COMMUNICATIONS AND PETITIONS Certificates of Completion were awarded to the following fire cadets: James Barro~ Dave Grunlee, John JarDsz, Fred Korf, Keith MacIsaac, John Mayor, Michael Mischnik, Jerry Nellessen, Timothy Sullivan. Two of the cadets, John Mayor and Fred Korf, also received certificates of completion of a scuba diving course. Mayor Teichert and the Board commended the cadets for their accomplishments. Blood Donor awards were presented to three new mmmbers of the One Gallon Club: Dr. ~aul Hack, Edward M. MoCsan and Charles W. Molloy, Jr. Pg. 1 6-1-76 MAYOR'S REPORT proclaimed June 5, through 12, 1976~to be Mayor Teichert Water Awareness '76 Week. Mayor Teichert proclaimed June, 1976 to be Lung Education Month. Mayor Teic~ert oroclaimed June 12-13 as Mount Prospect Baseball Weekend. -- Mayor Teichert proclaimed the 21 days starting on Flag Day, June 14 through Independence Day, Joly 4 as a time to honor America. Mr. Skip Farley explained the olans for "Hanos Across Mount Prospect" to be conducted July 4, 1976 and showed the route where it is anticipated lO,O00 citizens will join hands. Mr. George Anderson, Atty. Robert Bush, and Mr. Dick Graham appeared before the Board to present plans for the oroposed Central Village, to be made an amendment to the Consent De- cree for the property commonly known as the "Klein Prope~9? on Central Road and Cathy Lane. The development would con- sist of eight three-story buildings. The petitioner's attorney was requested to present a draft of the proposed amendment to the Consent Decree for Board review. Mr. Joe Kornacker, 7344 W. Greenleaf, ~iles, Ill., owner of the Arco Station at Rand and 83 discussed a discrepancy in the posting of gas prices at the signs at the entrance of service stations and those on the pumps. The matter was chargeo to the Police and Fire Committee. -- Mr. Salvatore D~Mucci, Sr., Mr. Salvatore DiMucci, Jr. and their attorney were present to discuss the property at Tamarack and Palm, presenting an alternate plan for the land known as "Lot H". A motion, tabled at the previous meeting on May 18th was as follows: "Trustee Richardson, seconded by Trustee Hendricks, moved the matter of litiga- tion, commonly known as DiMucci Home Builders vs. the Village of Mount Prospect, for property at Tamarack and Palm, be amended to compromise the Consent Decree to term- inate litigation in accordance with plans identified as 74-86, drawn by Fletcher Engineering Company for the sub- ject property." Trustee Minton, seconded by Trustee Richardson, moved to bring the stated motion from the table. Upon roll call: Ayes: Floros H~ndricks Minton Rhea Richardson Wattenberg Motion carried. Mr..J. Dvorak, 1114 S. Tamarack, voiced his objections to the alternate plan known as Exhibit B. Mr. Ron Barron, 1827 Thornwood, suggested giving the builder approval for apartment buildings north of Palm Drive and siBgle-family south of Palm~ Mrs. Margie Featherstone, 1837 W. Thornwood, presented a petition requesting the entire site of the DiMucci property be developed with apartments similar tb the existing Mount- sh~re apartments, with no park area or vacant land. Upon roll call on the tabled motion above: Ayes: Hendricks Wattenberg Nays: Floros Minton Rhea Richardson Motion failed. Pg. 2 6gl-76 Trustee Rhea, seconded by Tmustee Richardson, moved the Board approve in concept only, Lot H being de~eloped with single-family homes south of the middle line of Palm and multi-family building north of Palm Drive, not to exceed 70 units, in accordance with the Planned Unit Development Ordinance, comprised of two buildings of 35 units each. Upon roll call: Ayes: Rhea Richardson Nays: Floros Hendricks Minton Wattenberg Motion failed. RECESS The meeting was recessed at 11:35 P.M. and reconvened at 11:50 P.M. COMMITTEE CHAIRMBN REPORTS BUILDING COMMITTEE Trustee Minton, seconded by Trustee Hendricks, moved to take from the table the motion made at the previous meeting held May 18, 1976 which follows: "Trustee Minton, seconded by Trustee Hendricks, moved to approve the re- quest in Case 4-SU-76, concurrirg with the recommendation of the Building Committee." Upon roll call: Ayes: Floros Hendricks Minton Rhea Richardson Wattenberg Motion carried. Trustee Minton, seconded by Trustee Rhea, moved the Board concur with the recommendation of the Building Committee to grant the special use requested in Case 4-SU-76, commonly known as Little Mexico. MANAGER'S REPORT Trustee Floros, seconded by Trustee Minton, moved to authorize signing of a contract with the low qualified bidder, Schroeder and Schroeder, in the amount of $14,§25.0Q, and that the bid checks for the other Bidders be returned, for sidewalk replacement. MAYOR'S REPORT Trustee Richardson, seconded by Trustee Hendricks, moved to waive the rules requiring two readings of an ordinance increasong the annual fee for a Class E liquor license from $250.00 to $1,000.00. Trustee Richardson, seconded by Tmustee Hendricks, moved for passage of Ordinance #2635: AN ORDINANCE AMENDING CHAPTER 13 OF THE MUNICI'PAL CODE Upon roll call: Ayes: Floros HBndricks Minton Rhea Richardson Wattenberg MotiQencarried. FINANCE COMMITTEE A request for a Class W liquor license was made by Sizzler's Steak House, 110 E. Rand Rd. The Finance Committee recom- mended approval. Trustee Floros,~seconded by Trustee Wattenberg, moved to condur with the recommendation of the Finance Committee and approve the creation of a new Class W liquor license. Upon roll call: Ayes: Floros Minton Rhea Richardson Wattenberg Nays: Hendricks Motion carried. T~Village Attorney was requested to draft an ordinance to be presented at the next meeting. BUILDING COMMITTEE Trustee Minton, seconded by Trustee Richardson, moved to waive the rules requiring