INVOCATION Trustee Rhea gave the invocation. COMMUNICATIONS & PETITIONS -- CITIZENS TO BE HEARD qal Ross spoke about strengthening the Village's Bike Safety and Education program. He suggested reflectors and lights be made mandatory for all bicycles. Mayor Teichert and Trustee Hendricks both mentioned the present program. Trustee Hendricks agreed to study this matter further in committee. George Anderson addressed the Board on behalf of the Chamber of Commerce as to the possibility of the Village acquiring a branch post office for the downtown area. He then discussed the possibility of implementing,inter-connectors with the City of DesP'aines for an additional water source. Mayor Te~cher~ answered that this possibility was Deing pursued by the Village. MANAGER'S REPORT Due to the absence of the Village Manager through illness, the Assistant Village Manager presented the report. Trustee Wattenberg, seconded by Trustee Hendricks,n~moved to concur with the administration's recommendation and award the 1976 MFT Slurry Seal Resurfacing Contract to Ritchel's, Inc. in the amount of $38,853.90. Upon roll call: Ayes: Floros Hendricks Minton Rhea Richard~@n Wattenberg Motion carried. MAYOR'S REPORT Mayor Teichert proclaimed September 8, 1976 as National Cancer Day. He then asked the Board to provide him with recommendations to ~ill the various vacancies on Village Committees and Commissions by the next Beard meeting. Pg. 2 9-7-76 COMMITTEE REPORTS BUILDING COMMITTEE Trustee Minton asked cases 19-V-76 and 20-V-76 be carried over for the next Board meeting. Trustee Minton, seconded by Trustee Hendricks, moved to approve Ordinance #2653: AN ORDINANCE GRANTING A VARIATION FOR PROPERTY LOCATED AT 319 SOUTH PINE ST, Upon roll call: Ayes: Floros Hendricks Minton Rhea Richardson'Wattenberg Motion carried. Trustee Floros, seconded by Trustee Richardson, moved for approval of Ordinance #2660: AN ORDI~NANCE AUTHORIZING THE LEVY AND COLLECTION OF TAXES FOR THE CORPORATE AND],MUNICIPAL PURPOSE OF THE VILLAGE OF MOUNT PROSPECT FOR THE FISCAL YEAR BEGINNING MAY 1, 1976 AND ENDING APRIL 30, 1977 Upon roll call: Ayes: Floro$ Hendricks Minton Rhea Richardson Wattenber§ Motion carried. Pg. 4 ~7-76 Mayor Teichert stated this was the second year in a row this particular board has raised the tax rate. He stated he would like it lowered. Trustee Rhea stated the increase was primarily due to the pension fundin§ requir~ements and salaries. Trustee Floros stated the amount was'based upon administration recommendations. Mayor Teichert said that the Board is a final authority and must assume the responsibility. Trustee Floros, seconded by Trustee Hendricks, moved to estab}ish a policy whereby the Village Manager must have Village Board ~inal approval for salaries of Department Heads and Assistant Department Heads. A thorough discussion commenced on where final authority should be placed regarding determination of Department and Assistant Department heads salaries. Mayor Teichert said individual salary evaluation was outside the realm of the Board's expertise since it involve~ job performances. He further stated this day-to~day job performance is the re- sponsibility ~ the Village Manager due ~o his position as the Chief Administrative ~fficer of the Village. Trustee Floros fe~t Board members could provide useful inpu% to the Manager regarding determination of salaries. Trustee Wattenberg alluded to a possible ceiling on Department and Assistant Department Head salaries but stated the Board should remain out of the area of individual salary determination. The Village Attorney stated the State Statutes grant salary determination within the framework for the adopted budget to the Village Manager. This was one of the differences between the Council/Administrator form of government as opposed to the Council/ Manager form of government. m Upon roll call: Ayes: Floros Hendricks Rhea Nays: Richardson Minton Wattenberg Teiche~t Motion failed. In the interest of the audience, the ~yor brought the Library Board Budget request item to the floor ahead of schedule. A complete discussion between John Parsons, Bob Nordly, Sally Viger (members of the Library BQ~rd) and the Village Board ensued. Trustee Richardson, seconded by Trustee Minton, moved to amend the Budget and provide an additional $75,000 to the Library Board. Discussion proceeded on whether the Library Board would move into the new facility and remain open on Saturday if the additional funds were granted. With the Saturday issue remaining unresolved, Trustee R~a, seconded by ~rustee Minton, moved to table the preceeding motion until the next Board Meeting. Upon roll call: Ayes: Floros Nendricks Minton Rhea Richardson ~ Nays: Wattenberg Motion carried. -- FIRE & POLICE COMMITTEE Trustee Richardson, seconded_]by Trustee Minton, moved to concur with the Committee's recommendation regarding the Vandalism Ordinance. Upon roll call: Ayes: Floros Hendricks Minton Richardson Wattenberg Nays: Rhea Motion carried. Trustee Richardson stated this would be a first reading of said ordinance and requested it to be put on the next agenda. Trustee Pg. 5 9-7-76 Rhea questioned the strength of the ordinance inasmuch as the word "vandalism" is never used. The Village Attorney stated the ordinance drew upon powers gra~ed the municipelity through ~ate Statutes rather than relying solely on the Village's Home Rule Powers. Ed Stanelly & Hal Ross both approached the Board & favored a strong 6rdinance feeling no one would bother to challenge the constitutionality of it in the courts. Trustee Rhea, seconded by Trustee Floros, moved to amend the ordinance by stating the Village would do all in its power to see the victim recovered damages. Upon roll call: Ayes: Rhea Nays: Floros Hendricks Minton Richardson Wattenberg Motion ~ailed. Trustee Rhea moved to amend the ordinance by fining the parents or legal guardian as well as the child and recovering damage. Motion failed lack of a second. Cable T.V.; Additional commuter oarking; prices on signs - service stations; exempt positions police department; step plan revisions will be discussed at future meetings. OTHER BUSINESS Trustee Minton, seconded by Trustee Richardson, moved for approval of Resolution 26-76: A RESOLUTION NOMINATING DES PLAICES CITY CLERK ELEANOR ROHRBACH AS EXECUTIVE TRUSTEE, ILLINOIS MUNICIPAL RETIREMENT FUNDS Upon roll call: Ayes: Floros Hendric~s Minton Rhea Richardson Wattenberg Motion carried. Trustee Richardson, seconded by Trustee Floros, moved to concur with the administration's recommendation and approve~the Central Village engineering plans prepared by George B. Anderson &Assoc.
