Redevelopment Commission presented the Commission's Downtown Development Plan to the Board. The Board suggested Public Hearings on this topic so as to solicit as much public participation as possible in the proper development of the Downtown area. The Mayor accepted the resig~.ation of Bob Bennett and George March from the BDDRC. The Mayor then requested Board concurrence of Hal Predovich as Chairman of the Commission. Trustee Richardson so moved, seconded by Trustee Wattenberg. Upon roll call: Ayes: Floros Minton Rhea Richardson Wa~tenberg Motion carried. The Mayor stated there are now two openings on the above named Commission and would welcome Board input as to possible replacements, John Parsons, President of the Library Board, requested Board approval for Lincoln Storage & Moving Co, as they were the low bidder for the moving of equipment to the new library site. ($7056) Trustee Wattenberg so moved, seconded by Trustee Richardson. Upon roll call: Ayes: Floros Minton Rhea Richardson Wattenberg Motion carried. Parsons then stated the Library will close 11-29-76 and re-open 12-6-76 in the new location. 12-12-76 from 2 5 P.M. the Library will have an open house. 1-30-77 the dedication of the new building will occur. MANAGER'S REPORT The Manager stated the Village has received its C-D funds ($90,000) already. He requested autho~rization for himself to obtain bids in 4 general categories of work to be done on the old library building. Categories as follows: l. Plumbing 2. Flooring 3. Lighting 4. Misc. Action on the movin9 of the regular Board meetings to the new library facilities was delayed until the next Board m~etin§. The' Manager reported over last weekend 12,130 people were vaccinated with the swine flu vaccine. He requested official letters of appreciation for the people who helped in this event. MAYOR'S REPORT At the request of the Mayor, Trustee Rhea, seconded by Trustee Minton, moved to waive the rules and bring to the floor the vacancy on the Board of Health. Upon roll call: Ayes.: Floros Minton Rhea Richardson Wattenberg Motion carried. Trustee Wattenber9, seconded by Trustee Richardson, moved to concur with the Mayor's nomination of Lee Posley, 1411T~ayer, to the Board of Health. Upon roll call: Ayes: Floros Minton Rhea Richardson Wattenberg Motion carried. The Mayor proclaimed the week of 11-29 to 12-5-76 as Christmas Seal Week. Next, he proclaimed the week of 11,-21-to 11-28-76 as Bible Week. COMMITTEE REPORT'S BUILDING COMMITTEE Trustee Minton, seconded by Trustee Rhea, moved for concurrence of the Committee's report fo'r cases 58-Z-76, 59-V~76. Upon roll call: Ayes: Floros MiQton Rhea R.~c. hardso~ Wattenberg Motion carried. Trustee Minton, seconded by Trustee Richardson, moved for a waiver of~.the Rules requiring %wo readings of an ordinance for cases 58-Z-76 and 59-V-76. No Board action required. Trustee Rhea, seconded by Trustee Richardson, moved for passage of Resolution 29-76: A RESOLUTION FOR MAINTENANCE OF STREETS AND HIGHWAYS BY MUNICIPALITY UNDER THE ILLINOIS HIGHWAY CODE Upon roll call: Ayes: ~loros Minton Rhea Richardson Wattenberg Motion carried. COMMITTEE ANNOUNCEMENTS Public Works -- 11-18-76 Finance -- 11-24-76 FOR INFORMATION ONLY The Mayor stated it is not the intention of the Village to annex the Lake Briarwood area unless the residents ~etition the Village for such. The Mayor also mentioned the Bulk Oil fi~qd.area ink,he south end of town should be seriously consldere~m~he next piece of property Mt. Prospect would annex. Through agreements with the surrounding towns and Mt. Prospect, that area either comes to Mt. Prospect, or remains unincorp- orated. Since Mt. Prospect services the area, it is felt that section should pay more than the Rural Fire Protection District tax currently paid. Lastly, the Mayor reported the City of Des Plaines has agreed to pay its share of the funds needed for the Rand/Central Rd. improvements.