two readings of an ordinance re Case-24-SU-76. Upon roll call: Ayes: Floros Hendricks Minton Rhea Richardson Wattenberg Motion carried. Trustee Minton, seconded by Trustee Hendricks, moved for passage of Ordinance #2636: AN ORDINANCE GRANTING A SPECIAL USE TO THE DELL CORPORATION FOR SENIOR CITIZENS HOUSING Upon roll call: Ages: Floros Hendricks Minton Rhea Richardson Wattenberg Motion carried. FINANCE COMMITTEE (CONTINUED) The Finance Committee considered the creation of a Library District and agreed to terminate discussions on the subject at the recommendation of the Library Board. Pg. 4 6-1-76 Trustee Richardson, seconded by Trustee Wattenberg, moved to concur with the recommendation of the Finance Committee to have additional coverage for civil and constitutional rights for $100,000 with'$500.O0 deductible, for an ad- ditional premium of $7,646.00 per year. The Finance Committee reviewed the Possibility of establish- ment of a Mount Prospect Housing Agency. Mr. Draper of the Dell Corp., developer of a proposed senior citizen housing project, Mr. Bernard Lee, and the Village Attorney, were requested to develop a specific prooesal to the~Board_as]a Committee of the Whole when a document is ready for review. The Finance Committee reeommended that parking fees for the Maple Street lot be increased from 30m to 50¢. Trustee Floros, seconded by Trustee Richardson, moved to concur in the recommendation. Upon roll call: Ayes: Floros Hendricks Minton Rhea Richardson Wattenberg Motion carried. The Village Attorney was requested to prepare an ordinance for the next agenda. The Illinois Municipal League Conference will be held September 10-13 at the Hyatt Regency near O'Hare Field. Registration is $45 for Village officials; $40 for wives. A total of $2,100 has been budgeted. The Committee recom- mends the registration fees for Trustees, Village officials and spouses be paid for by the Village. Trustee Floros, seconded by Trustee Richardson, moved to concur with the recommendat6pn of the Finance Committee. Upon roll call: Ayes: Floros Hendricks Minton Rhea Richardson Wattenberg Motion carrieq. Trustee Wattenberg requested reconsideration of the civil rights and constitutional rights insurance. The matter was referred to the Judiciary Committee for further review. PUBLIC WORKS COMMITTEE Trustee Rhea gave a status report on condominium water rates. Public Works Department Forestry~ The Committee considered a reouest by the Public Works Director to re-arrange some priorities within the Public Works budget with regard to tree maintenance. The adminis- tration wishes to reduce the forestry contract from 6 months to 4 months, delay purchasing a truck which has been bud- geted, and use the funds to acquire an aerial boom incorder to do tree trimming and repairing~onaa?~e~ww~o~.d~6a§~s. The Committee recommended approval of the request as outlined ~n the Public Works Director's memo dated May 7th. Trustee Rhea, seconded by Trustee Richardson, moved to con¢~ur with the above recommendation. Upon roll call: Ayes: Floros Hendricks Rhea Richardson Wattenberg Nays: Minton Motion carried. Pg. 5 6-1-75 The Committee considered the request of Joel Reznick of BOLI for a sidewalk program. T~ey recommend that the Board appropriate $30,000 in this fiscal year to begin a sidewalk program in the New Town area. Considerable dis- cuss ion followed. Trustee Rhea, seconded by Trustee Wattenberg, moved the Board indicate by vote its willingness to undertake for public benefit a sidewalk program within the Village with ar amount not to exceed $30,000.00.- with a recommendation to come from the Safety Commission, to be charged on a priority basis, for consideration at their next meeting June 7th. The Mayor stated he would direct such a letter to the Commission. Upon roll call: Ayes: Floros Hendricks Minton Rhea Richaroson Pass: Wattenberg Motion carried. Trustee Richardson, seconded by Trustee Hendricks, moved for passage of Resolution #19-76: A RESOLUTION OF APPRECIATION FOR THE SERVICE EXTENDED BY MARIE T. HARD WHEREAS, MARIE T. HARD has oevoted eleven years of faithful and dedicated service to the Village of Mount Prospect, during which years she served loyally and well as Deputy Village Clerk~ and WHEREAS, MARIE T. HARD has through these years devoted her time, experience, ~nowleoge and dedication to the position of Deputy Village Clerk; and WHEREAS, MARIE T. HARD has been the faithful custodian o~ all Village records, and has spent countless hours Tn recording the minutes of Village Board meetings, transferring them to the permanent records of the Village; and WHEREAS, MARIE T. HARD, together with the elected Village Clerk, has had the responsibility for the conduct of all Village elections; and WHEREAS, the residents of the Village of Mount Prospect are indebted to MARIE T. HARD for her distinguished service to our Village; and WHEREAS, the Mayor and Board of Trustees of the Village of .Mount Prospect desire to express to MARIE T. HARD on behalf of all ~e residents of the Village their gratitude to her for her dedicated and distinguished service to the Village; NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND BOARD OF TRUSTEES OF THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINO~$: SECTION ONE: That by this Resolution the Mayor and Board of Trustees of the Village of Mount Prospect express to MARIE T. HARD their deep gratitude for her didicated, faithful and constructive service to the Village of Mount PRospect as its Deputy Village Clerk. SECTION TWO: That a copy of this Resolution be spread upon the minutes of the Board of Trustees of the Village of Mount Prospect as a perpetual memento and that a certified copy of same be suitable engraved upon parchment and delivered to MARIE T.
