INVOCATION Trustee Rhea gave the invocation SUNNY BLUE BIRDS First Grade Students from Westbrook School, Bluebirds Melissa Both, Christine Norton~ Tracy ~ammler, Sharon Schroeder, under the leadership of Mrs. Both and Mrs. Norton, presented the Board Members with cupcakes in honor of the Bluebirds. COMMUNICATIONS AND PETITIONS CITIZENS TO BE HEARD Mrs. Joanne Kapps and Mrs. Colleen Zarvik, Co-Chairmen of the Jr. Womens Club Bicentennial Committee, requested formal acceptance of the gazebo to be erected in the Village Hall parking lot for the use of the people of the Village of Mount Prospect. The organization re- quested assurance that the gazebo would be painted and maintained in perpetuity. Students of Prospect High are constructing the gazebo at this time. Trustee Wattenberg, seconded by Trustee Hendricks, moved to accept the gazebo on behalf of the entire Village and to charge the administration with the maintenance of it. MANAGER'S REPORT The Village Manager requested authorization for the pur- chase of four detective cars and recommended waiving of bids with payment after May 1st. Trustee Wattenberg, seconded by Trustee Richardson, moved to accept the recom- mendation of the administration and authorize the expendi- ture of a unit price of $4,253.~65, from Bill 'Sul~i'va'r Pontiac, Ind.for 4 detective cars, along wi'th the 10 ~quad cars pre- viously authorized, and waiver of bids. __ Upon roll call: Ayes: Hendricks Rhea Richardso~ Wattenberg Motion carried. MAYOR'S REPORT Mayor Teichert previously advised the Board that the owners of a proposed Planned Unit Development at the Northwest corner of Kensington and River Roads were agreeable to signing permanent as well as tem. porary easements to allow the State to improve the McDonald Creek right-of,way--provided they would not be penalized in the allowable density as approved by Ordinance No. 2434. The owners did ~ot Want to sacrifice anything other than the loss of some open space adjacent to the building. Mayor Teichert further stated that the owners and the State of Illinois will require some reference to the Board's tacit indication that it would not seek to penalize the owners for their dedication of easements by recalculating the den- sity based upon the remaining land available. Trustee Richardson, seconded by Trustee Wattenberg, moved to authorize the developer of t'he PUD covered by Ordina'nce ~2434 to grant permanent as well as temporary easements to allow the State to improve the 'McDonald Creek right-of-way, with the assurance that such easements will not be used in altering the density calculations of the Planned Unit Development under Ordinance =2434. Trustee Rhea, seconded by Trustee Wattenberg~moved to waive the rules to consider a resolution directing the Plan Com- mission to proceed with review of the Comprehensive Plan. Trustee Hendficks, seconded by Trustee Richardson~ moved for waiver of the ~ules requiring two readings of ordinances per- taining to the above petitions. Trustee Hendricks, seconded by Trustee Richardson, moved for passage of Ordinance #2616: AN ORDINANCE GRANTING A FRONT YARD REQUIREMENT VARIATION AND A FENCE VARIATION FOR PROPERTY COMMONLY KNOWN AS 1 NORTH ELMHURST AVENUE, MOUNT PROSPECT, ILLINOIS Upon roll call: Ayes: Hendricks Rhea Richardson Wattenberg Motion carried. JUDICIARY COMMITTEE The Committee reviewed the multiple dwelling license ordinance and recommended the Village Attorney draft one similar to that ~resently in effect in the Village of Arlington Heights. The Committee recommended that ~h~n a Trustee is absent from an Executive SessiOn, such Executive Session be recorded on tape. Trustee Wattenberg, seconded by Trustee Rhea, moved that if an Executive Session is called a member should have the opportunity to review what has transgired by having the use of a tape recorder. Upon roll call: Ayes: Wattenberg Nays: Hendricks Rhea Richardson Motion defeated. The new Library Building has a room with greater seating capacity than the preseBt Board Room. The Committee considered th~ possi- bility of utilizing the room for Board Meetings. The matter __ will be discussed further during the joint meeting with the Library Board March 20th. ~arious ethics proposals were discussed and given to the Vil- lage Attorney with instructions to draft an ethics ordinance. Certain revisions were made on Committee cnar§es as recommended by the Judiciary Committee. OTHER BUSINESS Trustee Richardson, seconded by Trustee Hendricks, moved for' passage of Resolution 8-76: A RESOLUTION^~CCEPTING THE OBLIGATION OF GENERAL MAINTENANCE AND REPAIR OF THE METROPOLITAN SANITARY DISTRICT OF GREATER CHICAGO SANITARY SEWERS WITHIN THE VILLAGE OF MOUNT PROSPECT FOR FISCAL 1976-77 Upon roll call: Ayes: Hendricks Rhea Richardson Wattenberg Motion carried.
