ROLL CALL Present upon roll call: Minton Rhea Richardson Wattenberg Absent: Teichert Floros Arrived at 8:30 P.M.: Hendricks CHAIRMAN PRO TEM The clerk called for nominations for Chairman Pro Tem. Trustee Rhea and Trustee Minton nominated Trustee Richardson. Trustee Minton, seconded by Trustee Wattenberg, moved nominations be closed. Upon roll call: Ayes: Minton Rhea Richardson Wattenberg Motion carried. INVOCATION Trustee Richardson gave the invocation. APPROVAL OF MINUTES OF JUNE 1, 1976 Pg. 2 Correct date of Independence Day; pg. 3, final paragraph correct "30 units" to 35. Trustee Wattenberg, seconded by Trustee Minton, moved to approve the minutes of the June l, 1976 regular meeting as amended. Upon roll call: Ayes: Minton Rhea Richardson Wattenberg Motion carried. PETITIONS AND COMMUNICATIONS - CITIZENS TO BE HEARD Mrs. Murauskis and Chairman Pro Tem Richardson, presented one gallon blood donor awards to Julia M. Tabbert and Herbert J. VanDriel. Attorney Bush, representing Mr. George Anderson and Mr. Graham, petitioning for an amendment to the Consent Decree for the Klein Property on Central Road at Cathy Lane, were present to discuss the proposed Central Village. Attorney Ward, outside counsel for the Village, suggested a covenant running with the land, a condominium declaration and plat. Further discussion was deferred until the end of this meeting, calling for an Executive Session. Trustee Hendricks arrived at this point in the meeting. MAYOR'S REPORT Mr. Kurt Teichert, Chairman of the Bicentennial Commission, presented a framed parchment with a message to the citizens of Mount Prospect as a Bicentennial Community from the President of the United States. Certificates of Appreciation from the Illinois Bicentennial Commission were presented to the following: Dolores Haugh, Robert Eppley, C. O. Schlaver, Harvey Nehmzow, Lil Floros, Bruce Groat, Randy Bateman, Kate Anderson and John Moriarty. Chairman pro tem Richardson read the Mayor's Proclamation for Bicentennial Sunday, July 4, 1976. MANAGER'S REPORT The village Engineer, with concurrence with the Village Manager, recommended the Village accept the water main installed for the Huntington Condominiums, that $8,000 be returned to Huntington Condominiums, Inc. and that $2,000 be retained as a maintenance bond for a period of two years. Trustee Wattenberg, seconded by Trustee Minton, moved to concur in the above recom- mendation. Upon roll call: Ayes: Hendricks Minton Rhea Richardson Wattenberg Motion carried. In obtaining bids for the acquisition of landscaping for the new library at the southeast corner of Central and Elmhurst Roa~ the low qualified bidder was Moore's Landscaping, 1850 Landwehr Road, Glenview, Illinois at $40,100.00. The Village Attorney and Charles T. Cedarholm, architect for the library, acting as agents for the Library Board and Board of Trustees recommended awarding the contract to Moores Landscaping in the above amount. Trustee Wattenberg, seconded by Trustee ~inton, moved to concur in the above recommendation. Upon roll call: Ayes: Minton Rhea Richardson Wattenberg Nays: Hendricks Motion carried. Trustee Wattenberg, seconded by Trustee Minton, moved to authorize the ad- ministration to return all other bid checks with the exception of the suc- cessful bidder and second low bidder. Upon roll call: Ayes: Hendricks Minton Rhea Richardson Wattenberg Motion carried. COMMITTEE CHAIRMEN REPORTS BUILDING COMMITTEE Trustee Minton, seconded by Trustee Wattenberg, moved to waive the rules to bring the Board matters on the Building Committee report of the meeting held June 11, 1976. Upon roll call( Ayes: Hendricks Minton Rhea Richardson Wattenberg Motio~ carried. It was the recommendation of the Building Committee that a variation for the construction of a swimming pool against the rear lot line and side lot line be granted in Case ZBA-21-V-76 - Jack Olsen at 405 E. Berkshire. Trustee Minton, seconded by Trustee Hendricks, moved to concur with the report of the Building Committee in Case ZBA-21-V-76. Upon roll call: Ayes: Hendricks Minton Rhea Richardson Wattenberg Motion carried. P. 2 6/15/~6 Trustee Minton, seconded by Trustee Hendricks moved to waive the rules requiring two readings of an ordinance in Case ZBA-21-V-76. Trustee Minton, seconded by Trustee Hendricks, moved.for passage of Ordinance #2638: AN ORDINANCE GRANTING A VARIATION FOR PROPERTY LOCATED AT 405 EAST BERKSHIRE LANE r..,Upon roll call: Ayes: Hendricks Minton Rhea Richardson Wattenberg ! Motion carried. Referring to Ordinance #2634, granting a special use for property known as "little Mexico" at 830 N. River Road, passed June 1, 1976, Para. B, Sec. 1 required the stair- way to the second floor be widened to comply with the Mt. Prospect Building Code. This requirement was not feasible, and Trustee Minton, seconded by Trustee Wattenberg, moved the Village Attorney be directed to amend Ordinance #2634, delet- ing Paragraph B, Section 1. Upon roll call: Ayes: Hendricks Minton Rhea Richardson Wattenberg Motion carried. FIRE AND POLICE COMMITTEE Trustee Richardson gave a status