COMMUNICATIONS AND PETITIONS CITIZENS TO BE HEARD Mr. Kerser J. DeJong, Vice President of the Crystal Towers Condominium Association, 1717 Crystal Lane, appeared before the Board to discuss water rates in condominiums. The matter was charged to the Village Manager to review the water rates in the southern area of the Village as set forth in the ord&- ance for multi-family dwellings. A representative of the Astro and All Star Amusement Co. inter- ested in a carnival permit at 1010 S. Elmhurst, requested a waiver of the 90-day requirement for a carnival application as set forth in Ordinance 2607. Trustee Wattenberg, seconded by Trustee Minton, moved to authorize the administration to waive the 90-day period for application so that the carnival application would be acceoted for April 9th through~ the 18th. MANAGER'S REPORT The Village Manager concurred with the recommendation of the Police Chief that the lowest and best bid for 10 new squad cars was that of Sullivan Pontiac in the amount of $33,436.50. Pg, 1 3/2/76 He recommended that the Board approve contracting with Sullivan Pontiac in the amount stated, with invoicing to take place after May 1, 1976, and requested the Board's advance approval of a 1976-77 budget item for that purpose. Trustee Wattenberg, seconded by Trustee Richardson, moved to authorize the purchase of the 10 squad cars from Sullivan Pontiac in the amount of $33.436.50, approving a 1976-77 bud- get item in that amount. FINANCE COMMITTEE Trustee Hendricks, seconded by Trustee Rhea, moved to waive the rules to consider the petition for a Class "A" llouor license for Danny's Barn, 303 E. Kensington. Upon roll call: Ayes: Floros Hendricks Minton Rhea Richardson Wattenberg Motion carried. Trustee Hendricks, seconded by Trustee Richardson, moved to create an additional Class "A" liauor license with the intent to issue to Danny's Barn. Upon roll call: Ayes: Floros Hendricks Mi~ton Rhea Richardson Wattenberg Motion carried. An ordinance for the creation of a Class "A" liquor license would be oresented atthe next regular meeting. ~AYOR'S REPORT Copies of the Cook County Community Development Recommended Funding Pro~ram dated February 26, 1976 were eistributed. There were six categories, ana the projects recommended were Redevelopment (Mount Prospect -- $30,000 for Downtown Parking); Rehabilitation; Environmental; Improvements Utilization of land; Economic Development; Demonstmation Programs (Mount Prospect $59,000 for Senior Citizens Center); and Cook County Programs. The MoJnt Prospect projects had approval ~of the advisory council and will go,to the County Board Bo be approved by HUD. Mayo~ Teichert explained the procedure for selection of the communities to receive funding. Mayor Teichert reported he'will contact the ~lanning Commission to complete the community development pro- gram and the Downtown Commission to complete the downtown plan by 1976. He further recommended a delay in a housing assistance plan until the end of the year. May 1st is the date aimed for hearing approval by HUD. FINANCE COMMITTEE Trustee Rhea, seconded by Trustee'Richardeen, moved for passage of Ordinance #2611: AN ORDINANCE AMENDING CHAPTER 11 OF THE MUNICIPAL CODE OF MOUNT PROSPECT (BUSINESS LICENSE FEES) Pg. 2 3/2/76 Trustee Richardson, seconded by Trustee Rhea, moved to amend Ordinance ~2611 Sec. I1.3107 re late payments to read in Para.A 120% oenalty, and Para. B 150% ~enalty. UPon roll call on amendment: Ayes: Floros Minton Rhea Richardson Wattenberg Nays: Hendricks Motion carried. Trustee Rhea, seconded by Trustee RichardsDn, moved to waive the rules requiring two readings of an ordinance reducing the liquor licenses by one. Upon roll call: Ayes: Floros Hendricks Minton Rhea Richardson Wattenberg Motion carried. Trustee Rhea, seconded by Trustee Richardson, moved for passage of Ordinance ~2612: AN ORDINANCE REDUCING THE NUMBER OF CLASS B LIQUOR LICENSES _.. (Alexander's 1803 Algonquin) Upon roll call: Ayes: Floros Hendricks Minton Rhea Richardson Wattenberg Motion carried. The matter of moving the circuit court out of the Public Safety Building at 112 E. Northwest~Hwy. was referred to the Fire and Police Committee. PUBLIC WORKS~COMMITTEE The Public Works Committee recommended amendments to the agreement with the State regarding the'McDonald Creek Watershed, and after review by the Village Attorney, Director of Public Works and Village Engineer, a revised agreement would be considered. Trustee Wattenberg suggested a procedure be established as a criteria for evaluating the ~illage Manager, Trustees con- curred and the Personnel Director was requested to submit a recommendation. OTHER BUSINESS .=. Truste~ Wattenberg, seconded by Trustee Richardson, moved to advise~ the outside counsel, Ross, Nardies, O'Keefe, Babcock and Parsons, that the Village does not wish to appeal in the matter of the Metropolitan Sanitary District v. the Village of Mount Prospect. The motion read: "Trustee Floros moved, seconded by Trustee Hendricks, that a $3.00 tax per residential dwelling unit be assessed against any new structure no~ on the tax rolls when an occupancy cer- tificate therefor is granted and until such dwelling unit is placed on the county assessor's rolls."