report on C.A.T.V. study, traffic problem at John Jay School, left turn prohibition at Route 83 North of Central, traffic and parking - new post office, vandalism ordinance, "Operation night watch". Trustee Richardson reported that in projecting overtime for the current year, Chief Pairitz of the Fire Department will be short $12,000 in his salary budget. This overtime is to pay "hire-backs" at the straight time rate to cover for sick- ,-~ess and disability in order to maintain a minimum personnel complement of 16 on duty at all times. Trustee Minton and Richardson voted in favor on the $12,000 addition to the Fire Department salary budget; Trustee Floros was opposed. Trustee Richardson, seconded by Trustee Minton, moved for concurrence with the recommendation - : ' of the majority, approving an additional $12,000 to cover overtime in the Fire Department, was referred to Finance Committee. Following discussion, Trustee Minton, seconded by Trustee Wattenberg, moved to table the motion to the next meeting. Upon roll call on the motion to table: Ayes: Hendricks Minton Rhea Richardson Wattenberg Motion withdrawn. JUDICIARY COMMITTEE Trustee Wattenberg gave a status report on recreational vehicles, a proposed ethics law, and civil rights insurance. He requested the latter subject be placed on the next Board agenda. OTHER BUSINESS Mr. William Dillon, representing the Kenroy Corporation, appeared before the Board ~ request a modification of the Planned Unit Development, concurring with the recommendation of the Zoning Board of Appeals in Case ZBA-27-V-76 - Huntington Commons. Upon roll call: Ayes Hendricks Minton Rhea Richardson Wattenberg Motion carried. P. 3 6/15/76 Bids were opened June 2, 1976 for improving Lonnquist Blvd. east of Busse Road. Milburn Brothers was the low bidder, in the amount of $116,421.10. The Village Engineer recommended acceptance. Trustee Wattenberg, seconded by Trustee Minton, moved to concur in the above recommendation to accept the low bid of Milburn Bros. for Lonnguist Blvd. Improvement - MFT project 76-00056~0' FP, and autho'rl_ze the Mayor and Clerk to sign and attest the contract, returning all bid checks with the exception of the two lowest bidders. Trustee Hendricks, seconded by Trustee Minton, moved to waive the rules requiring two readings of an annexation ordinance for the north half of Euclid Avenue adjacent to the Randhurst Shopping Center. Trustee Minton, seconded by Trustee Hendricks, moved for passage of Ordinance ~2639: AN ORDINANCE ANNEXING THE NORTH HALF OF EUCLID AVENUE ADJACENT TO THE RANDHURST SHOPPING CENTER Upon roll call: Ayes: Hendricks Minton Rhea Richardson Wattenberg Motion carried. Trustee Hendricks, seconded by Trustee Minton, moved to authorize the Mayor to sign and the Clerk to attest the plat of annexation of the above property. Upon roll call: Ayes: Hendricks Minton Rhea Richardson Wattenberg. Motion carried. Trustee Hendricks, seconded by Trustee Rhea, moved to waive]the rules requiring two readings of an ordinance annexing the west half of Wheeling Road. Upon roll call: Ayes: Hendricks Minton Rhea Richardson Wattenberg Motion carried. Trustee Minton, seconded by Trustee Hendricks, moved for passage of Ordinance #2640: AN ORDINANCE ANNEXING THE WEST HALF OF WHEELING ROAD BETWEEN THE NORTH LINE OF EUCLID AVENUE AND THE NORTH LINE OF KENSINGTON ROAD TO THE VILLAGE OF MOUNT PROSPECT Upon roll call: Ayes: Hendricks Minton Rhea Richardson Wattenberg Motion carried. Trustee Wattenberg, seconded by Trustee Minton, moved to authorize the Mayor and Clerk to sign and attest the plat of annexation of the above property. Trustee Wattenber9, seconded by Trustee Hendricks, moved to waive the requirements of two readings of an annexation ordinance for property west of Westgate Road south of Meadow Lane. Trustee Wattenberg, seconded by Trustee Hendricks, moved for passage of Ordinance #2642: AN ORDINANCE ANNEXING PROPERTY GENERALLY LOCATED WEST OF WESTGATE ROAD AND SOUTH OF MEADOW LANE TO THE VILLAGE OF MOUNT PROSPECT Upon roll call: Ayes: Hendricks Minton Rhea Richardson Wattenberg Motion carried. Mrs. Idyl Nipper, a resident at 1216 Meadow Lane, spoke about the poor con- dition of Westgate Road because it was outside the Village limits, maintained oy the County. Trustee Hendricks, seconded by Trustee Minton, moved for the Mayor to sign and the Clerk to attest the plat of annexation of the above property. Upon roll call: Ayes: Hendricks Minton Rhea Richardson Wattenberg Motion carried. Trustee Wattenberg, seconded by Trustee Hendricks, moved to concur in the Clerk's appointment of Kevin O'Donnell as Deputy Village Clerk, to be effective July l, 1976. Upon roll call: Ayes: Hendricks Minton Rhea Richardson Wattenberg Motion carried. ITEMS TO BE REFERRED The request of Chief Pairitz for an additional $12,000 for the Fire Department was referred to the Finance Committee. COMMITTEE ANNOUNCEMENTS Public works Committee regular meeting cancelled and re-scheduled to June 21, 1976 Agenda: Condo water rates; possibility of making a recommendation on a sprinkling ordinance.
